一、公路物流基础设施亟待数字化改造

在杭州传化公路港内的奥的斯机电华东物流中心,通过传化智联的精益化交付保障与数字化供应链服务,实现了BOSS数字驾驶舱、月台预约叫号、智能监控、人车货智能识别、运输管理系统、天翼镖星等全场景数字应用。

多年来,传化物流业务持续创新,以线上线下结合的平台模式建设起了一张“传化货运网”,线下城市物流中心网络与线上数字化平台协同发力,赋能物流主体,保障产业链供应链运行畅通。

但放眼全国,公路物流基础设施的数字化程度仍然较低。据第三方统计,尽管64.4%的物流园区搭建了物流信息平台,但平台建而不联、联而不通的情况十分普遍。

徐冠巨调研发现,公路物流基础设施数字化程度不高主要有两方面原因:一是相较于航运、铁运、海运,公路物流基础设施多是企业投资行为,数字化改造的初期投入较高,企业面临较大的投资运营压力;二是公路物流的平台和主体之间分散、割裂,数字化建设缺乏统一标准和规范,难以发挥出数据集成共享的效用。

“产业链供应链是畅通国内国际经济循环的关键,推动物流基础设施数字化升级,将大大提升供应链效能。”徐冠巨建议,设立“公路物流基础设施的数字化改造专项工程”,加快公路物流基础设施的数字化建设进程。数字化转型网www.szhzxw.cn

徐冠巨还建议,设立国家、省部级重点专项项目库,与国家物流枢纽的建设充分结合,每年评审并纳入一批数字化改造重点项目。为公路物流基础设施数字化改造项目提供专项资金支持,对于纳入项目库的改造项目平台企业,给予一定比例的数字化改造专项资金支持;针对参与项目范围所涉及和覆盖的物流企业,对其物流装备自动化、智能化改造的投入给予一定额度补贴。建议联合物流行业龙头企业与平台企业,共同制定公路物流基础设施数字化标准,包括数字化园区顶层设计、行业标准及数据标准,从顶层设计引导数字化升级,并在重点项目建设中评选一批标杆示范项目进行推广。

二、穿越经济周期 驱动转型升级

作为浸润市场30多年的知名企业家,徐冠巨敏锐感受到了大变局下的危与机。他认为,全球产业链供应链重构对企业经营发展带来冲击,同时,民营企业自身也进入到了转型升级的新阶段,“内外因素叠加,民营企业正在经受挑战与考验。”

徐冠巨说,可喜的是,党的二十大胜利召开,中央经济工作会议进一步作出决策部署,让民营企业家们吃下了定心丸,极大激发了市场活力。与此同时,各级党委政府快速行动,着力拼经济、服务企业,因地制宜推进了一系列有力的举措,营商环境得到了进一步的优化提升。

“这些举措,让企业在转型升级关键期得到了实实在在的支持。”徐冠巨举例说,传化所在的萧山区,创新提出“兵团化会战+专班化运作”工作机制,推行产业项目“一图两色三协同”管理方法,每个项目从洽谈开始就量身定做一张流程图,用两种颜色清晰标注政府和企业各自侧重的任务与流程节点,将政府部门、企业、中介三方面力量有序协同到项目上来,极大地减少了企业协调的难度,让企业明显体会到“效率就是额外的利润”。

把准时代脉搏,传化一直是转型升级的践行者。徐冠巨向上海证券报记者介绍,近年来,传化集团以数字化转型为主线,坚定推进转型升级向纵深发展,努力赢得经营主动和发展主动。2020年至2022年,集团营业总收入复合增长率14%,利润总额复合增长率40%,税收贡献复合增长率31%。

But across the country, the digital level of highway logistics infrastructure is still low. According to third-party statistics, although 64.4% of logistics parks have set up logistics information platforms. It is very common for the platforms to be built without connecting or connecting.

According to Xu Guanju’s investigation, there are two main reasons for the low digitalization degree of highway logistics infrastructure.
