目前,中国产业数字化仍处于初级阶段,面临诸多挑战:一是连网掣肘,比如工业互联网渗透率仍然较低;二是技术瓶颈,比如物联网技术还未真正落地普及;三是资金压力,比如企业进行数字化改造,包括人力、产品、生产线等均需要投入大量资金;四是数据管理风险,产业数字化是以数据为基础,企业需对数据做好隐私保护和风险隔离,同时传统企业面临着购买数据的压力。www.szhzxw.cn

传统行业数字化转型既要“循序渐进”也要“因地制宜”,一方面立足自身行业特征、企业情况,制定短中长期数字化转型规划和目标,另一方面应做好自身优劣势分析,制定好转型方向,布局和专注特色转型产品,扬长避短,才能保持长久竞争力。数字化转型网szhzxw.cn

对于中小企业数字化转型,国家一直高度重视,早在2020年5月份,国家发改委已制定和启动“数字化转型伙伴行动”计划,支持中小微企业降低数字化转型成本、缩短转型周期、提高转型成功率。数字化转型网szhzxw.cn

在此基础上,我有三方面建议:一是发挥财政金融作用,针对创新技术提供财税补贴或者优惠,提供针对性地专项优惠贷款;二是地方政府应有意识地鼓励中小企业数字化转型,设立科技产业政府担保基金、债券、信托等;三是建议寻求与大科技公司的合作,包括共同研发、外包、购买大的技术公司产品等。

《证券日报》记者:对于金融机构而言,金融数字化作为一项系统工程,您认为该如何发挥传统金融机构和数字科技企业的协同关系?能否展开谈谈金融机构在数字化转型中面临的困点、难点?您有何建议?数字化转型网szhzxw.cn

沈建光:金融数字化是高质量发展的必经之路,也是服务小微企业的重要途径。宏观层面,金融数字化有利于构建广覆盖、多层次、有差异的金融机构体系,提升金融服务实体经济质效。微观层面,数字化是解放金融数据生产力的重要方式,有助于提升金融机构的经营管理效率。

金融数字化是一项系统工程,在行业层面需要推动不同市场主体之间的竞争合作,在机构内部需要强化机构内部顶层设计与流程改造之间的上下联动,在业务发展上还需要强化基础设施的底层支持。数字化转型网szhzxw.cn

一是发挥传统金融机构和数字科技企业的协同关系。未来金融科技和数字化发展的主流路径应该是传统金融机构与金融科技公司的“双轮驱动”和合作融合。

二是处理好金融机构顶层设计与顶层推动的协同关系。金融数字化既是模式,也是战略;金融机构的数字化、智能化转型是一个系统性工程,离不开战略上的顶层设计和实施上的顶层推动,需要在战略、业务、数据、技术、组织、人才、考核等7方面同向发力、同步迈进。在战略上,金融数字化首先确立数字化战略定位和战略方向,进而塑造数字化的文化和培养数字化的思维。www.szhzxw.cn

《证券日报》记者:数据对产业数字化的影响体现在哪些方面?其在产业数字化浪潮中作用是什么?对于机构而言,该如何有效掌握和运用数据带来的价值?

沈建光:产业数字化意味着产业数据的在线化、标准化、结构化,从而实现生产要素和运营流程的改造。数据对产业数字化的影响主要体现三个方面:一是数据是实现数字化的基础,数据和技术等生产要素共同推动产业互联互通,进而实现产业数字化;同时,数据资产化的广泛应用和消费需求的变革将催生共享经济、平台经济等新模式、新业态的数字经济。数字化转型网szhzxw.cn

二是数据的共享、扭转和交易等数据资源的潜在价值运用,有利于发挥数据与土地、能源同等重要的要素作用,有利于推动数据流引领物质流、资金流、人才流、技术流,有利于推进产业数字化转型、推动产业转型升级。

三是数据要素的融合协同,有助于打通技术场景和业务场景,进而进行C2M定制,利用全息画像、智能推荐等算法模型,加快区块链、人工智能、边缘计算、量子技术等创新技术研发与实际场景和产业实践的融合,进而发挥技术在供应链、贸易链和产业链的基础推进作用。

What are the key problems to be solved? In the tide of digitization, how do smes get on the express train of digital transformation?

Shen Jianguang: Industrial digitalization is mainly to make all traditional and offline businesses online, intelligent and digital. Now many factories have been transformed digitally. On this basis, I would like to make three proposals. First, we should give full play to the role of the fiscal and financial sectors by providing fiscal and tax subsidies or preferential treatment for innovative technologies and special concessional loans.
