民营经济活力是经济转型发展的重要推动力量，近年来，民营经济活力受到一定程度影响。全国政协委员、新希望集团董事长刘永好建议，要进一步提升民营经济发展活力、助推高质量发展。
鉴于重点行业头部企业社会影响力较大、对行业带动作用较大，刘永好认为，应建立“一对一”“点对点”绿色沟通机制，“一企一策”精准对接企业需求，帮助企业渡过难关，增强民营头部企业带动中小企业融通发展能力。对当前头部企业面临的特殊个性困难和问题给予帮扶和支持，在一定规范下积极采取针对性措施，开辟绿色通道。例如，当前网络自媒体发达，一些“带节奏”“博流量”的不实网络行为很容易给企业造成不实舆情冲击，并对相关企业带来不良影响，建议进一步规范舆情管理。同时，建立帮助企业应对舆情的日常帮扶机制，让企业安心经营、专心发展。
“建议对符合条件的企业给予特殊时期的金融和资金支持，不在特殊困难时期抽贷，在新增贷款和发债担保增信方面给予支持。”刘永好建议，支持和鼓励金融机构提升民营企业在信贷投放中的比重；支持和鼓励民营企业在各银行贷款总额不减少，增幅比例不低于各银行企业贷款增幅平均比例；给予民营企业征信保护机制，如发生展期，在不超过企业总融资额比例和期限的情况下，不在征信上体现；支持和鼓励民营企业在公开市场发行债券，鼓励大型国有银行、股份制银行以及国有大型增信公司等加大民营企业债券发行担保；成立专门针对民营企业债券的投资基金，在各级市场引导投资，发挥积极的推动和支持作用。
刘永好还建议，产业调整政策出台前多征求相关方的意见，避免对行业和相关企业造成较大冲击。尤其是在体量大、影响大的行业，要充分重视政策出台前的预沟通，让相关企业和机构了解政策调整的目的、措施以及可能会产生的积极影响、负面影响，提出较好的解决问题办法，形成推动解决困难的合力，降低政策出台后出现曲解和冲击的可能性。政策出台后，要重视政策解读引导和相关配套措施落地，定期评估复盘政策效果。加强各部门协同，对重要政策要持续坚持执行。
