曾毓群在《关于加快推进重卡电动化进程的提案》指出,随着动力电池技术不断提升,结合换电等商业模式创新,近年来,我国电动重卡已具备较强的市场竞争力,但渗透率远低于汽车行业平均值。他建议,进一步优化我国电动重卡管理政策,完善标准体系,鼓励电动重卡市场技术创新与推广应用,加快实现我国交通运输行业“双碳”目标。
在《关于抓住本质推进电池与电网双向融合互动(B2G)的提案》中,曾毓群指出,当前,随着新能源汽车的快速上量,大规模电动汽车的无序充电将进一步加剧电网负荷的峰谷特性,给电网安全造成冲击。另外,随着具有波动性、间歇性特点的新能源发电占比不断提高,为维持系统实时平衡,电网面临大量灵活性调节能力缺口。为了变负担为资源,一箭双雕解决交通和能源领域存在的两大难题,可以抓住车网互动的本质,研究探索电池与电网双向融合互动。
曾毓群在《关于加强工业固废全生命周期管理的提案》中指出,当前,一般工业固废管理仍较为薄弱,对我国工业固废资源节约集约循环利用带来了负面影响。他建议,建立工业固废护照管理政策和标准,明确各活动方职责、健全全生命周期管理要求、加强信息化手段输入,实现全过程数据记录和追溯。
经过十几年的发展,我国新能源电池技术实现全球领先,规模占据全球60%以上份额,但未来发展仍面临诸多挑战,为此曾毓群在《关于高标准引领高质量保持我国新能源电池产业竞争优势的提案》中建议提高国内标准技术水平,通过标准引领提升技术进步;企业在走出去时要有序竞争,防止中国摩托车在东南亚市场的“一哄而起、一哄而散”的惨痛教训再次上演;深度参与国际标准制修订工作,提升国际标准影响力;建设国家质量标准实验室,开展质量标准共性技术研究。

Zeng Yuqun in the “Proposal on accelerating the process of electrification of heavy trucks” pointed out that with the continuous improvement of power battery technology, combined with business model innovation such as power replacement, in recent years, China’s electric heavy trucks have a strong market competitiveness, but the penetration rate is far lower than the average of the automotive industry. He suggested that we further optimize China’s electric heavy truck management policy, improve the standard system, encourage technological innovation and promotion of the electric heavy truck market, and accelerate the realization of the “double carbon” goal of China’s transportation industry.
In the “On grasping the essence of Promoting the Bidirectional integration of batteries and power grids (B2G) proposal”, Zeng Yuqun pointed out that at present, with the rapid increase of new energy vehicles, the disorderly charging of large-scale electric vehicles will further aggravate the peak and valley characteristics of the power grid load, causing an impact on power grid security. In addition, as the proportion of new energy generation with volatility and intermittency characteristics continues to increase, in order to maintain the real-time balance of the system, the power grid faces a large number of flexibility adjustment capacity gaps. In order to change the burden into resources, to solve the two major problems existing in the field of transportation and energy with one stone, you can grasp the nature of vehicle network interaction, research and explore the two-way integration of batteries and power grids.
Zeng Yuqun pointed out in the “Proposal on Strengthening the whole life cycle management of Industrial solid waste” that at present, the management of general industrial solid waste is still relatively weak, which has brought negative effects on the economical and intensive recycling of industrial solid waste resources in China. He suggested that the establishment of industrial solid waste passport management policies and standards, clarify the responsibilities of each activity, improve the whole life cycle management requirements, strengthen the input of information means, and achieve the whole process of data recording and traceability.
After more than ten years of development, China’s new energy battery technology to achieve the world’s leading, accounting for more than 60% of the global share, but the future development still faces many challenges, for this reason, Zeng Yuqun in the “high standard leading high quality to maintain the competitive advantage of China’s new energy battery industry proposal” suggested to improve the level of domestic standards and technology, through the standards to lead the improvement of technological progress; Enterprises should compete in an orderly manner when going out, and prevent the painful lessons of “rising and breaking up” of Chinese motorcycles in the Southeast Asian market from being played out again; Deeply participate in the revision of international standards to enhance the influence of international standards; Establish a national quality standards laboratory, and carry out research on common technologies of quality standards.
