
2024年全国两会期间,全国政协委员、上海均瑶(集团)有限公司董事长王均金接受中华工商时报记者采访时表示,他将围绕进一步恢复国际航线促进出行消费话题提出相关建议。数字化转型网www.szhzxw.cn
王均金介绍,2023年民航全行业完成地区及国际旅客运输量约为0.36亿人次,仅为2019年同期的42%。在国际航班运力供给方面,从年初的10%持续增长到年底的60%,与2019年相比整体恢复37.5%。
“国际航班在旅客数、运力供给方面的恢复仍有待提升。但令人欣喜的是,根据文旅部数据显示,在持续优化入境旅客支付服务等各项便利措施、多国宣布对我国公民免签、打造特色旅游品牌的大背景下,我国出入境旅游整体规模正有序恢复。”王均金表示,今年春运期间,我国出境游旅客人数约360万人次,入境游旅客约323万人次,出行消费正成为新的经济增长点,不仅带动整体消费水平提升,而且推进了国内外人文经贸交流持续深化。
“国际航班恢复乏力,除了市场需求的不稳定性、国际关系的挑战以及航司运营成本压力等宏观原因外,客观上还存在国际航点数量不足、国际中转比例不高、民营补充优势待提升等问题。”王均金说。
对此,王均金建议持续巩固双边合作,加大航权储备。继续深化“一带一路”成果,巩固中欧合作,强化中美航权合作,为国际航班恢复创造良好的双边和多边合作基础。对于目前恢复较好的欧洲、亚洲市场,特别是北京、上海至欧洲、日本、韩国主要枢纽机场的航权可以进一步扩大。
“加大政策支持力度,促进出入境旅游增长。”王均金建议,加强文旅宣传推广,提升入境签证便利性;净化网络自媒体空间,减少夸大及不实旅游信息传播;在大型国际枢纽机场加大对新开加密国际航线的财政支持力度,降低航空公司经营风险;从使馆、政府、行业多方面加大对境外机场保障资源、签证政策、签证审批的协调沟通,减少不利因素;增强机场、海关、边检等相关单位国际航班保障协作,重点提升国际夜航保障能力和中转保障效率,降低国际航班运营成本、便利旅客中转出行,开辟更多具有保障夜航能力的省会机场国际航线,进一步促进出行消费增长。
王均金还建议,优化集中航线资源,鼓励民营航司补充拓展枢纽网络。从两国双边协议到实际航权分配过程中,将航线资源向北上广枢纽集中,并优先分配给以北上广为主基地且拥有与外航市场竞争能力的航司。鼓励民营主基地航司积极参与国际竞争,作为国际枢纽的有益补充,拓展枢纽机场的航线网络通达性,优化枢纽网络结构,提升国际化水平,实现差异化竞争。

Wang Junjin introduced that the regional and international passenger transport volume completed by the civil aviation industry in 2023 will be about 36 million passengers, only 42% of the same period in 2019. In terms of international flight capacity supply, it continued to grow from 10% at the beginning of the year to 60% at the end of the year, with an overall recovery of 37.5% compared with 2019.
“The recovery of international flights in terms of passenger numbers and capacity supply still needs to be improved. However, it is gratifying to see that the overall scale of China’s outbound tourism is recovering in an orderly manner, according to the data of the Ministry of Culture and Tourism, under the background of continuous optimization of various convenience measures such as payment services for inbound tourists, the announcement of visa-free travel for Chinese citizens in many countries, and the building of distinctive tourism brands.” Wang Junjin said that during the Spring Festival travel rush this year, the number of outbound tourists was about 3.6 million, and the number of inbound tourists was about 3.23 million. Travel consumption is becoming a new economic growth point, which not only promotes the overall consumption level, but also promotes the continuous deepening of cultural and economic exchanges at home and abroad.
“The weak recovery of international flights, in addition to the instability of market demand, challenges in international relations and operating cost pressure of airlines and other macro reasons, objectively there are also insufficient number of international destinations, the proportion of international transfers is not high, private complementary advantages to be improved and other problems.” Wang Junjin said.
In this regard, Wang Junjin proposed to continue to consolidate bilateral cooperation and increase the reserve of air rights. Continue to deepen the achievements of the Belt and Road Initiative, consolidate China-Eu cooperation, strengthen China-Us cooperation on air traffic rights, and create a sound bilateral and multilateral cooperation foundation for the resumption of international flights. For the European and Asian markets, which are recovering better at present, the traffic rights from Beijing and Shanghai to major hub airports in Europe, Japan and South Korea can be further expanded.
“We will increase policy support to promote the growth of outbound tourism.” Wang Junjin suggested strengthening the promotion of cultural tourism and improving the convenience of entry visas; Purify the network we-media space to reduce the spread of exaggerated and untrue tourism information; Increase financial support for newly opened crypto international routes at large international hub airports to reduce airline operating risks; Strengthen coordination and communication between embassies, governments and industries on security resources, visa policies and visa approval at overseas airports to reduce adverse factors; Strengthen cooperation among airports, customs, border inspection and other relevant units on international flight support, focus on improving international night flight support capacity and transfer support efficiency, reduce international flight operating costs, facilitate passenger transit travel, open up more international routes for provincial capital airports with night flight support capacity, and further promote the growth of travel consumption.
Wang Junjin also suggested optimizing centralized route resources and encouraging private airlines to supplement and expand hub networks. From the bilateral agreement to the actual air rights allocation process, the route resources will be concentrated in the Bei-Shang-Guangzhou hub, and priority will be allocated to the airlines with Bei-Shang-Guangzhou as the main base and with the ability to compete with the foreign aviation market. Encourage the private main base airlines to actively participate in international competition, as a useful supplement to the international hub, expand the route network accessibility of the hub airport, optimize the hub network structure, improve the level of internationalization, and achieve differentiated competition.
