一、研究背景及目标

“十四五”规划提出区块链是数字化建设的重点方向,在产业具体内容上指出:推动智能合约、共识算法、加密算法、分布式系统等区块链技术创新,以联盟链为重点发展区块链服务平台和金融科技、供应链管理、政务服务等领域应用方案,完善监管机制[1]。区块链技术正在深刻影响和改造实体经济,证券行业作为金融体系重要组成部分,对数据的安全性、不可篡改、可追溯及监管等方面均提出了较高要求,区块链技术的特征使其与证券行业上述要求高度契合。将区块链技术与证券业务场景深度融合,可以提升业务效率、建立行业信任基础、实现科技赋能监管。证券行业相关机构应积极推进区块链与业务流程的匹配,构建行业数字生态,促进证券行业数字化转型,以更好服务实体经济、防控金融风险。

本文旨在研究区块链技术在证券行业的创新应用场景及未来发展趋势,以广发证券在区块链应用方面的探索与实践为例,基于实践经验提出进一步深化区块链应用的建议。例如,通过企业级区块链综合服务治理平台的建设助力业务轻捷式上链,通过区块链创新应用推动行业基础设施建设和业务的数字化转型。

二、证券行业区块链应用现状与挑战

新证券法颁布之后,在投资者适当性管理、穿透性业务监管需求、注册制等业务领域有更多的应用场景出现。在股权交易、资产证券化(Asset Backed Securitization,ABS)等多方协同业务、不动产投资信托基金(Real Estate Investment Trust,REITs)创新业务、行业数据共享等方面也有探索利用区块链技术更便利实现的可能[2]。 数字化转型网www.szhzxw.cn

监管部门、核心机构、科技企业等纷纷布局区块链基础设施建设以及应用开发,中国证券业协会上线“证券业联盟链”(简称证联链)、上证所信息网络有限公司发布“上证链”、深交所推出“深证链”,科技监管局确立了建设基于“监管链-业务链”双层架构的证券期货业新型区块链基础设施思想。2022年,监管链陆续接入证联链、上证链、深证链,以“链”治“链”的双层治理格局已经初步形成[3]。基于多样化的应用场景以及行业基础设施的完善,国内外各大证券公司也纷纷开始区块链技术的研究与探索,但目前证券公司的区块链应用面临着诸多挑战和问题:

首先,证券公司需要将多个应用上链,这意味着将原先的传统系统中的各项功能和数据转移到区块链上,确保其可被确权、可追溯和可审计。同时,证券公司还需解决多条链对接和适配的问题,因为不同的区块链平台和协议存在着互不兼容的情况,因此需要实现不同链之间的互联互通。此外,随着区块链技术的广泛应用,链上数据量呈现爆发式增长,证券公司还需要有效地管理海量的链上数据,确保其安全、可靠和高效的存储和检索。 数字化转型网www.szhzxw.cn

为了更好地解决上述痛点,加强金融科技数字化布局,广发证券打造区块链综合服务治理平台,解决多个应用上链、多条链适配对接、海量链上数据管理的复杂问题,依托平台技术能力,实现业务轻捷式上链,全方位探索区块链技术在证券行业的创新应用与建设。

三、广发证券区块链应用探索研究与落地实践

(一)实现区块链技术的企业级平台服务与管理,满足技术自主可控要求

自2016年底,广发证券便开始探索区块链技术研究与应用,是最早引入区块链技术的券商之一,对于区块链的应用探索和课题研究均取得了丰硕的成果。2021年,广发证券完成新一轮区块链建设三年规划,推进区块链应用与创新迈上一个新台阶,制定了一个平台的统一规划、统一服务、统一治理和统一出入的区块链建设目标,打造区块链综合服务治理平台,区块链应用能够聚焦业务模式改革与创新,无需关注上链技术细节,实现业务轻捷式上链;通过平台存取证服务、报送服务、数据服务等中台服务的建设,应用上链可高效对接和实施;借助平台能力,可快速探索业务区块链应用,激活区块链应用创新能力。

区块链综合服务治理平台作为业务需求部门、外部联盟链和应用服务的连接器,不仅能满足证券业协会、中证报价等组织机构的区块链建设需求,同时具备可扩展性,为未来广发证券接入更多的行业链、行业应用打下基础。区块链相关的管理平台和业务应用、链应用等通过统一的API接口接入,各业务应用和链应用均为可插拔式设计,支持业务层面的动态扩展,采用统一认证授权服务实现平台到应用的统一用户和物理架构解耦,平台架构如图1所示。 数字化转型网www.szhzxw.cn

