今天上午，杭州市政府与阿里巴巴集团签订全面深化战略合作协议。省委常委、市委书记刘捷出席签约仪式并讲话。市委副书记、市长姚高员主持，市领导李火林、马卫光、柯吉欣、朱华、刘颖、王敏、孙旭东，阿里巴巴集团董事会主席兼首席执行官张勇出席。
刘捷对阿里巴巴集团长期以来扎根杭州、奉献杭州表示感谢。他说，回首过去，政企战略合作硕果累累，名城名企合力谱写了共生共荣的辉煌篇章。战略合作九年来，阿里巴巴为杭州经济社会发展作出了不可替代的重大贡献。我们看到了在互联网经济的寒冬里阿里逆势增长的坚强韧性，在科创硬实力的比拼中阿里追求卓越的不懈努力，在疫情防控的战线上阿里始终如一的家国情怀，在可持续发展的道路上阿里商业向善的社会责任，在平台经济专项整改中阿里直面问题的果敢勇气。
刘捷说，聚焦当下，同心同行正当其时，“奋进新时代、建设新天堂”的广阔天地大有可为。今年是全面贯彻落实党的二十大精神的开局之年，是“八八战略”实施二十周年，也是杭州亚运会举办之年，对杭州和阿里而言都是难得的战略机遇期、政策窗口期、发展黄金期。希望阿里巴巴围绕综合性国家科学中心创建，强化关键核心技术联合攻关和科技成果转移转化；围绕高水平重塑全国数字经济第一城，全方位参与“1248”行动计划；围绕“五大产业生态圈”建设，充分发挥链主企业引领示范带动作用；围绕共同富裕示范区城市范例建设，形成一批产业共富实践案例；围绕“云上亚运”“智能亚运”“绿色亚运”，共同办好亚运盛会。
刘捷说，展望未来，珠联璧合再创辉煌，市委、市政府将坚定不移支持阿里巴巴健康高质量发展，强化“店小二”“保姆式”的服务意识，健全“全方位”“全天候”的沟通机制，落实“包容”“审慎”的综合监管，全力支持阿里争当创新发展的引领者、融合发展的支撑者、规范发展的示范者。
张勇感谢杭州一直以来对阿里巴巴的关心和支持。他说，阿里的成长离不开杭州的包容和哺育，多年来始终与城市发展休戚与共。阿里将坚决扛起使命担当，积极履行社会责任，以助力杭州数字之城建设为契机，深入实施云计算、消费、全球化三大战略，帮助创造就业，参与国际竞争，在加大科研投入、智能物联产业生态建设、支持数字经济新业态发展、助力共同富裕、办好亚运会等方面与杭州同频共振、深化合作，持续为杭州经济社会发展贡献力量。

Liu Jie said that focusing on the present and working together is the right time, and there is great potential for “forging ahead in a new era and building a new paradise”.
