为反映全省数字经济发展水平,根据《浙江省数字经济发展综合评价办法(试行)》,省经信厅和省统计局联合组织开展了2021年度全省数字经济发展综合评价工作,对全省、11个设区市、90个县(市、区)2021年度的数字经济发展情况,从基础设施、数字产业化、产业数字化、新业态新模式、政府与社会数字化等五个方面进行综合评估。现将评价结果分析如下:
全省数字经济发展总体情况:
近年来,我省深入贯彻落实习近平总书记关于发展数字经济的重要论述精神,忠实践行“八八战略”、奋力打造“重要窗口”,抢抓新一轮科技革命和产业变革加速演进的新机遇,以数字化改革为引领,深入实施数字经济“一号工程”,高水平建设国家数字经济创新发展试验区,着力构建以数字经济为核心的现代化经济体系,率先形成与数字变革时代相适应的生产方式、生活方式、治理方式,奋力打造数字变革高地,为我省推进“两个先行”提供强大引擎。我省数字经济综合实力、创新力、竞争力实现重大跃升,“三区三中心”建设取得明显阶段性成效,数字化改革取得开创性成效,已成为推动浙江经济社会高质量发展的“金名片”。评价结果显示,2021年度全省数字经济发展指数为112.8%。其中,基础设施、数字产业化、产业数字化、新业态新模式和政府与社会数字化发展指数分别为124.5%、107.2%、100.7%、108.3%、129.9%。

(一)建设算网融合的数字新底座,提升数字经济承载能力
锚定数字基础设施标杆省目标,推进以5G、双千兆为代表的网络基础设施、以数据中心为代表的算力基础设施、以工业互联网等为代表的新技术基础设施建设,加快推进5G网络建设和融合应用,率先实现乡镇以上地区全覆盖、行政村5G网络“村村通”,数字基础设施能力不断优化升级。从网络基础设施来看,截至2021年底,浙江城域网出口带宽达74.6Tbps,比上年增长19.3%。固定宽带端口平均速率达259.8Mbps,比上年增长29.1%。每平方公里拥有移动电话基站数量达5.9个,比上年增加0.4个。固定互联网普及率为47.4户/百人,比上年上升2户/百人;5G套餐用户数普及率为47.8户/百人,比上年上升24户/百人。付费数字电视普及率(含IPTV)达191户/百户,比上年增加5.3户/百户。截止到2021年底,3家电信运营商的固定互联网宽带接入用户达3117万户,比上年增加169.8万户,其中,光纤接入(FTTH/O)用户2838.6万户,比上年增加156.4万户,占固定互联网宽带接入用户总数的91.1%。
(二)培育壮大数字产业集群,推动数字产业迈上新台阶
聚焦创新力竞争力,提高数字技术基础研发能力,实施数字产业集群培育行动,打造数字安防与网络通信、集成电路、智能计算、智能光伏、高端软件等数字产业集群和“新星”产业群,数字产业能级不断提升。2021年,全省每万人拥有数字经济核心产业有效发明专利13.6件,比上年增长37.8%;数字经济核心产业R&D经费支出相当于营业收入的比重为2.01%,比规模以上工业高0.41个百分点;数字经济核心产业制造业新产品产值率达57.6%,比规模以上工业高17个百分点。2021年,数字经济核心产业增加值8348.3亿元,按可比价计算,同比增长13.3%,占全省GDP比重达11.4%,比上年提高0.5个百分点;数字经济核心产业制造业亩均税收21.9万元,比规模以上工业高3.2万元;数字经济核心产业劳动生产率43.1万元/人,略低于上年的43.2万元/人,是全省全社会劳动生产率(19.0万元/人)的2.3倍。
(三)深入推进产业数字化,打造数实融合新范式
深化数字技术与实体经济融合发展,实施制造业数字化改造行动,加大数字化改造投入,探索“产业大脑+未来工厂”融合发展新模式,赋能制造业提质增效、促进产业升级。从全省11.5万家“四上”企业信息化调查情况来看,2021年企业信息化投入599.6亿元,相当于企业营业收入的0.223%,比上年下降0.061个百分点。2021年数字经济核心产业人才占比为44.2%,比上年提高2.8个百分点;数字经济投资占全部固定资产投资的比例达到5.3%,比上年提高0.8个百分点。2021年,全省规模以上工业企业使用信息化进行购销存管理、生产制造管理和物流配送管理的普及率分别为62.3%、46.3%和16.7%,产业数字化应用程度提升较慢。制造业提质增效明显,2021年全省规模以上工业劳动生产率由上年的25万元/人提高到26.3万元/人。
(四)创新场景应用,催生新业态新模式焕发活力
加快推进5G、人工智能、云计算、大数据、区块链等数字技术的新场景应用,跨境电商、直播电商、数字贸易、科技金融等新业态新模式快速增长,全球数字贸易中心和新兴金融中心建设取得积极成效。2021年全省电子商务销售额14913.5亿元,同比增长23.0%,人均电子商务销售额22803.5元,同比增长21.6%;工业企业电子商务销售额占营业收入的比重为3.0%,比上年下降0.6个百分点;网络零售额为25230.3亿元,同比增长11.6%,全省网络零售额相当于社会消费品零售总额的比重达86.4%,比上年提高1.5个百分点。加快推进金融科技创新,“移动支付之省”建设加快,持续拓展移动支付应用场景,2021年,移动支付活跃用户普及率为78.6%,比上年提高10.8个百分点;人均移动支付业务量为242笔,比上年增加64.4笔。
(五)全面推进数字化改革,提升数字化治理能力
以数字化手段推进全方位、系统性、重塑性变革,构建综合集成、协同高效、闭环管理的运行机制,深入推进智慧医疗、智慧交通、智慧教育、政务服务等领域的数字化应用,政府社会治理和民生服务数字化水平不断提升。2021年人均移动互联网接入流量208.1GB,比上年增长33.2%;全省区域医院门诊智慧结算率达86.4%,比上年提高2.9个百分点;高速公路入口ETC使用率为73.4%,比上年提高4.4个百分点;全省生均教育信息化经费投入为1039.7元,同比下降0.5%。强化互联网+监管,拓展融合应用场景,推进数据资源整合和开放共享,一体化政务服务和监管效能得到大幅提升。2021年人均数据共享接口调用量为323.7次,依申请政务服务事项“一网通办”率为100%,浙政钉应用为9.48分。