区块链的创建、节点的管理等服务均能通过Baas(Blockchain as a service,区块链即服务)平台进行一键部署和管理,可为不同的业务场景创建数据相互隔离的通道,并实现可视化的运维能力。平台从芯片、操作系统、数据库、中间件多方面进行深度国产化改造,全面适配信创要求,基于Fabric区块链节点,区块链的安全认证、共识算法、账本存储、证书和私钥安全存储等均支持国密算法,包括SM2、SM3、SM4算法,符合国内标准及监管要求。 数字化转型网www.szhzxw.cn

(二)孵化广州市资本市场金融科技创新试点项目,服务中小企业实体经济发展

近期,国务院发布《提升中小企业竞争力若干措施》,措施包括支持创新金融服务模式,规范发展供应链存货、仓单和订单融资,鼓励保险机构发展供应链保险业务,提高金融数字化水平等内容。发行供应链金融ABS是发展供应链金融的重要形式,ABS业务存在信息不对称、交易繁琐、中介环节较多等问题,区块链技术多方协同的特点使其在ABS业务中展现出良好的应用前景,可为ABS业务带来极大的优化和改进。

基于以上背景,广发证券联合工信部、优质企业等单位共同打造了“基于区块链技术的中小企业ABS融资服务平台,该项目入围2022年广州市资本市场金融科技创新试点项目(第一批)。平台利用区块链可信存储,将供应链链条中各种单据文件上链管理,实现企业授信数据的防篡改安全传输与实时风险监控;基于链上数据进行业务确权,将企业融资时点提前,实现传统供应链金融ABS中强金融确权向业务确权的转变,大大缩短中小企业垫资回款周期,有效解决中小企业融资难的问题,为中小企业提供安全便捷的金融融资服务。 数字化转型网www.szhzxw.cn

在本项目中,区块链技术能够有效保证各环节信息同步,利用工信部的数据服务平台和产业链企业信息化系统进行对接,为中小企业提供数字化升级资源。增加供应链过程透明度,提升企业生产数据获取的真实性、实时性、可信性,实现产业链的产融结合。采用区块链技术实现数据可信存储,数据通过区块链各参与方共识,链上数据不可修改,规避了人为造假的可能。基于数据安全机制,实现核心生产工艺等隐私数据的保护,有效提升数据的安全性,企业可对数据需求方提供授权,在满足查询方获取企业全方位生产经营数据的同时,保障中小企业的数据资源主权。

(三)助力行业基础设施建设,丰富科技监管措施,提升证券业生态化发展

在注册制改革背景下,证券业协会制定了投行业务质量评价办法,以进一步压实证券公司执业责任。该办法明确,证券业协会将主要依托投行业务电子底稿系统,建立质量评价信息报送平台。平台将归集监管信息、自律信息和行业信息,并使用区块链技术实现评价全程留痕。这标志着证券业协会在投行业务监管中首次引入区块链技术,这既是对注册制理念的创新运用,也使全程监管实现了质的飞跃。

执业质量评价报送服务(见图2)基于证联链,综合应用了区块链、结构化IPFS、数字信封、国密数字证书、智能合约、关系图谱等技术,实现项目信息、项目人员信息、执业自评信息、项目事件以及相关文件等的自评及报送。其中区块链技术用来构建高效可信的业务数据报送环境;结构化IPFS技术用来处理大规模的业务数据,缓解区块链大数据处理的瓶颈;数字信封技术为投行质量评价业务提供了信息加密、隐私保护等能力;国密证书提供了自主可控的数据加密能力。通过以上技术的创新融合,实现了投行业务质量评价数据和文件的高效传输和存储,构建了一个安全、可信、节约成本的监管数据报送环境,支撑了行业高质量数字化转型。 数字化转型网www.szhzxw.cn

通过上述技术的创新性应用,执业质量评价系统实现了业务流程的优化,减轻了业务人员的工作负担;实现信息报送的自动化和智能化,降低了券商的运营成本;实现信息报送的实时性和及时性,提高了报送的时效性;将报送数据存储在区块链上,实现了数据的公开透明和不可篡改,能够有效地提高监管部门的监管能力和效率,实现穿透式监管;采用数字信封技术和商用密码数字证书等技术手段保证数据的安全性和可信度,提高了数据的安全性和可靠性。 数字化转型网www.szhzxw.cn

