一、我们为什么研究？
随着数字经济的发展壮大，越来越多的新就业形态应运而生，灵活用工、灵活就业随之兴起。
新时期，在“实施就业优先战略”的政策背景下，灵活就业成为大家的就业新选择，平台用工等新模式也为创造就业提供了有力支持。截至2021年底，我国灵活就业人员已达2亿人，其中依托互联网平台就业的，包括网约配送员、网约车驾驶员、货车司机、互联网营销师等等，数量大幅增加。根据国家信息中心发布的《中国共享经济发展报告(2021)》，2020年我国有平台企业员工631万人，共享经济服务提供者约8400万人，较上一年增加了600万人。
可见，灵活就业已经成为就业机会供给的重要来源。研究灵活就业的情况，能够让我们更好地支持灵活就业，助力实体经济健康、可持续发展。
二、我们要研究什么？
作为新兴业态，灵活就业正在创造越来越多的价值，也碰到了很多新问题，比如：
灵活就业提供了大量的就业机会，但就业质量也受到诟病；
灵活就业降低了就业门槛，但也增加了竞争的激烈程度；
灵活就业能有效缓解就业难，但也面临“劳动者权益保障”等压力；
……
为回答这些关键问题，高灯科技联合中国人民大学劳动关系研究所、腾讯研究院等，共同开展本次《灵活就业指数研究报告（2023）》。
基于对灵活就业的从业者以及用工方的调研，我们将构建“灵活就业指数”，借此评估灵活用工市场的就业规模、质量和价值，反映不同产业、企业和地区之间的差异，并结合访谈和案例等研究，形成对推动灵活就业健康发展的建议参考。

Why do we study?
With the development and growth of digital economy, more and more new employment forms emerge at the historic moment, and flexible employment and employment rise accordingly.
In the new era, under the policy background of “implementing the employment first strategy”, flexible employment has become a new choice for people to find jobs. New modes such as platform employment also provide strong support for job creation. By the end of 2021, the number of flexible workers in China has reached 200 million, and the number of those who rely on Internet platforms for employment, including online delivery clerks, car-hailing drivers, truck drivers and Internet marketers, has increased significantly. According to the China Sharing Economy Development Report (2021) released by the State Information Center, there will be 6.31 million employees in platform enterprises and 84 million sharing economy service providers in China in 2020, an increase of 6 million over the previous year.
It can be seen that flexible employment has become an important source of employment opportunities. Studying flexible employment will enable us to better support flexible employment and promote the healthy and sustainable development of the real economy.
What are we going to study?
As a new form of business, flexible employment is creating more and more value, but it also encounters many new problems, such as:
Flexible employment provides a large number of employment opportunities, but the quality of employment is also criticized;
Flexible employment lowers the threshold of employment, but also increases the intensity of competition;
Flexible employment can effectively ease the difficulty of employment, but it also faces the pressure of “protection of workers’ rights and interests”.

In order to answer these key questions, Gaodeng Technology and the Institute of Labor Relations, Renmin University of China, Tencent Research Institute, etc., jointly conducted the Flexible Employment Index Research Report (2023).
Based on the survey of flexible employment practitioners and employers, we will develop a Flexible Employment Index to assess the size, quality and value of employment in the flexible employment market, reflect the differences between different industries, enterprises and regions, and combine interviews and case studies to form recommendations for promoting the healthy development of flexible employment.
How do we research?