Overall situation of digital economy development in the province
To build a national digital economy innovation and development pilot zone at a high level, focus on building a modern economic system with digital economy as the core, take the lead in forming a mode of production, way of life and governance adapted to the era of digital change, strive to create a highland of digital change, and provide a powerful engine for the promotion of “two first” in our province. The comprehensive strength, innovation ability and competitiveness of the digital economy in Zhejiang Province have achieved significant improvement, the construction of “three districts and three centers” has achieved obvious phased results, and the digital reform has achieved pioneering results, which has become the “golden card” to promote the high-quality development of the economy and society in Zhejiang Province.
The evaluation results show that the digital economy development index of the whole province is 112.8% in 2021. Among them, the development indexes of infrastructure, digital industrialization, industrial digitalization, new business forms and new models, and government and society digitalization were 124.5%, 107.2%, 100.7%, 108.3% and 129.9%, respectively.
Key indicators of digital economy development in Zhejiang Province in 2021
1. Build a new digital base that integrates computing and networks to increase the carrying capacity of the digital economy
To anchor the goal of the benchmark province of digital infrastructure, promote the construction of network infrastructure represented by 5G and double gigabit, computing infrastructure represented by data centers, and new technology infrastructure represented by industrial Internet, accelerate the construction of 5G network and integrated application, and take the lead in achieving full coverage of all areas above township and administrative villages with 5G network access.
Digital infrastructure capabilities are constantly being optimized and upgraded. From the perspective of network infrastructure, by the end of 2021, Zhejiang MAN export bandwidth reached 74.6Tbps, an increase of 19.3% over the previous year. The average speed of fixed broadband ports reached 259.8Mbps, up 29.1 percent from the previous year. The number of mobile phone base stations per square kilometer reached 5.9, an increase of 0.4 over the previous year. The fixed Internet penetration rate was 47.4 households per 100 people, an increase of 2 households per 100 people over the previous year.