(四)激活企业的区块链应用创新活力,助力业务数字化转型

《中华人民共和国证券法(2019年修订版)》中指出,普通投资者与证券公司发生纠纷的,证券公司应当证明其行为符合法律、行政法规以及国务院证券监督管理机构的规定,不存在误导、欺诈等情形。《最高人民法院关于互联网法院审理案件若干问题的规定》第十一条指出,当事人提交的电子数据,通过电子签名、可信时间戳、哈希值校验、区块链等证据收集、固定和防篡改的技术手段或者通过电子取存证平台认证,能够证实其真实性的,互联网法院应当确认。因此,证券公司可利用区块链存证手段对各业务环节的数据进行存证,有效减少与投资者的纠纷问题。

广发证券建设的存证应用以区块链技术为基础,支持业务模板配置和多链存证,采用了通用化自定义业务模板和多链存证的方式满足多种业务系统不同的数据存证需求,对接不同系统的业务场景。其核心价值是在业务合规的前提下,不改变券商业务系统,为各类业务提供存证服务,保证数据真实可信且未被篡改,达到业务全流程线上留痕、快速溯源、解决纠纷等目的。若出现法律纠纷等情况,可通过存证应用申请司法鉴定中心和公证处对存证内容出证,申请存证数据的司法出证时,只需再次上传原文件,将再次计算的文件哈希值与区块链上的原始值进行比对,保证文件的一致性后,司法端可出具公证书等文件,为相关干系人提供全面有效的信息化凭证。

存证应用目前已支持函证管理系统的电子数据存证,包括函证流水号、被函单位、发函快递单号、回函文件等多个字段,根据业务发生的时间戳,将每个业务环节的哈希值上链存证,确保函证流转过程中数据的安全、可靠、合规及可追溯性。此外,还将支持电子签章系统签署过程和签章文件上链,包括合同的发起信息、签约人的姓名、身份证、地址等。2022年7月,广发证券易淘金APP基于存证中台发布行业内首个数字藏品,探索Z世代金融服务。 数字化转型网www.szhzxw.cn

四、总结与展望

作为一项新兴技术,区块链具有证券期货行业诸多业务场景开展应用的潜力,极可能是推动效能提升和业务变革的关键因素。这在客观上要求进一步推动技术和业务的深入融合,营造创新的技术环境和业务环境,让技术赋能业务、技术引领业务成为可能。具体来讲,一是加强复合型人才的培养。通过轮岗、专题学习、定向培养等方式,培养既懂区块链技术又懂业务知识的复合型人才,充分发挥复合型人才的桥梁和创新作用;二是加强区块链技术及应用的宣传工作。通过典型案例宣贯、多媒体宣传、场景化体验等多种宣传手段,让业务人员充分了解区块链的建设价值和应用意义,提高业务参与积极性;三是进一步挖掘区块链业务应用场景。通过解决业务痛点、优化业务流程、降低业务成本,真正做到科技赋能业务发展,科技助力业务创新。

未来,宏观层面上,广发证券将更加重视区块链体系建设规划,进一步积极参与行业联盟链的搭建,联合监管机构打造基于区块链的可信基础设施,满足证券行业穿透式监管、适当性管理、隐私保护等行业特色应用;微观层面上,广发证券将持续推进区块链平台和创新应用的建设,大力鼓励业务驱动创新,基于区块链综合服务治理平台探索更多业务场景,促进区块链技术应用在行业的不断落地,助力业务轻捷式上链,为证券业数字化转型持续赋能。 数字化转型网www.szhzxw.cn

I. arch background and objectives

The “14th Five-Year Plan” proposes that blockchain is the key direction of digital construction, and points out in terms of specific industrial content: promote blockchain technology innovation such as smart contracts, consensus algorithms, encryption algorithms, and distributed systems; focus on alliance chain to develop blockchain service platforms and application programs in the fields of financial technology, supply chain management, and government services; and improve regulatory mechanisms [1]. Blockchain technology is profoundly affecting and transforming the real economy. The securities industry, as an important part of the financial system, has put forward higher requirements for data security, immutable, traceability and supervision. The characteristics of blockchain technology make it highly compatible with the above requirements of the securities industry. The deep integration of blockchain technology and securities business scenarios can improve business efficiency, establish the foundation of industry trust, and achieve technology-enabled supervision. Relevant institutions in the securities industry should actively promote the matching of blockchain and business processes, build the digital ecology of the industry, and promote the digital transformation of the securities industry to better serve the real economy and prevent and control financial risks. 数字化转型网www.szhzxw.cn

This paper aims to study the innovative application scenarios and future development trends of blockchain technology in the securities industry, take the exploration and practice of Guangfa Securities in the application of blockchain as an example, and put forward suggestions for further deepening the application of blockchain based on practical experience. For example, through the construction of an enterprise-class blockchain integrated service governance platform to help businesses light up the chain, and through the innovative application of blockchain to promote the construction of industry infrastructure and digital transformation of businesses.

