2月3日，全市政府数字化转型现场推进会召开，深入学习贯彻习近平总书记关于网络强国、数字中国建设的重要指示精神，认真落实省委、省政府关于加强数字政府建设的决策部署，总结政府数字化转型和“一网统管”阶段性成果，研究部署下阶段重点任务。市长盛蕾出席会议并讲话。
会议指出，去年常州政府数字化转型各项工作重点加强顶层设计和战略布局，组织实施有力度、开发建设有速度、应用实践有深度、服务基层有温度，为数字化转型向纵深推进打下了坚实基础。
会议强调，今年是常州政府数字化转型的突破之年，必须聚焦“一网统管”“一网通办”“一网协同”三个“牛鼻子”工程，在夯实数字基座、深化数据赋能、创新融合应用、筑牢安全防线上出实招、求实效。
以“统一和集成”为原则，打造数字政府门户。树立全市“一盘棋”思想，持续推动各类研判指挥平台、业务应用系统向数字政府统一门户平台融合，政务类APP向“常治慧”APP融合，工单类系统与城市运行（应急）智能枢纽融合。
以“交互和使用”为路径，发挥数据资源价值。在政务数据资源“聚、通、用”上下足功夫，加快数据从“能用”到“好用”的转换，加强数据分析研判，将决策指挥从“经验判断型”向“数据分析型”转变。
以“务实和有效”为导向，丰富数字治理场景。加快编制“一网统管”年度任务清单，在经济治理、城市治理、安全治理、社会治理等方面，打造一批具有常州特色的示范场景。
以“闭环和穿透”为目标，创新数字应用项目。有效整合资源，提高有限资源的治理效率，减轻基层负担。深化“常州政企通”服务平台“一网两端”建设，推动政策直达快享、免申即享，赋能各地各部门为企业提供精准服务。
以“人才和资金”为支撑，夯实数字化转型基础。推行首席数据官制度，加强投入保障力度和专业人才配备，加快构建市级主“统”、区级主“联”、街道主“战”、村（社区）和网格主“用”的“三级联动、五级响应”的城市运行（应急）指挥联动体系。
会上演示汇报了“数字政府”单点登录门户系统、城运地图场景、“工业经济”大脑、“城市治理”场景、“安全治理”场景建设情况。
