一、中核集团:加快数字化转型 推动核工业高质量发展——中国核工业集团有限公司党组书记、董事长余剑锋
以习近平同志为核心的党中央提出,要推动互联网、大数据、人工智能和实体经济深度融合,以信息化培育新动能,用新动能推动新发展,以新发展创造新辉煌。当前,以信息化、智能化为典型特征的新一轮科技革命正在蓬勃发展,以大数据、云计算、新一代移动通信、物联网、人工智能为代表的数字化技术持续涌现,数字经济日益成为经济增长的核心驱动力,在推动经济社会发展、促进国家治理体系和治理能力现代化、满足人民群众日益增长的美好生活需要等方面发挥着越来越重要的作用。
党的十八大以来,中核集团深入贯彻落实习近平总书记重要指示批示精神,推动核工业安全发展、创新发展,产业经济快速增长,产业链进一步完善,发展实力进一步增强,国际竞争优势进一步提升。面向新时代,推动核工业数字化、智能化转型升级,是实现核工业高质量发展,实现中核集团“建设先进核科技工业体系,打造具有全球竞争力的世界一流集团,推动我国建成核工业强国”的新时代“三位一体”奋斗目标的必然要求。
1. 数字赋能、变革重构,培育核工业高质量发展新动能
企业数字化转型就是要通过整合企业内外部资源,利用新一代信息化技术,围绕数据、业务流程、组织机构的互动创新,持续提升企业的核心竞争力,构建可持续的竞争优势。中核集团深入贯彻落实党中央、国务院决策部署,主动适应数字经济的发展要求,持续推动核工业数字化建设,提升核工业的核心竞争力,推动我国核事业高质量发展。
一是以数字技术应用推动产业链升级。系统规划人工智能与核科技产业融合应用的顶层架构、技术路线和实施路径,发布《中核集团人工智能与核科技产业融合发展规划指南》,成立核工业机器人与智能装备协同创新联盟,有效推动中核集团产业链创新体系建设。在数字核电领域,不断迭代升级数字核电总体方案,明确提出促成实现核电数字化设计、数字化工程、数字化交付、数字化运行以及数字化退役,逐步提升数字核电产业链智能化水平,促进产业协同发展。在核燃料智能生产领域,着力应用工控安全技术、装备智能化技术、数字孪生与仿真验证技术,加速核燃料产业智能化升级。在数字铀矿山领域,建立我国首个铀矿山数字化基础数据库,构建中铀矿冶云平台,自主研发国内领先的数字铀矿勘查系统并全面推广应用,实现铀矿勘查全流程数字化。
二是以数据治理加快数字化转型进程。数据是数字经济时代的关键生产要素。中核集团拥有完整的核科技工业体系,汇聚了我国完整的核工业数据资源,为数字化转型提供了良好的数据基础。中核集团正在着力开展数据治理工作,全面梳理数据标准,提升数据质量,以信息流带动技术流、资金流、人才流、物资流,进而不断提升集团资源的配置效率。
三是以“新基建”夯实数字化转型基石。“新基建”是国内大循环加快发展的重要着力点,也是推动核工业全产业链转型升级的重要基础。中核集团正有序推进核工业数据中心项目建设,一期建成后将首先面向集团内部提供持续稳定可靠的IT基础设施共享服务;围绕核电工程建设和生产运营,积极策划并推动5G网络部署和应用工作,进一步提升安全生产能力。
新冠肺炎疫情发生以来,特殊环境在客观上给企业生产和人民生活造成了许多“痛点”、“堵点”和“难点”,但也凸显了数字化在快速应对不确定性冲击方面的重要作用。中核集团各单位利用网络协作平台,进行健康监测、远程办公等,确保重大工程项目和生产得到全面复工。
2. 牢记使命、把握机遇,推动核工业数字化、智能化发展
中核集团作为我国核科技工业主体、核能发展与核电建设的中坚、核技术应用的骨干,肩负着推动国防建设和经济社会发展的双重历史使命。我们要把握“后疫情时代”数字化发展新机遇,借“新基建”的东风,切实增强责任感和紧迫感,主动践行新发展理念,推动核工业向数字化、智能化方向加快迈进。
一是加强数字化发展统筹规划。要深刻认识数字化转型的艰巨性、长期性和系统性,注重顶层设计,一张蓝图绘到底,不见成效不收兵,切实推动数字化转型落地落实。数字化转型规划要从集团发展的实际出发,聚焦优势,按照“点、线、面、体”的路径逐步推进。要以科技创新为核心,重点在数字化运营、数字化生产和数字化生态方面着力。要在“产业+科技”上积极布局,创新核工业发展新业态、新模式,抢占核工业价值链中高端,加快实现新旧动能转换和高质量发展。
