系统建设内容：依据本项目的批复，本项目按照“1+1+1+N”的数字城市总体框架，即 1 个基础数据台，1个公共能力系统，1 个数字孪生底座，N 项智慧化应用，构建智能一体的“城市智脑”，深度赋能三大类智慧化应用场景，支撑城市经济、生活、治理数字化转型，力争将虹口打造成“未来数字城市”的典范，通过数据统一共享、功能统一支撑、应用统一开发与运营，实现城市治理精细协同、经济发展高质高效、生活服务便捷普惠。其中，基础数据平台提供数据汇聚、治理、共享等能力，公共能力系统提供具有共性需求的服务、工具、应用支撑能力，数字孪生底座提供多地图融合的服务能力。智慧化场景应用是在智能中枢提供数据、计算等能力支撑基础上，围绕虹口区经济社会各领域信息化发展需求，聚焦政府部门和人民群众重点关切的业务需求，推出的 N 项应用，全面支撑全区数字化转型。具体建设内容如下：
1. 智能中枢的建设
（1）基础数据平台，主要包括：支撑产品的购置、数据资源管理门户优化升级、数据撑子系统整体扩容、数据资源中心优化升级、数据质量子系统优化升级、现有平台迁移、数据开发子系统建设、数据开放子系统建设和智慧化应用支撑等内容。
（2）公共能力系统，主要包括：应用中心、工具中心、数据查询中心、指标中心、流程中心、资源中心、标准规范中心、赋能门户等内容建设。
（3）数字孪生底座，实现多地图融合和应用服务平台等内容的建设。
2. 智慧化应用的建设
（1）综合场景应用，主要包括：图解虹口、城市驾驶舱、日常监测、节日保障、城运行体征、视频汇聚管理升级、智慧气象、疫情防控和生态环境九个应用场景。
（2）部门应用场景，主要包括：应急指挥、一网统管业务平台、虹口投资促进数字化平台、智慧消防、开放广场五个应用场景。
