《中国投资》:在这次疫情中,阿里的数字科技在疫情防控信息化、药品的智能研发、复工复产、网络教育等领域都提供了很多的创新服务,可以看到我们的社会经济很多领域是可以通过数字科技变得更加有效率、透明和公平。您是怎么看待中国社会的数字化需求的?数字化转型是否有望提升国内需求?

许诗军:2003年,中国社会经历了SARS疫情的考验,2020年,新型冠状病毒肺炎疫情成为全国乃至世界性的突发公共卫生事件,带给社会更大的挑战。本次疫情对中国经济社会发展的影响也将远大于十几年前的SARS。但是我们也发现,在2020年的这场战“疫”中,不同于SARS期间,无论是政府的防疫应急管理,还是企业的复工复产、学校的停学不停课、百姓的居家生活保障等等,数字化技术成为了无所不在、必不可少的创新武器。数字化转型网szhzxw.cn

仅从阿里云来看,全国28个省市与阿里云合作建设数字防疫系统,健康码在200多个城市上线,数字技术极大提升了防疫效率。在阿里云的支撑下,1.8亿学生在家上课、2亿上班族在家办公,保障了社会经济正常运转。

归根溯源,是当前中国所在的宏观经济环境与SARS时期不同。首先,中国整体经济从高速发展迈向高质量发展阶段;其次,整个社会向DT时代快速前进,互联网和移动技术已经深刻地改变了人们的工作和生活;同时,中国政府也在数字化转型路途中向着更智能化服务的数字政府发展,数字化已经成为社会发展的一部分。数字化转型网szhzxw.cn

《中国投资》:如您所说,此次疫情成为中国社会的数字化加速器,很多领域都在主动或被动的进行变革,这也恰好是提供数字化基础设施和服务的企业的良机。您认为,哪些领域正在率先获得突破?哪些领域则是未来潜力大?

许诗军:一方面,突然而来的疫情充分暴露了我国在城市治理、应急管理、医疗卫生、公共服务等领域的不足。另一方面 ,疫情也“逼迫”出了新的工作方式、新的生产方式和新的社会共治模式,例如运程办公、在线教育、互联网医疗、移动端健康打卡等,这些在疫情结束后,将会因为更好的效率和不同价值,而被延续下来,甚至延伸到其他领域,带来一些新的发展机会。

许诗军:疫情发生后,教育部提出要利用网络平台,保障疫情防控期间中小学校“停课不停教、不停学”,带来了在线教育的大规模兴起。我们关注到两个有趣的现象:第一,在这场 “停课不停学“的服务热潮中,阿里钉钉等互联网企业的开放直播平台,替代了传统教育信息化企业支持建设的区域教育基础设施平台,成为服务的主要提供商,体现出过往政府在教育信息化上的投入有所不足;第二,在线教育的短板得到了集中的暴露,不仅包括大规模直播带来的网络拥堵、掉线、卡顿等技术短板,也有2.4万余在线课程、22个在线课程平台带来的在线教育质量控制和保障问题。

医疗行业是此次疫情战役的第一线,阿里巴巴通过参与到此次支持医疗行业的抗疫过程有两个发现:第一,数字化医疗办公获得了实质性突破,无论是互联网诊疗还是智能机器人诊疗服务领域。疫情使得被迫待在家里的人们,不得不改变传统线下诊疗的习惯,转向向互联网医疗平台进行线上诊疗;阿里巴巴达摩院紧急研发出的智能疫情机器人可帮助防控一线人员,拨打防控电话,同时还可以免费为普通群众提供在线咨询服务。自1月27日上线至今,这一智能机器人已经在全国27个省份落地,总共帮助一线人员拨打了1100万个摸排电话,同时完成了100多万人的咨询服务。第二,智能化的辅助医疗决策发挥更大的作用,阿里达摩院的AI在此次疫情期间可以帮助医生诊断成千上万个临床疑似新冠肺炎病例CT影像,不仅能够在20秒内完成单个影像的分析,而且准确率高达96%。时至今日,达摩院医疗AI已经在26家医院上岗,诊断疑似肺炎病例总数多达3万个,协助一线医生解决了大麻烦。数字化转型网szhzxw.cn

