
一、身处百年未有之大变局,我们日益感受到这种变化的深刻性与长期性。
就如京东前CEO徐雷不久前在朋友圈说的一句话,“这应该是一个时代的落幕和一个时代的开启,周期和时代是两个截然不同的性质。”我理解他的意思是,如果还是沿用以前的思维和模式,以为低潮过后高潮自然来,那一定会不断地失望。
一些行业确实是低潮,也有一些行业和企业恰在高潮。最近广东省召开高质量发展大会,省委书记在讲话中肯定了“鲲龙”AG600研制成功,大疆无人机畅销全球,以及华为、美的、比亚迪等在长期的市场洗礼中成长为世界级创新型企业。
“鲲龙”AG600是中国航空工业集团研发的大型灭火、水上救援水陆两栖飞机,出自国家队。大疆、华为、美的、比亚迪都是民企,我都调研过,对他们的创新竞争力,我深信不疑。
而经济增速下行的压力,我也感同身受:
一家智能自动化领域的优秀创业公司,2015年成立,在多条产品线并行的扩张期,队伍有800多人,过去18个月收缩到200多人。一是因为投资市场从增长逻辑走向盈利逻辑,对亏损的容忍度降低,从而对被投企业形成倒逼;二是不少客户降本增效,于是压缩在数字化转型方面的投入。好消息是,通过收缩,他们在2024年即将盈利。期待是,在中美AI竞争进入大模型新阶段的背景下,政府能像当初支持“新三样”那样,对企业在AI方面的投入有较大力度的支持。如果企业都推动AI化,对他们的服务就会有更强的采购意愿。 数字化转型网(www.szhzxw.cn)
春节前后,我和几家建筑公司、工程机械设备(如盾构机)的部件配套公司的管理者交流,无论做的是省级重点工程项目,还是服务八大央企建筑类公司,现在一大苦恼就是做了业务收不到钱。省的项目把钱拨付给地方了,地方发工资困难,挪走了。就算是央企,做有的地方的基建项目也收不到钱,自然又会欠供应商的钱。
一家上海的建筑企业说:“我们是个大集团,我们企业因为70%的业务在上海,很多都是政府公共项目,收款有保证。集团里凡是到外面四处出击的企业,现在的问题都是收款难,现金流难。”
我在调研中路过一些地方的开发区、园区,有时车子走了好久,看到的不少厂房、物流园都空荡荡闲置在那里。如果查资料,往往是几年前甚至十几年前搞过盛大开工典礼的。有的地方一个开发区还没搞好,换一任领导又要弄另一个开发区,几任领导搞了几种类型的开发区和新城,乍一看都很高大上,里面的人气、内容却很单薄,结果就是:建设规模上去了,拆迁量安置量上去了,负债上去了,但效益没看到,经常烂尾和停滞。
与此同时,换一个场景,又会觉得很热闹。
春节我在老家河南开封,前不久在哈尔滨,都感受到文旅市场的火爆和畅旺。在开封有一次打车,司机说刚从清明上河园拉了一个客人,他问去哪儿,客人说“去哪儿都行,只要能找个吃饭的地方”。清明上河园的餐饮是一张名片,做得很好,怎么可能吃不到饭?原因是人实在太多了,排队排不上。
而在人头攒动的哈尔滨道里菜市场,物品之丰,花样之多,瞬间让你觉得幸福就在身边。虽然天寒地冻中在太阳岛和斯大林公园走上一遭很考验身体和服装的耐寒性,但也真切感到,这些公共空间的幸福含量挺高的。 数字化转型网(www.szhzxw.cn)
我们身处的经济环境、生活环境,是很多片段组成的。所有片段都是真实的,有阳光,有风雨,有悲观愁苦,有边卷边行。我们不能有丝毫傲慢,但要说“经济从此就不行了”,那也全然不是事实。
更微妙的情况是标准的问题。在开封,在哈尔滨,我想起20年前就写过的“告别GDP崇拜”“探求国民幸福总值”等文章。GDP和国民幸福之间的关系真的挺复杂。有些投资拉动的GDP,当期流量很大,但之后就是闲置,是死的GDP,甚至成为有长期负担的、负的GDP;而有些公共属性的GDP,量不大,但老百姓天天享用,是活的GDP,正的、友好的GDP。
