“我们团队现在是信心满满”“像科达一样,把生产基地建在产品需要的地方、客户需要的地方”……2月7日,佛山市政协十三届二次会议界别委员代表座谈会在佛山市委小礼堂召开。历时约1小时20分钟的发言时间里,来自工商联、经济、民革、医药卫生、文化艺术以及港澳各界别的8位政协委员代表获得发言机会。围绕着“制造业当家”,他们先后从推进制造业数字化智能化转型、强化科技人才支撑、加强佛港澳交流合作、打造“有家就有佛山造”品牌等维度,提出了一条条“干货”满满的意见建议。其中,绿色生产、数字化、走出去是“高频词”。
回字形的座谈现场,佛山市委书记郑轲认真聆听,听到关键之处马上与代表们互动交流,不仅对委员的建议给予肯定,还现场提出了更多具有建设性的意见和建议,要求有关部门高度重视、认真梳理、充分吸收。
畅所欲言的氛围、来自主政官的回应,让与会代表委员对今年的经济发展更有信心。佛山市政协委员、蒙娜丽莎集团股份有限公司总裁萧礼标就直言:“对企业一季度的发展情况十分看好。”
一、绿色生产+数字化
“佛山正处于制造业转型的关键时期,对能源的需求越来越高,佛山更应勇于探索,积极拥抱制造业绿色转型。”作为第一个发言代表,佛山市政协委员、溢达中国控股有限公司副董事长曾崧认为,传统制造业要“当家”,必须实现“绿色生产”与“数字化”,佛山应组建以传统优势制造业为核心的国家级先进绿色制造业集群,支持佛山制造迈向高端化、智能化、绿色化。

“但如果整个产业链上下游无法做到整体数字化和相互配合,企业自身数字化转型提升的效率始终有限。”现场,曾崧建议,制造业当家,产业集群当是“家”的四梁八柱。佛山可通过政策导向、配套支持等,鼓励领头羊企业组建上、下游企业可相互衔接,大中小企业可协同互补的国家级绿色纺织集群,并向集群内的纺织企业输出数据、科技资源,支持中小企业融入绿色纺织集群生产生态圈,设立中小企业数字化转型、绿色低碳发展引导基金,对优质转型项目提供成本更低、规模更大、周期更长的奖补和融资服务。
佛山市政协委员、万和集团投资发展有限公司董事长叶远璋则从平台经济助力本土企业数字化转型的角度提出建议,希望基于“有家就有佛山造”城市平台名片,建设政府引导的全国第一个能交易的区域性数字云平台。
“佛山具备智能制造优势产业基础,积极布局新兴产业集群,专注产业发展,打造最强产品。但在商贸渠道上,佛山企业严重依赖本土外的渠道平台和生态,无法自我沉淀宝贵的数字资产。”叶远璋表示,佛山泛家居生态较完备,建立数字化生态平台条件较成熟,建议由政府牵头企业参与,来打造可以交易的“有家就有佛山造”线上数字云平台。
萧礼标的发言里同样提及“数字化”“智能化”。他指出,要想实现制造业当家,佛山制造要多研究客户需求和市场痛点,让产品和服务跟上时代步伐;加快数字化、智能化改造与升级,树立一批数字化、智能化示范工厂;加强研发创新,在关键技术、核心领域拥有更多领先优势,通过产业集群升级、供应链改造等方式降低制造业成本。
二、“走出去”
回顾2022,佛山的外贸进出口交出了一张亮眼“成绩单”。据海关统计,2022年,佛山外贸进出口总值6637.8亿元,同比增长7.7%,增速位列珠三角9市第一。其中,2022年佛山以一般贸易方式进出口4820.7亿元,增长23.5%,佛山外贸内生动力显著增强,国际竞争力不断提升。

“目前,佛山外贸新业态占比不断提高,但外贸新业态主要依靠扶持拉动,自我增长的动力不是很足。”佛山市政协委员、佛山市口岸报关有限公司副总经理、广东金口岸供应链管理有限公司副总经理倪谊建议,佛山要围绕世界贸易新形势,大力发展跨境电商贸易,宣传打造出标杆品牌,同时加大创新外贸服务力度,重点支持海外仓等外贸新业态发展,并引进权威先进的国际营销服务平台,在数字化国际贸易的背景下,构建外贸和创新服务平台。
此外,加快建设和用好佛山综合保税区也迫在眉睫。“综合保税区是开放型公司的重要平台,在发展对外贸易,吸引外商投资,促进产业转型升级等方面发挥着重要作用”倪谊表示。
值得一提的是,2月6日零时起,内地与港澳人员往来全面恢复,为内地城市进一步引导企业走出去开拓市场、挖掘更多对外合作机会打开了窗口。