二是加强开放协同,注重共建共享。数字化转型不是“单打独斗”,要加强集团公司与高校、外部合作伙伴的协同创新,深化全集团的分工协作,基层单位基于集团赋能,开展数字化落地实施,挖掘核工业各领域的数字化机会。要打通资源要素流通壁垒,不断加强经验、技术、成果等各类资源的交换与共享,推动产业链、供应链、创新链上下游企业数据贯通、业务协同,打造核工业高质量发展的创新生态圈。
三是加快数字技术与核科技的创新融合。关键核心技术要不来、买不来、讨不来。在新的形势下,必须把自主创新摆在更加突出的战略位置,加快解决关键核心技术受制于人的“卡脖子”问题。中核集团的23家科研院所要加大数字化智能化领域的研发投入,补齐核工业数字化的短板和弱项,进一步加强信息技术、制造技术、材料技术等的渗透与融合,加快形成一批重大突破性成果,尽快实现核心技术、关键技术自主可控,为核工业的未来发展提供不竭动力。
四是坚决守住安全底线。网络安全对国家、社会和企业发展的重要性和紧迫性愈加突出。我国核工业始终保持着安全发展的良好局面。当前,随着数字化红利不断释放,数据安全、业务连续性、网络攻击等风险隐患日益凸显。我们要切实增强底线思维,强化风险意识,利用安全可靠的技术,加强平台、系统、数据等安全管理,提升核工业数据信息的本质安全水平。

(一)构建模型和数据驱动的科研生产数字化体系,提升型号协同研制水平。采用基于模型的系统工程(MBSE)方法,完善航天型号产品数字化协同研制环境,强化虚拟设计与仿真验证应用,提高设计效率。构建航天产品智能制造体系,针对航天产品多品种、小批量特点,实现生产过程的柔性化、智能化以及生产现场的精细化管理,提高生产质量。构建航天装备敏捷服务和精准保障体系,实现基于数字孪生技术的装备综合保障、航天器在轨运行管理,提高运营效益。长征五号、长征七号、新一代载人飞船和火星探测器等国家重大工程初步实现全数字化研制,有效保障了研制质量和任务周期。
(二)构建以大数据应用为核心的经营管理数字化体系,提升战略管控水平。基于云计算、大数据、人工智能等先进技术,构建基于国密网、商密网、互联网三网融合的统一管控平台,人财物初步实现集中管控,型号项目多要素管理、科研生产全过程质量管理和全级次供应商管理等系统不断向“纵向各级打通、横向业务协同”的方向深化应用。深化大数据智能分析应用,基于大数据开展管理业务量化分析和预测预警,全面提升战略管控水平。
(三)创新商业模式,“互联网+航天应用”成效显著。基于北斗导航和高分遥感卫星建设的“四维地球”遥感云平台,已有近20万注册用户,日均访问次数突破1500万次,广泛服务于国土、应急、水利、环保、农业、林业、交通等国民经济行业,也吸引了大量新兴互联网用户。正在建设的低轨互联网卫星星座和业务运营平台将能够提供一站式、标准化、规模化的移动通信运营服务,支撑百万用户终端接入,承载行业应用需求及增值业务服务。
(四)完善数字化“新基建”,有效提升网络与信息安全保障水平。集团公司各单位、各基地的互联互通网络不断扩充与完善,互联带宽进一步提升,提高了跨地域、跨组织的型号协同研制效率。各单位持续开展高性能计算中心建设并实现资源动态调配,全集团计算能力已达到千万亿次,并行计算能力得到大幅度提升。建立多级、完善的网络与信息安全防护机制,开展航天关键工业软件自主研发,保障重要型号数据的信息安全。
4. 航天科技集团数字化转型的发展展望
航天科技集团第七次工作会制定了数字化转型发展蓝图,要建设数字航天,推动航天数字化产品、数字化研制、数字化管理和数字化产业协同发展。一是着力推动航天产品向高可靠、可重复、智能化方向发展。二是推进科研生产模式转型升级,打造航天智能制造体系。三是推进精益化管理,逐步构建以流程主导和数据驱动的企业管理模式。四是推动航天技术应用及服务产业向数字化转型升级,打造“航天+”产业形态。