中国不少地方的人均GDP有很大差异,但人均幸福感则未必。如果是健康可持续的经济增长,快一点当然好,如果不是,慢一点,也不要那么焦虑。从心态上,从上到下都要给自己放松一点。

二、大转型的痛,谁都要面对。
前面所举的一些例子,地方财政的困难,以及去年底中央经济工作会议后“党政机关要习惯过紧日子”说法的流行,反映出在整个大变局、大转型的条件下,各级政府的现实压力,也反映出政府思维转型、行为转变的迫切性。 数字化转型网(www.szhzxw.cn)
春节过后,湖南省委下发了关于在全省开展解放思想大讨论活动的通知,引起社会强烈关注。我的最深体会是,大转型的痛,政府终于也深切体会到了,而且到了不解决不行的时候了。
湖南省委的通知中,最值得回味的是十个“扭转”和十个“紧盯”。
十个“扭转”是:根本扭转简单以GDP增长论英雄的速度情结,扭转不主动转变发展方式、不愿意承受转型阵痛的换挡焦虑,扭转一门心思在数据上“想办法”“造业绩”的造假冲动,扭转不顾风险乱举债、盲目跟风上项目、好大喜功铺摊子的路径依赖,扭转不顾客观实际、不按规律办事、“不怕群众不满意、就怕领导不注意”的“唯上”思维,扭转单纯靠拼资源资金投入刺激经济发展的粗放模式,扭转迷恋于“造势一时”而不是“造福一方”的功利主义倾向,扭转决策“乱画饼”、落实“翻烧饼”的折腾做法,扭转刻意逃避、掩盖矛盾和问题的“鸵鸟心态”,扭转“为了不出事、宁愿不干事”的“躺平”思想。
十个“紧盯”是:紧盯地方保护主义、市场分割等影响生产要素自由流动和高效配置的瓶颈制约,紧盯产业项目建设中存在的“项目等要素”“企业等要素”等瓶颈制约,紧盯产业园区运行机制不畅、机构“叠床架屋”等瓶颈制约,紧盯部分国企主业聚焦不够、行政化色彩浓厚、现代企业制度不完善等瓶颈制约,紧盯科技成果转化率不高和“不能转”“不会转”“不敢转”“不愿转”问题突出等瓶颈制约,紧盯对外开放能级不强、经济外向度不高、制度型开放成果不多等瓶颈制约,紧盯企业融资难、融资贵、物流贵及用工结构性矛盾等瓶颈制约,紧盯一些地方违规收费、政府承诺不兑现、拖欠民营企业账款等营商环境的瓶颈制约,紧盯一些机关事业单位编外人员规模过大、人浮于事、财政供养负担重等瓶颈制约,紧盯人才培养、使用、激励、评价等方面体制机制不活的瓶颈制约。

就以湖南为例,去年11月湖南省委书记就做了7次暗访,3次都提到资产闲置问题,如永州经开区中国南方植物萃取技术中心项目建成后常年闲置,益阳高新区投资数亿元为企业定制厂房、建成后却未能实现正常运营及获取租金,洞庭湖博物馆建设由于经费缺口大等原因处于停工状态等。
“只做事,不成事”“只开局,无结局”,这样的问题在全国带有一定的普遍性。今年1月15日,新华社通报了3起整治形式主义为基层减负典型问题。有的是在原重点水土流失区、现水土保持核心区,通过劈山、平山“造田”,将地势陡峭、缺少水源、沙化严重的山坡开发成梯田,不顾缺水实际硬造“水田”;有的是对乡镇和县直部门单位组织开展“千分制”甚至“双千分制”“三千分制”综合考核,过多过细,脱离实际,考核频率过高,加重了基层负担;有的是盲目举债上马“有轨电车”项目,一期工程运营以来年运载乘客仅约80万人次,收入160万元,年运营成本约4000万元,且存在潜在地质风险。二期工程开工后又因投入不到位,弄成了“建也没钱建、拆也不能拆”的“闹心”工程。
如果政府行为都是这样的“有为”和“敢为”,结果可想而知。我碰到过不少公务员,他们说每天的工作强度真的比以前大很多,“有时感到快累死了”,但实际效果却差强人意,甚至“越用力,越挫败”。

