坚持以人为本。坚持以人为本，是社会主义文化建设的重要方针。数字文化作为中国特色社会主义文化的有机组成部分，必须坚持人民立场。具体来说，就是我们应坚持文化数字化是为了人民，文化数字化必须依靠人民，文化数字化成果要由人民共享。笔者认为，要把满足人民的精神文化需求作为文化数字化建设的出发点和落脚点。利用新兴技术实时感知、分析和预测不同群体的数字文化需求，从而精准地提供文化产品和服务；要发挥人民在文化数字化建设中的主体作用。依靠人民群众的智慧和力量推动文化数字化的发展；推动文化数字化成果全民共享。通过数字化手段推动城乡公共文化服务一体化发展，尤其要增强面向困难群体的公共数字文化服务，提升服务效能，增强群众的获得感、幸福感。
坚持创新驱动。数字技术深刻改变了文化的生产、传播、消费的方式，催生出许多新的文化业态和消费场景。国家文化数字化战略作为文化领域顺应数字产业化和产业数字化发展趋势、开辟发展新赛道的重要决策，必须坚持创新驱动，不断提高自主创新能力，推动技术、内容、业态、模式和场景创新。笔者认为，要加强科技创新，把握科技发展趋势，集成运用新技术，促进文化产业科技创新；要加强产业创新。利用文化数据服务平台，推动图书、报刊、演艺、广播电视、电影等传统业态升级，推动文化产业与二三产业及战略性新兴产业融合发展，培育新型文化业态；要加强管理创新。打破文化产业和文化事业的界限，整合不同形态的文化资源数据，构建新型文化产业数据管理服务体系，推进文化系统内部数据的互联互通；要激发全民创新创造活力。推进文化和科技深度融合，鼓励各类文化机构和广大网民依托网络平台依法进行文化创作表达。发挥文化数据生产要素的创新引擎作用，支持法人机构和公民个人在文化数据服务平台开设“数据超市”，依法合规开展数据交易。通过文化数据的交易实现文化数字资产确权，激发市场主体活力，让创新潜力充分涌流。
