财联社 1 月 12 日讯(记者 刘科 陈抗)在今年的浙江省“两会”上,浙江省政协委员、杭州娃哈哈集团副董事长兼总经理、宏胜饮料集团总裁宗馥莉带来了多项提案,内容涉及产业链群数字化升级、搭建制造业技能人才梯队、加强中小学生劳动实践教育、制造业“双碳”产业升级、推进消费品产业集群建设等。

值得注意的是,此次的提案,宗馥莉依然主要围绕制造业的高质量发展。据悉,这已经是宗馥莉连续十年再提制造业提案。

“ 10 年前刚参加政协会议,那时候政府工作报告里只要提到‘制造业’,我都会觉得很兴奋,国家对制造业的关注,给了娃哈哈很大的发展动力,”宗馥莉提到,希望自己能够继续为中国新智造的落点出一份力。

一、推动产业链群数字化升级

宗馥莉看来,近年来我国产业链供应链核心竞争力不断增强,但要想更好地满足消费者需求,仍要持续推动产业链群数字化升级。

但目前,不少产业链发展仍面临着“三难”,自知难、推进难、落实难 。

对此,她提出三点建议:第一,实行“一链一策”,鼓励“链主企业”加快产业链群数字化升级,在符合标准的基础上,根据不同特色产业制定不同政策,同时积极鼓励大、中、小型“链主企业”协调发展;

第二,增加“对点”服务,促进企业产业链“延链”的稳步发展,通过集中“对点”服务、“线上 + 线下”等方式,全面掌握重点产业链及企业情况,以问题为导向,着力解决企业发展的堵点难点痛点;

第三,发挥优秀“链主企业”在创新中的领头作用,让科技成果流通起来,发挥“雄鹰企业”“鲲鹏企业”“未来工厂”“产业链上下游企业共同体”的引领作用。

二、推进消费品产业集群建设

浙江省是最早一批吹响全面改造提升传统制造业号角的省份之一,近年来在大力推动新旧动能转换,推动制造业高质量发展方面做出了优异的成绩。

在宗馥莉看来,目前浙江省在推进传统制造业转型升级过程中,存在着传统政策与新常态下的形势不匹配、政策落地难等问题,制约了传统企业转型升级的步伐。例如,各地政府在政策制定当中,对制造业在扩内需当中的重要作用认识不足,现有政策与当前加快恢复消费产业活力的目标匹配度不高;制造业新政往往倾向战略新兴产业,消费品产业扶持政策新配置资源缺乏;省市县三级联动存在“堵点”,导致现有省级传统制造业扶持政策落地难。

由此,宗馥莉提出了四点建议,政府优化传统产业扶持政策,加强省市县三级联动,促进传统制造业加快转型升级,推进消费品产业集群建设。

一是要抓落地,切实助力制造业转型升级,提高供给侧创新力激发市场潜力,要加强政策宣贯,统一内外部对升级制造业的思想认识,要建立长效工作机制,落实各级政府责任主体,要建立监督检查机制,落实升级工作闭环;

二是要稳存量,推进各项政策纳入消费品制造业,提升消费品制造业的国际地位和竞争力,会同各方面统筹谋划产业创新发展和产业政策转型的顶层设计,将传统制造业纳入国家省市县制定的产业分类中,加大财政、金融等政策对消费品制造产业的支持力度;

三是要扶产业,推进消费产业集群建设,促进消费产业协同发展,推动块状经济集群化转型,加大政策指引力度,通过设立产业投资基金等金融手段,促进消费产业龙头企业整合优化产业结构,加大招引力度,争取在消费产业项目建设上取得新突破;

四是要准创新,打造消费品行业百年老店,推动长青企业挖掘自身潜能。

三、完善低碳生产政策指导及配套监管

在浙江省推进制造业“双碳”升级的实际过程中,宗馥莉认为还存在着一些问题,例如:政策支持倾向于向高新技术产业和大型企业倾斜,对传统制造业及数量众多的中小型企业缺乏针对性的扶持和优惠;绿色制造第三方评价机构鱼龙混杂,企业进行绿色低碳节能改造的沉没成本过高;对于“双碳”的公众意识尚未普遍形成,社会意识对企业实践的助推力还有所不足。