三、当政府也开始承受转型之痛,这到底是为什么?需要仔细分析。
如中央反复强调的,经济体制改革的核心问题是处理好政府和市场的关系,用好“看不见的手”和“看得见的手”,推动有效市场和有为政府更好结合。从十八届三中全会关于全面深化改革的决定到十九大报告,都明确指出“使市场在资源配置中起决定性作用”。但这些年,在实际运行中,这一基本原则并未真正得到落实。政府以“有为”之名做了太多的事,对微观资源配置做了过多干预,在我看来,这是导致目前诸多困难的根源。 数字化转型网(www.szhzxw.cn)
当然,我们首先要肯定不少政府的“有为”举措是有效的,比如要牵引解决“卡脖子”的问题,要提升国家层面的产业安全,要强链补链,在民间投资退坡时政府基金要跟上,等等。我采访过一些科创公司,有的创始人说“我是被逼成了企业家”,因为“政策太好了,让我不能不去试一下”。着眼未来,我们依然需要政府在应该发力的地方奋发有为。
但政府有为和市场有效的合理边界究竟在哪里?我总的感觉是,现在政府在方方面面都越来越“有为”,而且各个部门“有为”的方向往往还很不一致,由此导致越界的行为很多,民间的动力则不足。换句话,政府有些“有为”是以牺牲市场的“有效”为代价的。
不是说对于市场的问题政府不能去校正,但校正的方法出现了很大问题,如一刀切,合成谬误,掺杂私利,带有随意性的人治。而不是建立底线,按照市场化、法治化、国际化的要求把营商环境搞好,把裁判当好。
现在政府投资侧出现的很多“不顾风险乱举债、盲目跟风上项目、好大喜功铺摊子”的情况,更是“过度有为”“盲目有为”的结果,最终却是无效、失效乃至负效。这说明,建设有为政府,必须有一个大前提,就是实事求是,尊重规律,尊重科学。 数字化转型网(www.szhzxw.cn)
现在各地都在提解放思想,我觉得一定要把解放思想和实事求是、尊重规律、尊重科学结合起来。要循规(规律)而为,科学有为。否则,思想越解放,胆子越大,如果不是做正确的事,或者是不用正确的方式做事,结果一定好不到哪里。
在我看来,当下很多问题的解决,其实不用解放思想就能解决。因为问题很简单,并不复杂,比如“一些地方违规收费、政府承诺不兑现、拖欠民营企业账款”,这是说了多少年的老问题,且愈演愈烈,欠账越积越多。这需要解放思想吗?不需要,只需要按合同办事,遵守契约即可。而这不正是市场经济的基本法则吗?如果连这个都做不到,还要鼓动市场主体去积极投资,扩大投资,可能吗?
任何经济决策总是在一定约束条件下的决策。就此而言,首先要做的可能不是思想解放,而是实事求是。比如每个地方的发展都有自己的禀赋和条件,不是都适合搞高大上的前沿产业的。一方水土养一方人,先要把自己的基本面摸清楚,资源约束条件摸清楚,然后再因地制宜定战略。如果给定约束条件,GDP就是不容易增长,那你就实事求是走自己的路,其实也是有办法合宜发展、可持续发展的。
企业家会找到方法,他们是无中生有的价值创新者。他们知道机会在哪里,知道怎样创造出机会。但实际情况是,太多地方看不起基于自身禀赋形成的一般产业和这些产业中的创业者、企业家,而是要攀高枝,要搞集成电路、生物医药、“新三样”等等,有的地方明明没有指标(如能耗指标和并网指标)也要大干快上,甚至“一女多嫁”,把企业都招进来。等企业招工投产时,又发现指标还没落地,招的工人也只好先解散。
高大上的升级方向是正确的,但正确的落实是有成本的,对某些地方很合适的产业,对某些地方就很不合适。
湖南省委的通知也提到“一些机关事业单位编外人员规模过大、人浮于事、财政供养负担重”,这又是为什么呢?因为要做的事情太多了,编内忙不过来,所以要招编外的。但很多事,原本该政府去做吗?
