2月17日,中央企业ESG联盟第一届理事会第一次会议暨中央企业ESG研讨会在国家电投总部成功召开。
中央企业ESG联盟是在国务院国资委社会责任局的指导下,由中国企业改革与发展研究会牵头发起,各中央企业及控股上市公司、研究机构、高校院所等自发结成,重点围绕国资国企ESG开展工作的平台。ESG (Environment, Social and Governance)分别从环境、社会以及公司治理角度,来衡量企业发展的可持续性。该联盟通过开展协同研究、信息共享、经验交流、论坛举办,形成持久性、公益性、学术性的ESG开放合作交流工作机制。
当前,中国ESG体系建设进入加速发展时期中央企业积极践行ESG理念为企业自身可持续发展为经济社会高质量发展贡献力量

中央企业切实发挥国有经济战略支撑作用,聚焦战略安全、产业引领、应急救援、科技创新、乡村振兴、公共服务、公益慈善等一系列重点领域,坚决落实国家重大战略、服务构建新发展格局、推动高质量发展,在稳定国家经济大盘、抗击新冠肺炎疫情、支撑科技自立自强、促进区域协调发展、应对重大自然灾害、服务保障国计民生中勇挑重担、冲锋在前,充分发挥了“顶梁柱”“稳定器”的重要作用。
三、Governance公司治理
国企改革三年行动高质量收官,在形成更加成熟、更加定型的中国特色现代企业制度方面取得明显成效,国有企业公司制改制全面完成,从法律上、制度上进一步厘清了政府与企业的职责边界,企业独立市场主体地位从根本上得以确立。
目前,已有1.3万户中央企业子企业和2.5万户地方各级国有企业子企业建立了董事会,实现了董事会应建尽建,其中外部董事占多数的比例达99.9%。

1. 国家电投:把绿色发展作为“根”与“魂”
国家电投作为全球光伏、新能源、可再生能源、清洁能源装机规模最大的能源电力企业,在文化理念上高度契合全球可持续发展共识,与ESG治理和实践要求同频同向,并在生产经营中始终坚持绿色发展,以创新见效、融合协同实现质的提升和量的增长。
国家电投在央企中较早宣布“碳达峰”时间表,率先提出县域新能源开发和整县屋顶分布式光伏建设,实施乡村清洁能源建设工程,在安徽小岗村建成“美丽乡村新标杆”,在内蒙古磴口建成我国首个光伏治沙项目,成功探索出“荒漠化治理-能源供应-产业发展”能源与生态治理融合的可持续发展之路,与中铝集团合作阳宗海绿色铝产业园项目已成功投运等,基本形成以清洁能源为主体的绿色多元产业结构。

提升治理能力方面,国家电投圆满完成国企改革三年行动攻坚任务,所属3家“双百企业”、2家“科改示范企业”专项考核成绩均为标杆或优秀。持续完善与国有资本投资公司相适应的组织体系和运作机制,持续创新优化管理手段和管理工具,在央企层面率先成立法人治理职能部门,完成核能总部入鲁,组建各类产业创新中心并逐步发挥作用,建立用工计划与工资总额联动机制,全员劳产率提升10%等,企业治理能力和治理体系日臻完善。
2. 中国节能:用ESG理念驱动高质量发展
中国节能主业与ESG理念高度契合。一直以来,中国节能坚持将ESG理念深度融合到集团公司发展的方方面面,立足绿色可持续发展要求,用ESG理念驱动企业高质量发展,追求经济、社会和环境的综合价值最大化,并用绿色发展成果检验ESG理念,努力打造碧水蓝天、建设生态文明、服务民生大众,为实现美丽中国目标、共建清洁美丽世界作出应有贡献。
聚焦主责主业,中国节能在绿色发展中展现央企担当。积极服务国家重大战略,深度参与区域协调发展战略,特别是作为长江经济带污染治理主体平台企业,在长江经济带累计实施各类节能环保及绿色发展项目近500项,金额超过1300亿元等;不断优化绿色主业,构建以节能与清洁供能、生态环保、生命健康为核心主业,以绿色建筑、绿色新材料、绿色工程为重点发展业务,以绿色低碳咨询服务为强力支撑的“3+3+1”的业务格局,累计实施节能环保和清洁能源项目超过4000个;全面助力“双碳”目标,重点实施绿色清洁供能服务行动、减污降碳协同增效行动、智力标准供给提升行动等一系列碳达峰行动,组织实施绿色电力倍增工程、节能减污降碳增效工程、区域综合解决方案示范工程等碳达峰重大工程。
抗击疫情方面,中国节能积极响应党中央号召,周密部署、坚决落实疫情防控工作,旗下涉及医废危废处置、垃圾处理、水处理的98家企业、1.4万余名员工全力投入疫情防控服务保障,特别是紧急驰援武汉筹建千子山医废应急处置中心的英雄行为得到党中央表彰。助力乡村振兴方面,中国节能精准聚焦产业、人才、生态、文化和组织“五大”振兴,向定点帮扶地区投入无偿帮扶资金超过9500万元,帮助购销农产品3000余万元,并将旗下风力发电、光伏发电、智慧照明、环卫服务等优质企业引入帮扶地区,引领当地产业绿色转型发展,为帮扶地区乡村振兴贡献了中国节能力量。

