2022年，陕西省委教育工委、陕西省教育厅深入贯彻落实国家和陕西省委、省政府关于教育网信工作的总体部署，进一步强化顶层设计，出台《陕西教育网络安全和信息化“十四五”规划》，加快推进教育数字化转型，守好教育网络安全底线，以信息化支撑引领教育现代化和教育强省建设。
一、完善基础设施建设，打造信息化育人环境。
全省各地各校持续改善提升信息化基础环境，推进5G、IPv6、WiFi6等网络新技术进校园，信息化经费投入逐年上升，数字校园建设初具规模。全省中小学校多媒体教室总占比95.4%，无线网络校内全覆盖比例超过45%。高校90%以上校园网主干带宽达千兆以上，其中74%本科院校达万兆以上，77.14%高职院校建有虚拟仿真实训室，本科院校、高职院校、中职学校无线网络校内全覆盖比例分别为95%、63%和37%。
二、实施教育大数据工程，提高治理能力。
积极争取并通过省级政务信息化项目审批立项，正式启动“陕西智慧教育综合服务平台”第一期建设工作，推进各类管理信息系统整合升级，加快形成教育业务“一网通办”。全省累计建设信息系统61862个，省级教育基础数据库汇聚全省教师、学生、教育机构等关键数据1.5亿条。以教育事业统计为切口，推动大数据建设应用，积极开展教育事业统计台账网络信息化工作，成效显著，被教育部确定为省级全口径教育统计信息化试点单位。完成普通高中学生综合素质系统建设，拓展丰富教育大数据维度，助力陕西省新高考改革。探索开展陕西省教育党建、招生计划、民办教育管理等信息系统改造工作，为推进全省教育系统国产密码应用积累经验。为疫情防控期间开展线上远程办公、在线疫情督查、召开视频会议等工作做好全面支撑，每天监测汇总全省教育系统疫情统计数据，印发统计专报400余份。
三、推动资源普惠共享，优化服务能力。
统筹推进国家智慧教育服务平台在全省的应用工作，鼓励指导各级各类学校充分利用平台优质数字资源，创新开展教育教学活动。目前全省中小学校本资源库建设占比达46%，将信息技术辅助教学作为常态化应用占比达98%。深入落实国家高等教育智慧教育平台试点工作，将智慧高教模块列为陕西省“陕西智慧教育综合服务平台”第一期建设重点任务强力推进。深化“陕西教育扶智平台”应用，促进优质教育资源共享，推动2000余所中小学校通过平台建立网络结对帮扶关系，其中国家乡村振兴重点帮扶县中小学校已实现全覆盖，目前平台累计有各类直播课、点播课4520节，动态数字资源57389份。
四、实施示范创建行动，引领创新发展。
指导各地各校开展智慧教育示范区和智慧校园示范校创建工作，省市两级累计确定智慧教育示范区13个、智慧校园示范校445所，培育教育信息化创新示范学校343所。全省克服疫情影响，创新开展线上智慧教育专题培训、示范交流、工作坊等活动，累计参与量达1万余人次。组织开展中小学微课与信息化教学创新大赛、学生信息素养提升实践活动和中小学信息技术创新与实践大赛，5万余名师生参赛，最终609名教师获奖，1524名学生获奖。指导西安交通大学“5G+智慧教育”项目获第五届“绽放杯”5G应用全国总决赛一等奖，“丝路五通”人才培养案例入选2022世界互联网大会案例集（全球共60件），指导西安电子科技大学建成国家级“AI+教育”标杆校，支持西安市雁塔区成功申报国家网络安全教育技术产业融合发展试验区。
六、强化网络安全保障，提升防护能力。
各地各校认真贯彻落实《陕西省教育数据管理办法》，不断强化网络安全和数据安全防护制度建设。省委教育工委、省教育厅对全省教育系统169个单位开展网络安全责任制考核，并纳入单位领导班子年度考核、市级政府履行教育职责评价指标。对5000余项重要信息资产进行梳理检查加固，开展网站和重要信息系统扫描监控以及网络安全实战攻防演习。指导各地各校开展网络安全宣传活动3000余场次，组织开展陕西省教育网络安全线上论坛，首日访问量突破10万人次，有效提升全省教育系统网络安全意识和素养。
七、加大宣传力度，营造良好氛围。
近年来，陕西省教育网信工作持续创新突破，成果显著。《陕西日报》先后刊发《陕西：以信息化助力教育公平》《提升信息化水平，共享优质教育资源》《陕西以教育信息化支撑和引领教育现代化》。《陕西教育》综合版《数字化转型背景下智慧教育的新样态》栏目刊发9篇文章对陕西省教育信息化工作发展战略、推进思路、取得的成绩和典型案例等进行专题报道。同时，全省充分利用新媒体，通过“陕西省教育信息化”微信公众号发布文章80余篇，引领教育信息化工作的新发展、新动向。
