1月11日,滨州市委宣传部举行举行“深入学习贯彻党的二十大精神”系列主题新闻发布会,介绍全市大数据工作有关情况。邀请滨州市政府副秘书长,市大数据局党组书记、局长王洪民;滨州市大数据局党组副书记宋涛;滨州市大数据局党组成员、副局长武宝顺;滨州市大数据局党组成员、市智慧城市指挥运营中心副主任孙昌亮;滨州市大数据局党组成员、市智慧城市指挥运营中心副主任王景辉,介绍全市大数据工作有关情况,并回答记者提问。
王洪民介绍,近年来,滨州市委、市政府高度重视数字强市建设,强力推动经济社会数字化转型发展,破零创新、从无到有,取得了一系列良好实绩,新型智慧城市建设、数字政府建设等许多工作走在全国、全省前列。
创新体制机制,大数据运行工作体系全国领先。成立市委、市政府主要领导任双组长的数字强市建设工作领导小组,大数据创新应用重大专项工作全部由市级领导牵头负责,实现对大数据工作的高度重视、高位推动。强化大数据管理机构建设,成立市大数据局作为市政府组成部门,各县市区均设有专门机构负责大数据工作,形成专门机构、专职人员开展大数据工作的运行机制,市大数据局被评为数字强省先进集体。全省乃至全国率先在78个市直部门、各县市区重点部门成立数据管理(保障)科,并明确工作职责、重点任务、具体人员、目标要求、运行机制、考核要点等常态化运行要求,在全国首先构建起地市级较为完备的工作体系,得到省人大、省主管部门相关领导的高度认可,数据管理运行体制机制改革案例入选全国“数字政府”示范案例15强。正在开展全员培训、平台实训等工作,全力提升干部队伍数据素养、思维和能力,带动各领域数字化水平全面提升。
坚持规划引领,做优做实数字强市建设顶层设计。围绕当前滨州市经济社会数字化转型中突出矛盾和问题,聘请高层次专家,制定各领域规划和顶层设计。近年来,先后编制了《滨州市新型智慧城市建设顶层设计》《滨州市大数据产业发展规划》等5个规划和政策文件,“十四五”规划中将数字滨州作为专门章节部署,滨州市数字化转型工作实现有章可循。目前,正在对标浙江数字变革创新先进经验,即将出台《滨州市数字强市建设专项规划(2023-2025)》和《滨州市公共数据管理办法》,对未来三年数字化转型的功能定位、目标任务、重点路径、保障措施等进行全面谋划,在全省率先以政府规章的形式对数据资源管理进行规范。
夯实基础保障,“云网数安端”支撑水平全省领先。建成全市统一政务云,已承载全市136个部门的409个系统。完成滨州市全部业务专网整合,电子政务外网实现市、县、乡、社区(村居)四级全覆盖,视频会商系统实现市县乡三级政府部门的全接入,滨州市政务网络IPv6融合应用建设工作纳入全国试点,为全省唯一。搭建视频监控共享平台,已汇聚各类视频监控资源8万余路,部署136种智能化AI算法。加强网络安全管理,全省率先搭建市县一体化网络安全监测平台,实现政务网络安全市县两级统管;部署态势感知大数据智能安全分析平台,智能联动安全设备阻断恶意行为。搭建大数据管理服务平台,并实现全市所有政府部门接入,全市政务数据汇聚达18.5亿条;强化数据开放,实现5亿条数据依法依规向社会开放,
抓实数据赋能,大数据创新应用取得新突破。建成全市政务服务平台,实现1600余项依申请政务服务事项网上办理。加快部门自建移动端事项、“双全双百”事项、便民应用接入“爱山东”移动政务服务平台,两年内平台上线应用事项达2500余项,注册用户数达291万人,为全市群众提供“掌上办事不出门,在家解决更轻松”的智慧便利生活。聚焦惠民利企,打造的智慧交通、“惠企通”平台、智慧医保、智慧人社、智慧养老、不动产消费券系统等200余个应用场景,并取得明显实效。强化信息化手段服务疫情防控,开发战时“5+1”疫情处置指挥调度平台,大幅提升疫情处置智能化、数字化水平;推广平时“4+3”平台,及时掌控39类人群相关信息;全年发送疫情提醒短信12亿条,构筑信息防控屏障;24小时战备保障全员核酸检测系统运行,8个月支撑了3亿人次检测;建成核酸检测和实有人员主题库,开展常态化人员比对,累计比对12轮、4000余万人次,核查追检400余万人次,疫情监测预警高效有力,实现人员“底数清、情况明、动态准”。
突出地方特色,成为全省首个新型智慧城市全域试点市。从2019年,沾化区纳入第一批省级试点,到2020年市本级和六个县市区纳入省智慧城市试点,滨州市在全省率先实现新型智慧城市全域试点,已争取省级奖补资金1636万元,形成典型应用案例200余个,61个案例入选全省新型智慧城市优秀案例。建成并投用“城市大脑”,建设全市GIS系统、融合通信系统、业务能力中台,为各级各部门系统开发构建统一支撑底座;围绕经济运行、社会治理、交通运输等15个专题,形成900余项城市态势运行数据指标,初步实现“一屏观全市”目标。从优政、惠民、善治、兴业、强基5个方面,完成了70余项建设任务,101个智慧社区(村居)纳入省支持建设名单。组织开展智慧城市“问需于民”活动,收集调查问卷14万份,获得全省“问需于民”优秀组织奖。智慧城市建设工作获“全省先进推进单位”,6人次获得全省新型智慧城市建设“领军人物”和“智慧工匠”称号表彰。
紧盯转型升级,数字经济实现新突破。近年来,3个数字经济园区被评为省级数字经济园区,评选出15个市级数字经济园区,园区规模和效益呈上升趋势。黄河数字经济产业园已集聚302家企业,培育规上企业12家,形成了以京东、阿里巴巴、猪八戒网等互联网头部企业为代表的大数据、跨境电商、生产性服务业等多条细分产业链。滨城区数字经济产业园已入驻企业近30家,集聚了重庆誉存、鲨鱼菲特、翠鸟数社、阿里巴巴(滨州)客户体验中心、十方云服等企业,涵盖大数据、物联网、云计算、人工智能、电子商务等多个领域。建成黄河三角洲云计算大数据中心,安装服务器数量达到1万台;编制完成数据中心效能提升计划,强力推进17家数据中心建设,完成2家大中型、5家边缘型数据中心省级试点任务,实现数据中心从无到有的转变。数据中心整体PUE降低0.03,算力提升11%,赋能产业经济效益提升5200万元,服务群众7000万人次。