3. 中盐集团:以ESG评价体系助力建设世界一流企业
中盐集团践行ESG理念过程中,发展盐穴资源综合利用,主动服务绿色低碳发展。集团将盐穴利用作为“十四五”时期的战略性新兴产业进行重点培育,开始重大项目建设和科技研发。2022年5月,在江苏金坛建成投产了世界上首座非补燃式盐穴压缩空气储能电站。它是在用电低谷时,利用电能将空气压缩到盐穴中,用电高峰时再释放空气发电,从而实现电网的削峰填谷。电站储能效率达到60%以上,超过美国和德国同类电站在依赖补燃条件下的最高效率。投产以来累计发电1300万度,在去年江苏的迎峰度夏期间发挥了重要调节作用,全年可节约标准煤3万吨,减少二氧化碳排放6.08万吨。
中盐集团积极履行新时期保障民生社会责任,推广“低钠盐”。历史上带领全国盐业大力发展生产、落实食盐加碘政策,完成了让老百姓“吃上盐”“吃碘盐”两大任务。进入新阶段,中盐集团按照“健康中国行动”减盐要求,把推广“低钠盐”作为减盐的重要途径,作为当前盐行业和中盐的重点任务,推动向“少吃盐”转变。2022年,发布了中盐品牌“低钠盐”,开展了“健康换盐”活动,加大市场供给,满足人民健康需要,促进形成健康用盐新风尚。

4. 中国建材:绿色发展,回报社会
中国建材是全球最大的建材制造商、世界领先的新材料开发商和综合服务商,水泥、商混、石膏板、玻璃纤维、风电叶片、水泥玻璃工程技术服务等7项业务规模居世界第一;超薄电子玻璃、高性能碳纤维、锂电池隔膜、超特高压电瓷等多项新材料业务国内领先。
2022年,中国建材正式转为国有资本投资公司,加快推进管企业向管资本、建筑材料向综合材料、本土市场向全球布局“三大转变”。中国建材积极落实“双碳”工作要求,将绿色发展深深融入企业价值观,深融于生产经营全过程。累计建成国家级绿色工厂75家,国家级绿色矿山42家。持续加大固体废弃物的综合利用,年消纳固体废弃物约1.3亿吨。积极运用光伏建筑一体化,“光伏+”能源工厂增至33家,水泥窑余热年发电量超90亿度,减少碳排放约500万吨。建成全球首套玻璃熔窑碳捕捉提纯项目,开工建设全球最大的玻璃纤维零碳工厂,同时也在加快建设水泥零碳工厂和水泥低碳技术装备示范线。
在企业绿色发展的同时,中国建材坚持持续回馈与回报社会,广泛开展公益慈善、志愿服务、职工帮扶、助教助学、海外援助等社会公益活动。累计投入帮扶资金4.47亿元,实施帮扶项目234个,项目涵盖民生、产业发展、住房安全、饮水安全、教育、医疗等。创建“禾苞蛋”电商平台,累计帮助销售农产品超过8000万元,有效带动农户增收。举办“善建”七彩课堂,设立近40个教学点,来自集团企业的260余名志愿者,为定点帮扶地区留守儿童带去建材人的关心和陪伴,形成了具有中国建材特色的青春志愿服务品牌。
5. 中林集团:将“环境”“社会”刻印进发展基因
中林集团作为唯一林业央企,将社会责任作为企业发展的核心价值观,全面融入国家发展大局和乡村振兴战略,以提高我国5亿林农收入为立足点和出发点,重塑战略价值,将“环境”“社会”两个ESG基本维度融入集团战略和治理体系,提出了“打造国内最大碳汇经营实体和生态产品价值实现重要运营平台”的战略新目标,在战略落地中践行ESG理念。
在构建林业生态体系中,中林集团大规模推动国家储备林建设,将科学扩绿应用于国土绿化,在重庆推进1200万亩国储林建设,筑牢长江上游生态屏障。在山西黄河岸线200公里大规模种植菌草,服务黄河流域生态保护和高质量发展,在“两广”地区精准提升森林经营质量。

1)State Power Investment: Taking green development as the “root” and “soul”
As the largest energy and power enterprise in the world in terms of installed capacity of photovoltaic, new energy, renewable energy and clean energy, China Power Investment Corporation is highly in line with the global consensus on sustainable development in terms of cultural concept, and in line with the governance and practical requirements of ESG.
