日前，中国社会科学院金融研究所、国家金融与发展实验室、中国社会科学出版社联合在京发布《全球数字经济发展指数报告（TIMG 2023）》（以下简称“报告”）。
报告显示，全球数字经济呈现持续发展趋势，TIMG指数平均得分从2013年的45.33增长至2021年的57.01，增幅达26%。从区域来看，北美、亚太和西欧是数字经济发展水平较高的三大地区，东盟、中东欧、独联体等地区属于中等水平，非洲地区较为落后。从国别来看，2021年，美国、新加坡和英国是TIMG指数排名最高的国家。就中国而言，TIMG指数排名位列全球第8；数字市场和数字基础设施领域优势较为突出，分别排名全球第2位和第3位；但在数字技术和数字治理方面，与美国、新加坡等国家存在一定差距，排名位列全球第15和第41。据此，报告提出了促进数字规模优势向技术优势转化、持续推动关键领域的数字基础设施建设、加快提升数字治理水平等政策建议。
报告指出，2017年之后，“一带一路”沿线国家和地区的TIMG指数均值及中位数增长加速，其数字经济发展涨幅高于其他国家和地区，数字丝绸之路成为共建“一带一路”的重要内容。一国数字经济发展水平和数字经济国际合作整体呈正相关关系，数字经济国际合作将成为未来国际合作的新领域和竞争新赛道。
中国社会科学院金融研究所所长、国家金融与发展实验室主任张晓晶表示，开展包括TIMG指数在内的数字经济研究，目的就在于更好地使用数字化这把“双刃剑”，为我国数字经济高质量发展提供学术支撑。