The penetration rate of 5G package users was 47.8 households per 100 people. 24 households per 100 people higher than last year. The penetration rate of paid digital TV (including IPTV) reached 191 per 100 households, an increase of 5.3 over the previous year. By the end of 2021, the number of fixed Internet broadband access users of the three telecom operators reached 31.17 million. An increase of 1.698 million over the previous year. 2. Fostering and expanding digital industry clusters to bring the digital industry to a new level
We will focus on the competitiveness of innovation, improve the basic research and development capacity of digital technologies, carry out the action to foster digital industrial clusters. And build digital security and network communications, integrated circuits, smart computing, smart photovoltaic, high-end software and other digital industrial clusters and “new star” industrial clusters. The level of digital industries is constantly rising. In 2021, there were 13.6 valid invention patents for core industries of digital economy for every 10,000 people in the province. An increase of 37.8% over the previous year. The ratio of R&D expenditure of core digital economy industries to operating revenue was 2.01%, 0.41 percentage points higher than that of industries above designated size.
The production-value ratio of new products in manufacturing, the core industry of the digital economy, reached 57.6 percent, 17 percentage points higher than that of large-scale industries. In 2021, the added value of the core industry of digital economy reached 834.83 billion yuan. 3. Advancing industrial digitization and creating a new paradigm for integrating digital and real industries
We will deepen the integrated development of digital technologies and the real economy, carry out actions to transform the manufacturing industry digitally, increase investment in digital transformation, and explore a new model of integrated development of “industrial brain + factory of the future”. So as to improve the quality and efficiency of the manufacturing industry and promote industrial upgrading. According to the survey on the informatization of 115,000 “top four” enterprises in the province, 59.96 billion yuan was invested in the informatization of enterprises in 2021, equivalent to 0.223% of the operating revenue of enterprises, down 0.061 percentage points from the previous year.
In 2021, talents from core industries in the digital economy accounted for 44.2 percent, 2.8 percentage points higher than the previous year. Digital economy investment accounted for 5.3 percent of total fixed asset investment, 0.8 percentage points higher than the previous year. In 2021, 62.3%, 46.3% and 16.7% of industrial enterprises above designated size used it for purchase, sale and inventory management, production and manufacturing management. 4. Innovate scenarios and use them to bring about new business forms and models

New business forms and models such as cross-border e-commerce, live streaming e-commerce, digital trade, and technology and finance grew rapidly. Positive results were achieved in building a global digital trade center and emerging financial center. In 2021, the province’s e-commerce sales volume reached 1,491.35 billion yuan, with a year-on-year growth of 23.0%, and per capita e-commerce sales volume reached 22,803.5 yuan, with a year-on-year growth of 21.6%. E-commerce sales of industrial enterprises accounted for 3.0% of operating revenue, down 0.6 percentage points from the previous year. Online retail sales amounted to 2,523.03 billion yuan, up by 11.6% year on year.
Online retail sales accounted for 86.4% of the total retail sales of consumer goods in the province, 1.5 percentage points higher than last year. Fintech innovation was accelerated, the construction of “Province of mobile Payment” was accelerated. And mobile payment application scenarios were continuously expanded. In 2021, the penetration rate of active mobile payment users was 78.6%, 10.8 percentage points higher than the previous year. The amount of mobile payment transactions per capita was 242, an increase of 64.4 over the previous year.
5. Comprehensively promote digital reform and enhance digital governance capacity
We will use digital means to promote all-round, systematic and reshaping reform, build an integrated, collaborative, efficient and closed-loop management operating mechanism. And further advance the digital application of smart medical care, smart transportation, smart education, and government services. The government’s digital level in social governance and services for people’s livelihood is constantly improving.
In 2021, the per capita mobile Internet access traffic was 208.1GB, an increase of 33.2% over the previous year. The intelligent settlement rate of outpatients in regional hospitals reached 86.4%, 2.9 percentage points higher than last year. The ETC usage rate of expressway entrance was 73.4%, 4.4 percentage points higher than the previous year. The provincial average educational informatization expenditure was 1,039.7 yuan, down 0.5% year on year.
We strengthened Internet Plus regulation, expanded application scenarios, promoted integration and open sharing of data resources. And significantly improved the effectiveness of integrated government services and regulation. In 2021, the per capita data sharing interface transfer amount was 323.7 times, and the rate of “All access” according to the application of government affairs services was 100%, and the application of Zhezheng Nail was 9.48 points.
