2月7日,杭州银行CIO李炯任职资格获批。据悉,李炯出生于1973年,2020年6月任杭州银行副行长。此前,李炯曾任杭州市商业银行科技部软件开发科科长、科技部副总经理,杭州银行科技部副总经理(主持工作)、信息技术部总经理。
5月9日,中行CIO孟茜任职资格获得批复。据悉,孟茜出生于1965年,在中行信息科技条线任职35年,曾任中行中行信息中心总经理、数据中心总经理、软件中心总经理、信息科技部总经理、企业级架构建设办公室主任等职。

此前,银保监会发布的《商业银行信息科技风险管理指引》就指出,商业银行应设立首席信息官,直接向行长汇报,并参与决策。首席信息官的职责包括:

值得注意的是,2022年12月,葛仁余任江苏银行行长的任职资格获批。目前,葛仁余同时履职该行行长、CIO,与九江银行肖璟颇为相似。
然而,银行行长、副行长是否同时兼职CIO并无“固定答案”。目前,农行、交行CIO均由副行长兼任;而今年履新长沙银行副行长的李兴双在担任该职务前任该行CIO,长沙银行2022半年报信息,履新副行长后,李兴双不再任该行CIO。

三、科技条线高管晋升迅速,大行输出人才多

10月,百信银行董事长吕天贵任职资格获得核准。吕天贵出生于1972年,具有28年银行业从业经验,其也任中信银行副行长,分管零售、技术、运营板块。
12月,杭州银行董事长宋剑斌任职资格获批,其为杭州银行原行长。据悉,宋剑斌出生于1971年,已在杭州银行任职20年,曾任杭州银行副行长、首席风险官、CIO,党委副书记,副董事长,行长、财务负责人等职。
很明显,科技条线出身的高管,目前在银行体系的晋升颇为可观,随着金融科技的应用加深,科技条线人才的发展更值得期待。
此外,从年龄来看,上述提及的CIO等高管,基本是60后及70后,年龄多在45到57岁之间。而2022年计划招募CIO的银行,对这一职务的年龄要求均在55岁以下、多为50岁以下,相比于在任的CIO,新招募CIO的年龄要求更加严格。
从CIO的培养渠道来看,银行内部培养、大行输出人才是最主要的两个方式。