实际上,推动数字技术在疫情中的广泛应用已得到国家层面的关注和支持,国家卫生健康委也正式发布了《国家卫生健康委办公厅关于加强信息化支撑新型冠状病毒感染的肺炎疫情防控工作的通知》,提出要充分发挥信息化在辅助疫情研判、创新诊疗模式、提升服务效率等方面的支撑作用。

但是如何升级为常态化的行业发展方向面临的最大挑战依然是如何更好地在医疗机构间实现互联互通、医疗数据共享的问题。构建一套数据共享、互通的机制,以及区域级、国家级的医疗健康大数据中心,并进一步打通不同条线的数据壁垒形成的融医疗大数据平台,将成为行业下一步重点。

二、政府数字化转型的带动和牵引作用

《中国投资》:数字化转型的尚存哪些基础设施或者制度方面(硬设施和软设施)的挑战?我们需要做些什么才能加速实现数字化的转型?

许诗军:随着社会进入到DT时代,云计算、大数据、5G、人工智能、物联网、工业互联网等新型基础设施建设,成为数字化转型的基础。政府要抓住DT时代变革的机遇 ,通过基础设施的投资和建设,加快和推动实现城市治理模式、服务模式和产业发展的三重突破。具备前瞻性的规划建设和可持续的运营是新型基础设施建设中一直存在的挑战和市场机会。数字化转型网szhzxw.cn

在整个数字化转型的进程中,特别要关注的是政府数字化转型的带动和牵引作用,以政府的数字化转型带动社会各领域的数字化转型,并撬动数字经济和数字社会的全面发展。

阿里巴巴也在与市场其他合作伙伴,探索与政府成立合资公司的创新方式,助力政府的数字化转型和智慧城市建设,分别与浙江省人民政府、海南省人民政府、郑州市人民政府成立了数字浙江、数字海南、数字郑州等大数据运营公司。这些大数据运营公司在政府引导下,以市场化的手段,加快社会新型基础设施的建设,加快数字化转型。

本次的疫情管控中,这些运营公司也充分发挥了其优势,以坚决、高效、专业的态度及时响应了地方政府利用云计算、大数据、移动协同技术对疫情管制的需求,参与城市疫情防控体系建设,包括疫情防控数据平台以及发热门诊登记系统、钉钉疫情摸排统计上报系统和疫情态势分析系统等,从数据获取、应用系统研发到后期数据治理、分析及应用,在数据层面形成了信息闭环,很好地支撑了地方政府的疫情防控工作。

许诗军:对中小微企业的数字化转型,主要从短期和中长期结合来看:

从短期而言,两个方面,首先企业可以借助公开的、开放的、低成本的远程协同、员工健康管理等技术和方案,在当地政策指导下,启动复工复产,争取转“危”为“安”;其次,借助疫情期间市场涌现出来的新的数字化工具,例如直播、钉钉+手淘、微信+小程序等快速响应市场机会,实现变危为机。

这里有一个很典型的例子,阿里巴巴助力企业林清轩“绝地反击十五天”,以“无接触”的方式服务顾客。其借助钉钉在线平台方式,启动线上复工,通过开展视频动员会、线上分享与培训、开设云商店、在线直播等组合方式,有效的将客单价提升到原来的2倍,90%的销售业绩转向线上,达到去年同期145%,成功将每月亏损近3千万扭转到相比同期盈利翻倍的局面;仅2月14日当天,林清轩通过天猫直播2小时,收获6万多人观看点播量,收到了36万个点赞,卖出了40多万元的山茶花油,相当于4家普通C类门店18个人1个月左右的业绩。数字化转型网szhzxw.cn