强化改革创新,打造全国首家地市级智慧城市指挥运营中心。挂牌成立全国首家地市级智慧城市指挥运营中心,专职专责负责智慧城市指挥运营工作。中心突出实战实用,按照“捏合、整合、融合”的工作思路探索实践,构建“12345”运行机制,市级领导任指挥长轮流带班,入驻部门分管同志轮流担任值班长,市委政法委、市交通运输局等8个部门30余名业务骨干入驻,实现一体化指挥调度;建成指挥交办平台,构建了“线上发现-协调处置-及时反馈”的闭环工作机制;入驻部门依托指挥中心基础平台,打通数据壁垒、加强协同配合,实现数据资源和业务协同的充分共享、最大集约,累计处置交通、环保、城市管理等领域16个方面20余万件事项;7个县级分中心投入试运行,搭建起“横向到边、纵向到底”的指挥运营工作体系。省委主要领导、省政府分管领导和省直主管部门领导多次莅临指导,并给予充分肯定。
深化分析应用,搭建经济运行“数字大脑”。围绕大数据如何服务经济运行,市委主要领导亲自谋划“11357”的工作思路,积极探索搭建经济运行大数据分析“七库”系统。目前“七库”系统共归集278个库表,近4200万条数据,搭建了首页经济和高质量发展指标看板,产业库、企业库、载体库、土地库、项目库、财税库、电力库七个可视化分析系统,实现了经济高质量发展、土地储备及供应计划、重点项目推进情况等140项指标分析功能,初步具备为宏观决策和精准服务提供辅助支撑的能力,推动统计月报、重点项目、重点企业等数据信息实时填报,实现在线审核。
创建“无证明城市”,从“减证便民”向“无证利民”升级。印发《滨州市创建“无证明城市”2022年行动方案》,按照“依法取消一批、告知承诺一批、数据共享一批、部门协同一批”的工作思路,提升电子证照和电子印章支撑水平,梳理市级证明事项1558项,县级平均证明事项1004项;实现市县7312项服务事项“无证明”办理,其中市级1002项、县级平均631项;完成刷脸“零证”办电、“水电气暖信视”共享营业厅、旅馆“多元信息化入住”、公证服务等领域省级社会化领域试点工作,“无证明城市”建设初见成效。
下一步,滨州市大数据系统将坚持以党建为统领,紧紧围绕经济社会数字化转型需求,深入推进数字强市战略,攻坚克难、务实创新,努力实现全面起势、重点成势和关键优势,全力助推更高水平富强滨州建设。

Wang Hongmin introduced that in recent years, Binzhou Municipal Party Committee and municipal government attach great importance to the construction of a digital-strong city, vigorously promote the development of economic and social digital transformation, break zero innovation, from nothing to something, and have made a series of good achievements. A leading group for the construction of a digital strong city has been established with the main leaders of the municipal Party committee and the municipal government acting as double leaders. The major projects of big data innovation and application are all led and responsible by the municipal leaders, so as to realize the great importance and high-level promotion of big data work. The construction of big data management organizations has been strengthened, and the Municipal Big Data Bureau has been established as a component department of the municipal government. All counties and urban areas have set up special agencies to take charge of big data work, forming an operating mechanism for specialized agencies and full-time personnel to carry out big data work. The Municipal Big Data Bureau has been rated as the advanced collective of digital strong Province. The province and even the country took the lead in establishing a data management (security) section in 78 municipal departments and key departments of counties and urban areas, and defined the normal operation requirements such as job responsibilities, key tasks, specific personnel, target requirements, operation mechanism and assessment points. Consolidating the foundation guarantee, the support level of “cloud network number security” leads the province. The city’s unified government cloud has been built, carrying 409 systems of 136 departments in the city.
