江苏省农业农村厅:《关于“十四五”深入推进农业数字化建设的实施方案》政策解读

为全面推进乡村振兴,加快农业农村现代化,奋力打造农业强、农村美、农民富的新时代鱼米之乡,省政府办公厅近日印发《关于“十四五”深入推进农业数字化建设的实施方案》(以下简称“方案”),明确了“十四五”我省推动农业数字化发展的总体要求、主要任务和保障措施。

一、政策背景和依据

国家层面。党中央、国务院高度重视发展数字经济,去年12月,国务院印发了《“十四五”数字经济发展规划》,明确要求大力提升农业数字化水平,创新发展智慧农业,提升农业生产、加工、销售、物流等各环节数字化水平。省级层面。省第十四次党代会强调,坚持把数字经济作为江苏转型发展的关键增量,加快推进数字产业化、产业数字化,要前瞻布局农业数字化,着力打造全国数字经济创新发展新高地。今年2月份,省委省政府出台了《关于全面提升江苏数字经济发展水平的指导意见》,将农业数字化作为一项重要内容,明确“路线图”和“任务表”。

二、政策目标

《方案》提出:“十四五”期间,打造100个数字化创新引领的智慧园区、200个智能化水平先进的数字化农场(牧场、渔场)、10个全程贯通的特色产业链数字化试点县、7个以“苏农云”为底座覆盖全省的农业农村大数据应用场景。

到2023年,建成一批特色农产品数字化产业链,一批农业农村大数据应用场景,全省数字农业农村发展水平达68%。

到2025年,绿色化、智能化、现代化生产体系有效建立,农业生产性服务数字化取得重要突破,数字技术在农产品生产、加工、储运、销售等各环节全链条广泛应用,省市县一体化的大数据智能决策管理体系基本形成,全省数字农业农村发展水平达70%。

三、重要举措

《方案》提出了11条重点举措和4条保障措施。

(一)在重点举措方面:

1、实施园区数字化提档升级工程。

按照“一园一策、数字赋能、全面提升”的要求,打造100个主导产业突出、数字装备先进、生产方式绿色、辐射带动有力的智慧农业园区。

2、实施农场数字化标杆建设工程。

在实现规模化、集约化、机械化生产的基础上,加大农业生产数字化改造力度,坚持行业标杆导向,建设200个具备先进水平的数字农场(牧场、渔场)。

3、实施产业数字化强链增效工程。

聚焦优质粮油、规模畜禽、特色水产、绿色果蔬等主导产业,以县域为单元,以“延链、补链、强链”为关键,加强数字技术在产前、产中、产后的应用,打造10个“链通数融”的特色产业链试点县。

4、加强农业产能数字化监测评价。

完善农业基础数据资源库,以水稻、小麦等主要粮食作物为重点,构建“天空地一体化”监测网络,建立高效精确预测方法与评价体系,形成农业产能监测评价“一张图”,全面增强农业生产决策能力。

5、打造生产数字化全链条解决方案。

加强数字农业关键技术攻关,建立试验示范及推广应用基地,促进“创新链和产业链”“信息技术与农机农艺”深度融合,打造一批先进成熟的“场景+链式”数字化整体解决方案。

6、增强农业生产性服务数字化能力。

培育农业社会化服务组织,构建多元主体参与的现代农业专业化社会化服务体系,集成建设农业生产社会化服务云平台,研发高效、精准的智能匹配技术,形成“一站式”服务新模式。

7、加大农产品质量信息化监管力度。

推进农产品质量溯源与市场监测预警数字化,完善农业投入品数字化监管,打通农产品“从田间到餐桌”数据通道,集聚“生产+市场+监管”三方资源,打造融合全过程各环节信息为一体的农产品质量追溯体系。

8、提高农业安全生产预警防范能力。

围绕渔业安全生产、农机作业安全、重大自然灾害防范等方面,加强数据资源汇聚融合、关联分析,实现各类风险的早期预警、实时监测、决策指挥、应急调度,构建全方位、立体式的风险防控“一张网”。

