聚焦新形势下地产行业发展有关问题,全国政协委员、荣民集团董事长史贵禄提交题为《支持实体经济 降低商业用房交易税及按揭首付比例》的提案,建议优化商业地产税收政策,以促进房地产市场平稳健康发展。

“近几年来,受疫情及互联网、直播带货给实体企业造成的影响,一些城市的写字楼、商场、商业步行街、门面房,以及过去有商业属性的教育用房等,库存量和空置率较大。”史贵禄接受中华工商时报记者采访时介绍,截至2023年8月末,房地产开发的各类商业用房库存面积高达5亿平方米左右。“特别是据仲量联行统计,截至2023年三季度,全国39个中心城市写字楼空置率高达到10%-43%。”

史贵禄认为,目前造成地产开发商业用房销售难和空置率高的主要原因有两方面:一是商业用房交易的各类税费高达21.65%-66.65%;二是商业用房按揭贷款比例为50%,年限只有10年。由此,史贵禄建议降低各类商业用房的各种交易税费,和住宅房保持一致;将各类商业用房的按揭贷款比例提高至70%,贷款年限提高至20-30年,首付降至30%,和住宅房保持一致。

“In recent years, due to the impact of the epidemic and the Internet, live streaming of goods to the entity enterprises, some cities of office buildings, shopping malls, commercial pedestrian streets, facade rooms, as well as educational housing with commercial properties in the past, inventory and vacancy rates are large.” In an interview with the China Business Times reporter, Shi Guilu introduced that as of the end of August 2023, the inventory area of all kinds of commercial housing in real estate development was as high as 500 million square meters. “In particular, according to Jones Lang lasalle statistics, as of the third quarter of 2023, the office vacancy rate in 39 central cities across the country reached 10% to 43%.”

He believes that a large number of commercial housing inventory or vacancy, resulting in real estate development enterprises and entities operating main cash flow is affected, the sustainable development of enterprises is affected.

Shi Guilu believes that there are two main reasons for the difficult sales and high vacancy rate of commercial housing in real estate development: First, various taxes and fees on commercial housing transactions are as high as 21.65%-66.65%; Second, the proportion of commercial housing mortgage loans is 50%, and the term is only 10 years. As a result, Mr Siquilu proposes lowering transaction taxes on all types of commercial housing, in line with residential housing.
