近十多年来，国内的新能源发电规模持续快速增长，截至2023年底，风光发电装机容量达到10.5亿千瓦，同比增长38.6%，占国内发电总装机容量的36%。伴随着新能源的快速增长，其间歇性、波动性对电网的安全影响越来越大，源、网侧对储能的需求由此而生。
全国人大代表、天能控股集团董事长张天任建议出台全国性政策，鼓励新能源企业租赁由独立第三方建设的储能电站容量，在年度内对新能源企业租用规模达标与否与上网发电量挂钩。
建议允许共享储能电站在与租赁用户协商一致的情况下，鼓励储能电站参与所有调频服务并获取调频服务收益；鼓励储能电站参与电力调峰等所有辅助服务并获取辅助服务收益；鼓励储能电站参与电力现货市场交易，实现峰谷价差套利；鼓励储能电站通过双边协商、双边竞价及单边调用等模式与新能源发电企业进行中长期电力交易。
推动储能高质量发展。建议瞄准新型电力系统建设实际需求，以应用为导向带动储能新技术、新产品示范，推动技术创新迭代发展；完善新型储能标准体系，树立高质量、高安全、低碳绿色发展的准入门槛；建立动态的储能市场发展监测机制，对市场需求、产能布局、产量、出货量信息、成本价格等方面信息进行跟踪，客观判断新型储能供需关系，助力产业不断升级，加强我国储能产业核心竞争力。

For more than a decade, the scale of domestic new energy power generation has continued to grow rapidly, and by the end of 2023, the installed capacity of wind power generation reached 1.05 billion kilowatts, an increase of 38.6%, accounting for 36% of the total installed capacity of domestic power generation. With the rapid growth of new energy, its intermittency and volatility have an increasing impact on the security of the power grid, and the demand for energy storage at the source and network side is thus born.
Zhang Tianren, a deputy to the National People’s Congress and chairman of Tianneng Holding Group, proposed to introduce a national policy to encourage new energy enterprises to lease the capacity of energy storage power stations built by independent third parties, and to link whether the scale of new energy enterprises to meet the requirements of online power generation within the year.
It is suggested to allow shared energy storage power stations to participate in all FM services and obtain benefits from FM services under the condition of consensus with lease users; Encourage energy storage power stations to participate in all auxiliary services such as power peak balancing and obtain the benefits of auxiliary services; Energy storage power stations are encouraged to participate in power spot market trading to achieve peak-valley spread arbitrage; Energy storage power stations are encouraged to conduct medium – and long-term power transactions with new energy power generation enterprises through bilateral negotiation, bilateral bidding and unilateral invocation modes.
Promote high-quality development of energy storage. It is suggested to target the actual needs of the construction of new power systems, drive the demonstration of new energy storage technologies and new products with an application-oriented approach, and promote the iterative development of technological innovation; Improve the new energy storage standard system, and establish the entry threshold for high-quality, high-safety, low-carbon and green development; Establish a dynamic monitoring mechanism for the development of the energy storage market, track market demand, capacity layout, output, shipment information, cost and price information, objectively judge the relationship between supply and demand of new energy storage, help the industry continue to upgrade, and strengthen the core competitiveness of China’s energy storage industry.