9、提升农村集体经济数字化管理水平。

持续推进农村集体资产和“三地”管理数字化,建立大数据监测体系,推动集体经济数据汇聚融合,强化信息共享,促进农村财务、集体资产等“云监管”“云办理”。

10、推进基础设施数字化改造。

加强农村基础设施数字化、智能化升级改造,加快农村流通服务数字化,打造农产品产地骨干冷链物流基地,推进冷链物流设施数字化改造,分类推进“快递进村”工程,健全县乡村三级寄递物流体系。

11、提升“三农”金融服务精细化水平。

依托市场主体基础信息和生产、经营、资产等多维度数据,推进农村信用评价体系建设,依法合规开展新型农业经营主体和农户精准画像、信用评分,形成“三农”金融服务数据中台。

(二)在保障措施方面:

1、加强组织领导。

各地各有关部门把农业数字化建设纳入重要议事日程,省农业农村厅要健全协同推进机制,牵头制定年度工作要点,细化任务清单,明确相关责任,确保任务落地落实。

2、加强协同创新。

采取“揭榜挂帅”“赛马制”等形式,遴选行业内领军科研团队或创新企业,联合相关科研机构、涉农高校、农业企业等成立“1+N”创新联合体,加快研发与创新一批关键核心技术产品和农业数字化全链条解决方案。

3、加大支持力度。

统筹现有资金渠道,优化资金使用结构,发挥财政资金导向作用,加大对农业数字化建设支持力度,对重点建设任务给予支持。同时,鼓励社会资本、金融机构投身农业数字化建设。

4、营造良好环境。

在乡村振兴战略实绩考核中设置农业数字化指标,定期开展全省县域农业农村信息化能力监测。适时举办数字乡村紫金山峰会、数字农业创业创新大赛等,建立农业数字化专家智库,挖掘一批先进适用的典型实践案例和技术集成方案等。

In accordance with the requirements of “one park and one policy, digital empowerment and comprehensive upgrading”, 100 smart agricultural parks with prominent leading industries, advanced digital equipment, green production methods and strong radiation drive will be built.

Implement the farm digital benchmarking construction project.

On the basis of realizing large-scale, intensive and mechanized production, China will intensify the digital transformation of agricultural production, adhere to the industry benchmarking orientation, and build 200 digital farms (ranches and fisheries) with advanced levels.

Implementation of industrial digitization strong chain efficiency improvement project.

Enhance digitalization of agricultural productive services.

Intensify information-based supervision of agricultural product quality.

Focusing on fishery production safety, agricultural machinery operation safety, major natural disaster prevention and other aspects, we will strengthen the convergence and integration of data resources and correlation analysis, realize the early warning, real-time monitoring, decision-making and command, and emergency dispatch of various risks, and build a comprehensive and three-dimensional “one network” for risk prevention and control.

Improve the digital management level of rural collective economy.

We will continue to digitize the management of rural collective assets and the “three regions”, establish a big data monitoring system, promote the convergence and integration of collective economic data, strengthen information sharing, and promote “cloud supervision” and “cloud management” of rural finance and collective assets.

Promoting digital transformation of infrastructure.

We will strengthen the digitalization and intelligent upgrading of rural infrastructure, accelerate the digitalization of rural circulation services, build backbone cold chain logistics bases in agricultural production areas, promote the digital transformation of cold chain logistics facilities, advance the project of “express delivery to villages” on a classified basis, and improve the three-level delivery logistics system in counties and villages.

Create a good environment.

We will set agricultural digitalization indicators in the evaluation of the rural revitalization strategy, and regularly monitor the agricultural and rural informatization capacity of counties in the province. We will hold the Zijinshan Digital Village Summit and digital Agriculture Entrepreneurship and Innovation Competition at an appropriate time, set up expert think tanks for agricultural digitalization, and explore a number of advanced and applicable typical practice cases and technology integration schemes.
