一、建设绿色企业,推动环境友好型社会建设
企业的发展不能以牺牲环境为代价,建龙集团始终坚持“珍爱生命、珍视环境”的理念,恪守一个企业公民最基本的道德底线。从企业成立的那天起,绿色理念就深植于企业的发展战略中。
1.制定环境战略,建立长效的企业环境保护体系
建龙集团成立以来,确定了“节能减排,除尘降噪,遵规守法,和谐发展”十六字方针。为保护生态环境建立了至上而下的环保机构,通过组织14001环境管理体系认证工作,强化环保工作的监督落实。十年来,我们以环境方针为指导,严格按照环境管理体系标准要求,不断持续改进环境质量,并每年组织内部审核及外部核查,使环境管理体系及环境方针得到有效的贯彻和落实。同时,按照环境管理体系标准要求,我们根据实际情况,每年制定及调整环境保护目标,并制定了《环境管理要点》及环境管理程序文件等制度及管理文件,同时制定了环境管理考核办法,每月对各生产单位的环境管理情况进行考核,考核结果直接与经济责任制挂钩,并采取一把手负责制,使环境管理力度得到了加强。
2.坚持资源节约,建立企业资源循环利用系统
建龙公司从成立的第一天起,就确定了依靠技术革新、管理创新,通过大规模技术改造,调整产品结构,淘汰落后生产工艺,走节能发展的路子,紧紧围绕资源能源高效利用这条主线,致力于变革“大量生产、大量消费、大量废弃、大量污染”的传统增长模式,通过不断探索,逐步深化认识,走过了一个“挖潜增益、降低成本、改善环境、清洁生产、提高能效物效、发展循环经济*的探索历程,探索形成了“以废物资源化治理、系统化治理、分布式治理,实现资源高效利用,能源高效转化,代谢物高效再生”的钢铁企业发展循环经济模式。我们树立“污染物和废物是放错了位置的资源”的观念,以观念创新为先导,紧紧依靠技术创新、管理创新,对工序中产生的渣、尘、水、气等中间排放物进行资源化治理,在循环利用中增加经济效益。
公司为避免资源浪费,同时避免固废污染,对企业产生的国体废弃物进行了回收利用。除尘灰及污泥全部返回烧结做原料,氧化铁皮返回烧结并有部分进行深加工后作为炼钢废铁再利用,冷轧产生的废酸建设了酸再生站进行再生处理后回用。
围绕冶金炉渣和含铁尘泥的综合利用,我们将炼钢、炼铁污水中沉淀的含铁污泥拉运至烧结配料中,消化掉全部污泥。
围绕转炉、高炉渣的综合利用,集团在2010年就启动了唐山新宝泰转炉、高炉渣的综合利用项目。该工程投资26000万元,通过采用先进的钢渣热闷工艺后,形成年产90万吨钢铁渣复合粉,实现高炉渣和钢渣高价值资源化利用,实现钢铁渣“零排放”。由于该项目的经济效益和社会效益俱佳,集团在黑龙江建龙和吉林钢铁也相继建设并已投产。
为落实国家节能减排要求,建龙集团不惜重金采用资源利用率高、污染物排放少的设备和工艺,主动参与国家二氧化碳减少行动。
围绕冶金副产煤气的综合回收与利用,在开源方面,通过对转炉煤气回收系统的改造、煤气柜的建设,使转炉煤气吨钢回收达到了110m3/t水平,高炉煤气柜的建设,为减少煤气资源损失、稳定钢铁企业正常生产发挥了基础保障作用,又通过能源管控中心( EMS)的建设,使煤气资源得到了更加合理的调配和利用;在煤气高效利用方面,通过对加热炉实施蓄热式改造,使煤气消耗下降35%,以及建立了煤气发电、TRT发电、BPRT等生产设备,采用高炉小高压操作技术,炉顶压力达175kPa,较好地改善了煤气利用,降低了燃料消耗,并建设高炉喷煤项目,降低了净焦比,实现方坯、板坯全连铸,连铸坯热送热装,热装温度达到800℃以上,热装率达到85%以上,减少了中途热量散失,节约了加热炉热量。采用了HRC蓄热式钢包在线快速烘烤技术,出钢温度由1 680℃降低到了1640℃。高炉煤气余压全部得到了利用,其中抚顺新钢铁1#580m3高炉吨铁发电量达到了35.4kwh/t这一行业同类炉容先进水平,通过一系列的煤气回收与利用有效措施的实施,又挖掘出大量的煤气资源,为了使这部分的煤气资源能够得到高效利用,首先在唐山建龙采用了国内首创的65MW超高压煤气发电机组,同时,在承德建龙和抚顺新钢铁建成了42MW 和25MW高温高压煤气发电机组,年增加发电量9亿kWh,以上整体投资近10亿元。
围绕工业用水的治理,我们树立“节水就是节能”、“节水就是环境保护”的观念,把节水与降低成本、保护环境紧密结合起来,改变过去单一的节水治理思路,根据工艺不同对水质、水量、水温进行合理分类,梯级利用,减轻末端治理的压力,污水实现了闭路循环。为了节约用水,减少污染,公司为各个生产工艺配备了相应的水循环系统共计43套,各钢铁子公司都投资建设了污水处理厂或中水处理厂、中心泵站、层流泵站、浊环水高速过滤冲洗系统,保证了生产用水的集中统一供应。水质从高级到低级共分五个系统,各系统实现闭路循环。各系统排放废水均回收利用,废水进行必要的处理,根据水质上一级循环水系统排污水作为下一级循环水的补充水。排污经处理后用于:高炉冲渣用水、路面洒扫用水、冲洗厕所用水、绿化用水。目前,我公司吨钢新水指标已经降到3.2m3/t钢以内,其中:抚顺新钢铁吨钢新水指标已经降到2.2m3/t钢行业先进水平,真正为社会、为企业可持续发展做出了贡献。2012年,抚顺新钢铁荣获“十一五”时期全国节能减排先进集体称号。
围绕余热蒸汽的综合利用,一方面实施了炼钢余热回收利用、轧钢加热炉余热蒸汽回收利用、烧结余热蒸汽回收利用等措施外,叉对石灰窑、焦炉实施了余热回收利用,另一方面充分利用高炉冲渣水、焦化初冷热水实施了果暖改造,将这部分热水替代蒸汽采暖,满足了冬季取暖需要;并将挖掘出的余热蒸汽资源用于发电和替代减温减压生产用蒸汽,目前,已投入运行余热蒸汽发电机组4套,在建3套。其中:抚顺新钢铁公司利用剩余低压饱和蒸汽新上了一套5000kW低压发电机组,不仅消灭了“白色污染”,也回收了热能,由于该技术在国内钢铁行业属于首创,2007年9月20日,国家发改委节能信息中心在该公司召开了现场推介会,向全国推广这顼节能环保技术。
3.严控污染物排放,建立环境监测和环保设施监控网络,实现污染物、化学品与其它危险物质达标排放
建龙集团企业生产中的污染物主要为烟粉尘、二氧化硫、COD、氨氮等。为有效控制污染物达标排放,十年来在环保方面投入资金达1 5亿多元,实现了企业发展与生态环境建设的和谐。目前建龙集团子公司内安装了124台套环保治理设施,包括烧结脱硫装置,有效控制了污染物浓度及总量排放。化学品和其他危险物质按照危险化学品管理条例进行严格管理,化学药剂瓶等均返厂,废酸及废油等进行了回收再利用,实现了危险废弃物零排放。另外,建龙集团自成立以来,在对环保设施和设备进行大规模技改的同时,严格按照环保部门“三同时”的要求组织建设,企业环境面貌不断改善,主要表现有:
废气治理:
2013年,建龙钢铁控股各子公司污染物综合排放合格率达到96%,截止2011年,在国内钢铁行业对SO2削减任务普遍感到畏难的情况下,公司投巨资1亿6千多万元,率先在唐山建龙、抚顺新钢铁和黑龙江建龙同时开工建设烧结烟气脱硫装置和焦炉煤气脱硫装置,目前,都完成了烧结烟气脱疏装置,各子公司按照当地环保部门的统一部署,积极开展清洁生产审核工作,唐山建龙、抚顺新钢铁先后获得了“省清洁生产试点示范企业”荣誉称号,黑龙江建龙、唐山建龙和抚顺新钢铁先后通过了IS014001环境管理体系的认证审核。
废水治理:
2013年建龙控股子公司水的循环利用率平均达到97%,抚顺新钢铁新水消耗平均达到2. 2m3/t,在行业中处于先进水平,随着转炉干法除尘在集团内的应用,将进一步降低水的消耗;吨钢COD排放(kg/t钢)控制在0 023以内。唐山市节水综合利用现场会多次在我公司召开,2007年国家发改委信息中心在抚顺新钢铁召开了余热蒸汽发电、废水回收现场推广会向全社会推广我们的经验。
固体废弃物的综合利用:
目前,子公司唐山建龙和抚顺新钢铁“三灰一泥”基本做到了“零”排放,09年建龙集团控股子公司冶炼渣循环利用率达到1 00%,含铁尘泥回收率1 00%。
二、建立长效创新机制,打造创新型企业
建龙集团自成立以来坚持走创新之路,通过技术创新与管理创新推动企业的可持续发展。

2002年,建龙集团率先建成了国内第一条完全国产化的800mm热轧中宽带生产线,填补了国内自主研制的空白,有力地推动了中国钢铁行业大型冶金装备国产化进程,此后,国内其它钢铁企业成功复制了15条同样类型生产线。