Status and challenges of blockchain application in the securities industry

After the promulgation of the new securities law, there are more application scenarios in business fields such as investor appropriateness management, penetrating business supervision needs, and registration system. Multi-party cooperative business such as equity transactions, Asset Backed Securitization (ABS), Real Estate Investment Trust (Real Estate Investment Trust), In terms of innovative business and industry data sharing, REITs have also explored the possibility of making use of blockchain technology more convenient [2]. 数字化转型网www.szhzxw.cn

Regulatory authorities, core institutions, and technology enterprises have laid out the construction and application development of blockchain infrastructure. The Securities Association of China launched the “Securities Industry Alliance Chain” (referred to as “Securities Link Chain”), the Shanghai Stock Exchange Information Network Co., Ltd. issued the “Shanghai Chain”, and the Shenzhen Stock Exchange launched the “Shenzhen Chain”. The Science and Technology Regulatory Bureau has established the idea of building a new blockchain infrastructure for the securities and futures industry based on the two-tier architecture of “chain of custody – business chain”. In 2022, the chain of custody will be successively connected to the certificate chain, the Shanghai Stock Exchange Chain and the Shenzhen Stock Exchange chain, and a two-tier governance pattern of “chain” governing “chain” has initially taken shape [3]. Based on diversified application scenarios and the improvement of industry infrastructure, major securities companies at home and abroad have also begun research and exploration of blockchain technology, but at present, the application of blockchain in securities companies is facing many challenges and problems:

First, securities firms need to on-chain multiple applications, which means transferring functions and data from the original traditional system to the blockchain, ensuring that it can be authenticated, traceable and auditable. At the same time, securities companies also need to solve the problem of multi-chain docking and adaptation, because different blockchain platforms and protocols are incompatible, so the interconnection between different chains needs to be realized. In addition, with the wide application of blockchain technology, the amount of on-chain data has shown explosive growth, and securities companies also need to effectively manage massive on-chain data to ensure its safe, reliable and efficient storage and retrieval. 数字化转型网www.szhzxw.cn

In order to better solve the above pain points and strengthen the digital layout of financial technology, Guangfa Securities has built a blockchain integrated service governance platform to solve the complex problems of multiple application chain, multiple chain adaptation and docking, and massive on-chain data management. Relying on the technical capabilities of the platform, Guangfa Securities has realized the light-and-easy on-chain of business, and has comprehensively explored the innovative application and construction of blockchain technology in the securities industry.

Third, Guangfa Securities blockchain application exploration and research and landing practice

(1) To achieve blockchain technology enterprise-level platform services and management to meet the requirements of technology autonomy and controllability

Since the end of 2016, GF Securities has begun to explore the research and application of blockchain technology, and is one of the earliest brokerages to introduce blockchain technology, and has achieved fruitful results in the application exploration and subject research of blockchain. In 2021, GF Securities completed a new round of three-year planning for blockchain construction, promoted blockchain application and innovation to a new level, formulated a platform of unified planning, unified service, unified governance and unified access to blockchain construction goals, and built a blockchain integrated service governance platform, blockchain application can focus on business model reform and innovation. As a connector for business demand departments, external alliance chains and application services, the blockchain integrated service governance platform can not only meet the blockchain construction needs of organizations such as securities industry Association and China Securities Quotation, but also has scalability, laying the foundation for GF Securities to access more industry chains and industry applications in the future. Blockchain-related management platforms, business applications and chain applications are accessed through a unified API interface, and all business applications and chain applications are pluggable in design, supporting dynamic expansion at the business level. Unified authentication and authorization services are adopted to realize the decoupling of platform from application users and physical architecture. The platform architecture is shown in Figure 1.

The creation of Blockchain, node management and other services can be deployed and managed through Baas(Blockchain as a service) platform, which can create data isolation channels for different business scenarios, and achieve visual operation and maintenance capabilities. Based on Fabric blockchain nodes, the security authentication, consensus algorithm, ledger storage, certificate and private key security storage of blockchain all support national secret algorithms, including SM2, SM3 and SM4 algorithms, which meet domestic standards and regulatory requirements. 数字化转型网www.szhzxw.cn

(2) Incubating pilot projects of fintech innovation in the capital market of Guangzhou to serve the real economy development of smes

Recently, The State Council issued several measures to enhance the competitiveness of small and medium-sized enterprises, including supporting innovative financial service models, standardizing the development of supply chain inventory, warehouse receipts and order financing, encouraging insurance institutions to develop supply chain insurance business, and improving the level of financial digitalization. Issuance of supply chain finance ABS is an important form to develop supply chain finance. ABS business has problems such as asymmetric information, cumbersome transactions, and many intermediary links. The characteristics of multi-party collaboration of blockchain technology make it a good application prospect in ABS business, which can bring great optimization and improvement to ABS business.

