1月19日，在国务院新闻办举行的2023年工业和信息化发展情况新闻发布会上，工业和信息化部新闻发言人、运行监测协调局局长陶青介绍了我国制造业数字化转型相关情况。她表示，工业和信息化部认真落实、扎实推进制造业数字化转型各项重点任务，推动制造业数字化转型步伐不断加快、水平持续提升。
一是数字基础设施支撑有力。建成全球最大的光纤和移动宽带网络。算力总规模全球第二。具有一定影响力的工业互联网平台超过340家。
二是数字技术和产业供给水平大幅提升。云计算、大数据等技术创新能力位于世界第一梯队，工业机器人、工业软件等数字产品和服务能力不断提升，人工智能企业数量超过4400家，钢铁、石化、锂电池等领域系统集成能力达到国际先进水平，底盘一体化压铸、电芯精密制造、光伏组件柔性装配解决方案取得突破，初步形成全链条数字技术和产业体系。
三是重点行业转型步伐不断加快。截至2023年12月底，已培育421家国家级示范工厂、万余家省级数字化车间和智能工厂。大飞机、新能源汽车、高速动车组等领域示范工厂研制周期平均缩短近30%、生产效率提升约30%；钢铁、建材、民爆等领域示范工厂本质安全水平大幅提升，碳排放减少约12%。国家两化融合公共服务平台服务工业企业18.3万家，这些企业的数字化研发设计工具普及率达到79.6%，关键工序数控化率达到62.2%。
四是政策环境不断完善。各地方、各部门加强规划和政策引导，创新机制、强化保障，形成一批成功经验和典型模式。
陶青表示，加快制造业数字化转型是顺应新工业革命趋势、提升工业现代化水平、建设现代化产业体系的必然要求。下一步，工信部将坚持以推进信息化与新型工业化深度融合为主线，重点抓好四个方面：
一是筑牢基础，加快底层标准协议、数据流通规则、网络设施架构等堵点、卡点的统一部署、统一建设。
二是一体推进，构建数字化评估诊断、场景培育、改造示范、推广应用协同推进的工作体系。
三是供需联动，摸清企业转型需求和痛点难点，综合采取需求侧开放场景、供需“揭榜挂帅”联合攻关、培育优质解决方案和服务商等方式，强化供需对接，提升数字化转型的效率。
四是分类施策，培育深耕细分领域的专业服务商团队，坚持分企施策，鼓励数字化基础较好的企业加快向智能化方向升级，加快其他行业企业关键业务数字化普及。

China’s technological innovation capabilities in cloud computing and big data rank first in the world, and its capabilities in digital products and services such as industrial robots and industrial software continue to improve. The number of artificial intelligence enterprises has exceeded 4,400, and its system integration capabilities in steel, petrochemical, and lithium batteries have reached international advanced levels. Breakthroughs have been made in chassis integration die casting, cell precision manufacturing, and flexible assembly solutions for photovoltaic modules, and a full-chain digital technology and industrial system have been initially formed.
Third, the pace of transformation of key industries has accelerated. By the end of December 2023, 421 state-level demonstration factories and more than 10,000 provincial-level digital workshops and smart factories have been cultivated. The development cycle of demonstration plants in the fields of large aircraft, new energy vehicles, and high-speed EMUs has been shortened by nearly 30% on average, and the production efficiency has been increased by about 30%. The intrinsic safety level of demonstration plants in the fields of steel, building materials, and civil explosives has been greatly improved, and carbon emissions have been reduced by about 12%. The national integrated public service platform serves 183,000 industrial enterprises, and the penetration rate of digital research and development and design tools of these enterprises has reached 79.6%, and the numerical control rate of key processes has reached 62.2%.
Fourth, the policy environment has been continuously improved. All localities and departments have strengthened planning and policy guidance, innovated mechanisms and strengthened safeguards, and formed a number of successful experiences and typical models.
Tao Qing said that accelerating the digital transformation of the manufacturing industry is an inevitable requirement to comply with the trend of the new industrial revolution, enhance the level of industrial modernization, and build a modern industrial system. In the next step, the Ministry of Industry and Information Technology will adhere to the main line of promoting the deep integration of information technology and new industrialization, focusing on four aspects:
