一、三项两化融合国家标准
2022年3月18日，国家市场监督管理总局、国家标准化管理委员会发布2022年第2号中华人民共和国国家标准公告，批准国家标准《信息化和工业化融合管理体系 新型能力分级要求》（GB/T 23006-2022）、《信息化和工业化融合管理体系 评定分级指南》（GB/T 23007-2022）和《信息化和工业化融合管理体系 生产设备管理能力成熟度评价》（GB/T 23021-2022）正式发布。
自开展两化融合管理体系建设以来，在社会各界的共同推动下，全国超过50000家企业进行了两化融合管理体系贯标，超过24000家企业实现了贯标达标，数字化转型能力得到显著提升，全国企业经营生产过程关键业务环节实现全面数字化的企业比例达到52.1%，相比于“十三五”初期提升6.7个百分点，融合发展不断走深向实。 数字化转型网www.szhzxw.cn
1.《信息化和工业化融合管理体系 新型能力分级要求》（GB/T 23006-2022 ）
该标准围绕新一代信息技术与制造业融合发展背景下企业新型能力的构建需求，明确了企业新型能力分级标准，以及各等级能力建设的具体要求，引导企业逐级进行融合发展能力建设。
新型能力的建设是一个循序渐进、持续迭代的过程，对照数字化转型的发展阶段，可将新型能力的等级由低到高划分为CL1（初始级）、CL2（单元级）、CL3（流程级）、CL4（网络级）和CL5（生态级）5个等级，不同等级新型能力呈现不同的状态特征，所对应能力单元/能力模块的过程维、要素维、管理维也具有不同的建设重点。 数字化转型网www.szhzxw.cn

3.《信息化和工业化融合管理体系 生产设备管理能力成熟度评价》（GB/T 23021-2022）
该标准聚焦企业生产设备管理，通过把握面向数字化转型的生产设备管理的基础共性规律，给出了面向数字化转型的生产设备管理能力成熟度评价要求，提出了５个管理域和４个管理能力成熟度等级，帮助制造企业提升生产设备数字化运行管理能力，厘清了数字经济时代生产设备管理的意义与价值。

该标准是立足两化融合发展过程中数字化转型效益衡量这一关键需求研制发布的一项重要国家标准，对以标准引领两化深度融合、加快新型工业化发展具有重要意义。

First, three two integration of national standards
On March 18, 2022, the State Administration for Market Regulation and the Standardization Administration issued the Announcement of the second National Standard of the People’s Republic of China in 2022. Approved the national standards “Information and Industrialization Integrated management System New capability classification requirements” (GB/T 23006-2022), “Information and industrialization integrated management System Evaluation and classification Guide” (GB/T 23007-2022) and “information and industrialization integrated management system. Production Equipment Management Capability Maturity Evaluation (GB/T 23021-2022) was officially released.
Since the construction of the two integration management system, under the joint promotion of all sectors of society, more than 50,000 enterprises in the country have implemented the two integration management system standards, more than 24,000 enterprises have achieved the standards, and the digital transformation ability has been significantly improved. The proportion of enterprises in the key business links of the national enterprise operation and production process to achieve comprehensive digitalization reached 52.1%, an increase of 6.7 percentage points compared with the early stage of the “13th Five-Year Plan”, and the integration and development continued to go deeper and deeper.
1. New Capability Classification Requirements for Integrated Management System of Informatization and Industrialization (GB/T 23006-2022)
The standard focuses on the construction needs of new capabilities of enterprises under the background of the integrated development of the new generation of information technology and manufacturing industry, clarifies the grading standards of new capabilities of enterprises, and the specific requirements of capacity construction at each level, and guides enterprises to carry out integration development capacity construction step by step.
The construction of new capabilities is a gradual and continuous iterative process. Compared with the development stage of digital transformation, the levels of new capabilities can be divided from low to high into five levels: CL1 (initial level), CL2 (unit level), CL3 (process level), CL4 (network level) and CL5 (ecological level). Different levels of new capabilities show different state characteristics. The process dimension, element dimension and management dimension of the corresponding capability unit/capability module also have different construction emphases.

2. Guide for Evaluation and Classification of Integrated Management System of Informatization and Industrialization (GB/T 23007-2022)
The standard provides the evaluation principles of the integration of the two management systems, clarifies the process and requirements of the grading audit according to the ability level, and the application method of the grading evaluation results, so as to improve the characterization of the evaluation results for the sustainable development ability of different organizations, in order to highlight the leading role of advanced demonstration through the grading of the management system evaluation, and drive the leap of organizational capacity and transformation and upgrading.

1. Reference Model for Value and Benefit of Digital Transformation Integrating Informatization and Industrialization (GB/T 23011-2022)
The standard is an important national standard developed and released based on the key demand of measuring the benefits of digital transformation in the process of the integration of the two chemical industries, which is of great significance to lead the deep integration of the two chemical industries with the standard and accelerate the development of new industrialization.
The standard is summarized and distilled through the practice of thousands of enterprises, focusing on the fundamental task of digital transformation, value system reconstruction. In view of the problems such as “what”, “how to create and deliver” and “how to obtain”, the classification system of value and benefit and the value creation and delivery system based on capability unit are given.