Based on the above background, GF Securities, together with the Ministry of Industry and Information Technology, high-quality enterprises and other units to jointly create a “blockchain technology-based ABS financing service platform for small and medium-sized enterprises, the project was shortlisted for the 2022 Guangzhou Capital market Fintech innovation pilot project (the first batch). The platform uses blockchain trusted storage to manage all kinds of documents in the supply chain chain, realizing tamper-proof and secure transmission of enterprise credit data and real-time risk monitoring; Business right confirmation based on on-chain data, advance the financing time of enterprises, realize the transformation from strong financial right confirmation in traditional supply chain finance ABS to business right confirmation, greatly shorten the capital collection cycle of smes, effectively solve the financing difficulties of smes, and provide safe and convenient financial financing services for smes.

In this project, blockchain technology can effectively ensure the information synchronization of all links, and use the data service platform of the Ministry of Industry and Information Technology to connect with the industrial chain enterprise information system, so as to provide digital upgrading resources for smes. Increase the transparency of the supply chain process, improve the authenticity, real-time and credibility of enterprise production data acquisition, and realize the integration of industry and finance in the industrial chain. The use of blockchain technology to achieve reliable data storage, data through the blockchain participants consensus, the chain data cannot be modified, avoiding the possibility of artificial fraud. Based on the data security mechanism, the privacy data such as the core production process can be protected and the data security can be effectively improved. Enterprises can provide authorization to the data demander, so as to ensure the sovereignty of data resources of smes while satisfying the query party to obtain the all-round production and operation data of enterprises.

(3) Help the construction of industry infrastructure, enrich scientific and technological supervision measures, and enhance the ecological development of the securities industry

Under the background of the reform of registration system, the securities industry Association has formulated the evaluation method of investment banking business quality to further consolidate the practice responsibility of securities companies. The measures make it clear that the Securities industry Association will mainly rely on the electronic manuscript system of investment banking business to establish a quality evaluation information submission platform. The platform will collect regulatory information, self-regulatory information and industry information, and use blockchain technology to achieve the evaluation of the entire process. This marks the first time that the Securities Industry Association has introduced blockchain technology in the supervision of investment banking, which is not only an innovative application of the registration system concept, but also a qualitative leap in the supervision of the whole process. 数字化转型网www.szhzxw.cn

Practice quality evaluation reporting service (see Figure 2) is based on certificate link and integrates blockchain, structured IPFS, digital envelope, national secret digital certificate, smart contract, relationship graph and other technologies to realize self-evaluation and submission of project information, project personnel information, practice self-evaluation information, project events and related documents. Blockchain technology is used to build an efficient and reliable business data reporting environment; Structured IPFS technology is used to process large-scale business data and alleviate the bottleneck of blockchain big data processing; Digital envelope technology provides the ability of information encryption and privacy protection for the quality evaluation business of investment banks. The national secret certificate provides independent and controllable data encryption capabilities. Through the innovation and integration of the above technologies, the efficient transmission and storage of investment banking business quality evaluation data and documents has been achieved, and a safe, trusted and cost-saving regulatory data reporting environment has been built, supporting the high-quality digital transformation of the industry.

Through the innovative application of the above technology, the practice quality evaluation system realizes the optimization of the business process and reduces the work burden of the business personnel. Realize the automation and intelligence of information reporting, and reduce the operating cost of securities companies; To realize the real-time and timely information reporting, improve the timeliness of reporting; The reported data is stored on the blockchain, which realizes the openness and transparency of the data and cannot be tampered with, which can effectively improve the supervision ability and efficiency of the regulatory authorities, and achieve penetrating supervision; Digital envelope technology and commercial cryptographic digital certificate are adopted to ensure the security and reliability of data and improve the security and reliability of data.

(4) Activate the enterprise’s blockchain application innovation vitality and help the digital transformation of business

According to the Securities Law of the People’s Republic of China (2019 Revision), in the event of a dispute between an ordinary investor and a securities firm, the securities firm should prove that its actions comply with laws, administrative regulations and the provisions of the securities regulatory body under The State Council, and that there is no misleading or fraud. Article 11 of the Provisions of the Supreme People’s Court on Several Issues concerning the trial of Cases in Internet Courts states that if the electronic data submitted by the parties can be verified through electronic signature, trusted time stamp, hash check, block chain and other evidence collection, fixed and tamper-proof technical means or through the electronic depository platform authentication, the Internet court shall confirm its authenticity.
