今年两会期间，全国人大代表、全联五金机电商会会长、亿联控股集团董事长严立淼带来了《关于推动新时代浙闽边合作发展先行区建设的建议》。
严立淼表示，“十四五”规划明确提出“深入实施区域协调发展战略”，并以专门章节对“健全区域协调发展体制机制”作了系统阐释，特别指出“提升区域合作层次和水平，支持省际交界地区探索建立统一规划、统一管理、合作共建、利益共享的合作新机制。”
“浙闽边区域专指浙南和浙西南与闽北、闽东北交界区域，涉及浙闽两省，宁德、南平、丽水、温州等4个市，涉及浙闽边区县15个，区域总人口534.3万人，总面积2.7万平方公里。其中，泰顺县地处该区域中心节点，与福建省寿宁县、柘荣县、福安市、福鼎市等4个县市接壤，是‘长三角’联动粤闽浙沿海城市群的重要门户。”严立淼说。数字化转型网www.szhzxw.cn
严立淼介绍，近年来，泰顺坚定不移贯彻落实好中央、省市决策部署，抢抓长三角一体化发展、区域协调发展国家战略机遇，全力推动“新时代浙闽边合作发展先行区”建设。
“从国家层面看，中央深改委第十五次会议强调‘要把构建新发展格局同实施国家区域协调发展战略、建设自由贸易试验区等衔接起来，在有条件的区域率先探索形成新发展格局，打造改革开放新高地’的要求，为实现高质量的区域合作发展指明了方向。”严立淼说。
严立淼进一步表示，从省域层面看，2019年6月印发的《浙江省推进长江三角洲区域一体化发展行动方案》中，明确提出了“共建温州浙南闽北合作发展区”，并明确提出“以苍南、泰顺为重点，加强与福建省宁德市等地的海岸带和流域开发合作。整合区域内太姥山、飞云湖和廊桥、古道、温泉等特色旅游资源，联动推进浙闽边际生态旅游合作。”
“从温州层面看，市委十二届九次全会报告提出了‘推进与宁德共建浙南闽北合作发展区’的重要战略部署，并在《浙南闽北合作发展区建设方案》中明确提出泰顺与寿宁、福安、柘荣、福鼎的‘1+4’合作的近期要求与远景规划。这些为泰顺县积极融入国家战略，探索创建新时代浙闽边合作发展先行区，投身长三角一体化发展，助力完善‘国内大循环’体系提供了根本遵循。”严立淼说。
严立淼建议从国家层面支持推动“新时代浙闽边合作发展先行区”建设，并列入“十四五”特殊类型地区振兴发展规划，作为合力推动的重大工程，以更高站位、更高层级、更高水平推动先行区建设。

“At the national level, the 15th meeting of the Central Commission for Deep Reform emphasized the requirement of linking the construction of a new development pattern with the implementation of the national regional coordinated development strategy and the construction of pilot free trade zones, taking the lead in exploring the formation of a new development pattern in regions where conditions permit, and creating new heights of reform and opening up, which pointed out the direction for achieving high-quality regional cooperation and development.” Yan Limiao said.
Yan Limiao further said that from the provincial level, in the “Action Plan for Zhejiang Province to Promote the Regional Integration Development of the Yangtze River Delta” issued in June 2019, it was clearly proposed to “build a cooperative development area between Wenzhou, Zhejiang, Southern Fujian and Northern Fujian”, and clearly proposed that “with Cangnan and Taishun as the focus, strengthen cooperation with Ningde City and other places in Fujian Province.” Integrate the special tourism resources such as Taimu Mountain, Feiyun Lake, covered Bridges, ancient roads and hot springs in the region, and jointly promote the marginal eco-tourism cooperation between Zhejiang and Fujian.”
