日前，位于江苏省无锡市的滨湖复星人形机器人产业园项目正式开工。这个总投资12.6亿元的项目旨在构建人形机器人、智能制造、集成电路等产业链生态，达产后预计年产值约10亿元。
在苏州浒墅关经开区的安领生物医药（苏州）有限公司实验基地里，工程师们正忙着调试新设备，为3月竣工投用做最后冲刺。“企业落户苏州浒墅关后，围绕小分子化学药、大分子生物药、细胞治疗产品临床前研发转化服务，建设一站式新药研发集成服务平台及企业总部，计划总投资7.3亿元。”安领生物有关负责人告诉记者。

广东省今年安排重点建设项目1508个，年度计划投资1万亿元，其中产业项目数量超过一半，新一代信息技术、生物、高端装备制造、新材料等四大类产业汇集项目370余个，年度投资额约1500亿元。北京市今年将推进100个科技创新及现代化产业项目。四川省共列重点项目700个，其中确定产业项目348个，包括成都京东方第8.6代AMOLED生产线、绵阳涪城区显示驱动项目等。
“新兴产业和未来产业是形成和发展新质生产力的重点领域，各地加快相关产业项目建设，布局新领域新赛道，有利于营造‘向新而行’的产业生态环境，引导企业在创新领域发力，将推动创新成果转化为现实生产力。”赛迪研究院规划所制造业发展研究室主任张昕嫱对记者表示。
赛智产业研究院院长赵刚认为，地方投资布局聚焦在智能化、绿色化、高端化方向。当前及未来一段时间，智能算力芯片、智算中心、量子计算、脑机接口、低空经济等领域有望迎来新的发展机遇，进而持续推动产业结构优化升级，构筑未来发展新优势。
明确项目建设目标的同时，不少地方也纷纷明确支持措施，完善创新、人才、资金等要素保障。
例如，浙江省提出，围绕4个万亿级和4个五千亿级重点产业集群发展方向，支持“万亩千亿”新产业平台内的集成电路、智能物联、智能光伏、高端新材料等重大项目建设；优先支持新产业平台内符合条件的创新载体承担国家、省级科技计划（专项）项目，按相关规定给予支持。再如，安徽省提出省财政继续安排专项资金支持壮大省新兴产业引导基金规模，加快基金募投运营，促进新兴产业融合集群发展；深入实施人才兴皖工程。
“新质生产力相关产业领域具有高科技、高效能、高质量的特征，体现出技术密集、人才密集和资金密集等特点。”赵刚认为，针对前沿技术创新投入大等问题，要加强项目的产学研用协同，支持央企、国企和大型金融机构等开放技术应用场景，促进创新产品应用和成果转化，培育新业态新模式。同时，要加大政府投资基金的引导力度，支持风险投资资金向新质生产力相关的未来产业新赛道倾斜，并且提高投资效率。
