广东省政务服务数据管理局局长杨鹏飞介绍，今年广东坚持数字政府建设服务全省高质量发展主线不动摇，全力服务实体经济和制造业发展，全面推动“数字湾区”建设，深化数据要素市场化配置改革，以数字政府建设牵引带动全面数字化发展，让数字化为广东高质量发展贡献更大力量。
1. 依托数字政府一体化平台加快应用创新 全力服务实体经济和制造业
广东深入贯彻落实党中央关于坚持把发展经济的着力点放在实体经济上的决策部署，出台《“数字政府2.0”建设落实“实体经济为本，制造业当家”工作若干措施》，发挥数字政府建设牵引驱动作用，依托数字政府大平台持续创新涉企服务应用，赋能实体经济特别是制造业高质量发展。
2. 全面激活数据要素新动能 加速数据从资源向资产转变
2021年以来，广东在全国率先启动数据要素市场化配置改革，探索构建起数据要素以行政主导的一级市场和以市场主导的二级市场，建设全省数据流通交易体系，推动广州数据交易所、深圳数据交易所挂牌运营，加速推动数据从资源向资产转变。
