大会上,专家、院士等嘉宾进行了精彩演讲,国企管理智库理事长、国务院国有重点大型企业监事会原主席季晓南,以“国企数字化转型及提升方向”为题发表演讲。

数字化时代,数字化技术在企业数字化转型变革中,凸显了举足轻重的作用。数据作为重要的生产要素,推动企业数字化转型进程,加速数字化企业建设。
一、国企数字化转型意义重大
数字化时代,国企数字化对国有企业发展作用尤为突出,国企数字化也对中国式现代化建设具有重要意义。
党的二十大提出,从现在起中国共产党的中心任务就是团结带领全国各族人民全面建设社会主义现代化国家,实现第二个百年奋斗目标,以中国式现代化全面推进中华民族伟大复兴。
二十大报告从中国式现代化的宏伟目标出发,强调坚持把发展经济的着力点放在实体经济上,加快发展数字经济,促进数字经济与实体经济深度融合,打造具有国际竞争力的数字产业经济。
“数字中国”建设已经上升为国家战略,国有企业作为实现国家现代化,保障人民共同利益的重要力量,是党和国家事业发展的重要物质基础和政治基础,这也是中共中央、国务院“关于深化国企改革指导意见”的定位。
国企数字化具有不言而喻的重要意义:
第一,国有企业是中国式现代化的重要依靠力量。数据显示,国有企业及中央企业的资产总额、营业收入和利润总额、上缴税费等逐年攀升。因此,加快国企数字化转型,凸显对提升国有企业的数字化智能化水平,增强国有企业的竞争力的巨大意义。
第二,国有经济是我国实体经济的重要组成部分。目前,国有企业在航天、航空、造船、石油、石化、电力、通讯、军工、金融等许多重要行业和关键领域处于支配地位。
第三,国有企业是我国重大科技创新的重要支撑。目前,中国科技创新有70%是民营企业创造的,但是,重大科技创新,尤其是保障国家安全的科技创新主要由国有企业发挥重要作用。
第四,国企是坚持完善社会主义基本经济制度的重要基础。
国企数字化转型对国家数字化具有重要的影响力。十四五规划中提到了十大应用行业和领域的数字化建设,其中,央企在智能交通、智能能源、智能制造、智慧农业、智慧医疗、智慧文旅等六大领域,发挥主力军作用。
二、国企数字化转型总体布局和重点工作
在“数字经济”建设国家战略引领下,国有企业承担了重要作用,国务院国资委对此非常重视。
国企数字化转型总体布局
2020年,国务院国资委印发了关于加快推进国企数字化转型工作的通知,明确了国企数字化转型的内涵、原则和重点工作,指导国企数字化转型工作。
国企数字化转型的内涵和主要内容主要包括:数字化转型是信息技术引发的系统性变革;数字化转型的根本任务是价值体系优化、创新和重构;数字化转型的核心路径是新型能力建设;数字化转型关键驱动要素是数据。
此外,国企数字化转型需要坚持统筹推进、数据驱动、集成创新和开放突破的四大原则。
国企数字化转型总体布局以四项基础作为指导:
- 技术基础,探索新型的IT架构模式,建设数字技术赋能平台,加快企业上云步伐;
- 管理基础,应用两化融合管理体系,完善数字化转型战略架构,积极推动多体系融合;
- 数据基础,建设集团数据治理体系,采集汇聚全业务链数据,建设大数据平台;
- 安全基础,建设态势感知平台,使用安全可靠产品,建设网络安全基础资源库,强化检测评估和攻防演练。
国企数字化转型重点工作的推进:
中央企业推进数字化转型的重点工作主要集中在四个重点领域:
- 聚焦核心电子元器件、高端芯片、核心工业软件、人工智能、区块链等关键领域;
- 聚焦5G、工业互联网等重点领域;
- 聚焦研发设计、生产运营、用户服务、经营管理等关键领域;
- 聚焦云计算、大数据、物联网等领域。
央企数字化转型并非一步到位,而是经历一个渐进的过程,中央企业根据数字化转型成熟度经历了战略规划期、业务试点期和全局推广期三个阶段。
根据党中央国务院的要求,按照国务院国资委的指导,中央企业努力积极的加快推进数字化转型,并且处于国内企业领先地位。
三、国企数字化水平提升的努力方向及目标
近年来,中央企业积极推进数字化转型,主动将数字化、智能化融入生产、管理、营销、产业协作等方面,有效提高了运营效率,探索新的产业发展机会,在关键核心技术攻关,工业互联网平台建设和数字化应用场景打造等方面,取得了重要进展和积极成效。但是,按照中央要求,达到国际先进水平,还存在一定差距。
目前,国企数字化转型取得了一定进展,同样,在数字化转型进程中,面临着一些困难和挑战。
根据腾讯研究院的调查显示,缺乏数字化愿景与战略、过分追求短期财务业绩、数字化未融入核心业务、组织内部机制复杂、缺乏足够资金支持、缺乏应用场景、信息和数据安全等七大因素都是制约国企数字化转型的主要障碍。
结合行业调查,中央企业根据自身的摸索,分析数字化转型的不足,向打造世界一流企业进行努力。国有企业将从战略、新型能力、解决方案、治理体系和业务创新五个维度努力,系统有序的提升数字化水平。
国企数字化转型必须坚持向产品创新数字化、生产运营智能化、用户服务敏捷、产业体系生态化方向努力。同时,要为数字化转型方向赋能措施,一要开展数字新基建;二要发展数字产业;三是要攻克关键技术。
此外,国企数字化转型过程中,要打造制造类企业示范样板、能源类企业示范样板、建筑类企业示范样板和服务类企业示范样板等4类企业标杆。在策略上,应该从加强顶层设计、强化协同推进和做好资源保障,引领国有企业数字化转型。