“使市场在资源配置中起决定性作用”说的是,只要市场能有效发挥作用的,就应该让市场去做。对市场主体要一视同仁地对待。但现实往往相悖。我就听不少政府官员说,他们的项目招标只敢给国企做,因为这样才不犯错误,没有给私人老板的嫌疑。同时他们告诉我,他们也知道国企又是层层转包的,这里面的腐败可能更大。 数字化转型网(www.szhzxw.cn)
当然,我也要为地方政府官员说句话。现在很多问题暴露在地方上,并不是官员有意为之。这里有国际环境变化的问题,有疫情“掏空”了财政积累的问题,有房地产下行带来的综合性压力,也有考核指挥棒的问题。有的公务员抱怨,那些会喊口号、“政绩”快速显现的人,往往提拔很快,弄得他们自己也坐立不安,总想出成果,自然就会冲动。
哈尔滨今年靠冰雪经济出圈,我了解到,哈尔滨在打造冰雪大世界、雪博会等方面其实已经努力了很多年,今年尤其抓了旅游环境建设,包括严厉打击各种各样对消费者不友好的现象。环境改善了,外来的客人就放心了。这是政府最该做的事。
春节后,上海发布了优化营商环境7.0版的行动方案。上海的官员说“营商环境到最后其实就是政府要刀刃向内,只有革自己的命,才能给企业提供更好的环境”,还说“下一步政府需要在企业合规经营方面给予更多指导,让企业知道怎么做才是合规的,政府监管、检查的重点是什么。这是一种提升企业获得感的增值服务”。这也是政府应该做的事。
最后总结一下,当政府也感受到大转型的痛,各级公务人员也要习惯过紧日子的时候,我们就到了一个需要从整个资源配置角度认真面对和反思的时候。
认真反思才是再出发的可靠起点。解放思想的要义在于实事求是,尊重规律,更客观和透彻地处理好政府和市场的关系问题,而不是再来一次比谁更“有为”的竞赛。“一边越是有为,一边越是无力”,这种情况真的需要我们好好思量,好好解决。 数字化转型网(www.szhzxw.cn)

An excellent startup in the field of intelligent automation, founded in 2015, in the parallel expansion of multiple product lines, the team has more than 800 people, and has shrunk to more than 200 people in the past 18 months. First, the investment market moves from the logic of growth to the logic of profit, and the tolerance of loss decreases, thus forcing the invested enterprises. Second, many customers reduce costs and increase efficiency, so they compress their investment in digital transformation. The good news is that by shrinking, they are on the verge of becoming profitable in 2024. It is expected that, in the context of Sino-US AI competition entering a new stage of large models, the government can have greater support for enterprises’ investment in AI as it did in supporting the “new three things”. Before and after the Spring Festival, I communicated with the managers of several construction companies, construction machinery and equipment (such as shield machine) parts supporting companies, whether doing provincial key projects, or serving eight central enterprise construction companies, now a big worry is that the business can not receive money. In my research, I passed some local development zones and parks, and sometimes the car walked for a long time, and many factories and logistics parks were empty and idle there. Our economic environment and living environment are composed of many fragments. All fragments are real, there is sunshine, there is wind and rain, there is pessimism, there is a winding side. We must not be arrogant, but to say that the economy will never work again is simply not true.
The more subtle case is a matter of standards. In Kaifeng and Harbin, I remembered the articles I wrote 20 years ago, such as “Farewell to the worship of GDP” and “Search for Gross National Happiness”. The relationship between GDP and national happiness is really complicated. Some investment-driven GDP has a large flow in the current period, but after that it is idle, dead GDP, or even negative GDP with long-term burdens. Some public attributes of GDP, the amount is not large, but the people enjoy every day, is living GDP, positive, friendly GDP.
Per capita GDP varies widely in many parts of China, but per capita happiness does not necessarily. If it is healthy and sustainable economic growth, faster is better, if not, slower and less anxious. Mentally, from top to bottom, give yourself a little relaxation.
Second, everyone has to face the pain of the great transformation.
Some examples mentioned above, the difficulties of local finance, and the popularity of the saying that “Party and government organs should get used to living tight” after the Central Economic Work Conference at the end of last year, reflect the realistic pressure of governments at all levels under the conditions of the whole great change and great transformation, and also reflect the urgency of the transformation of government thinking and behavior.
After the Spring Festival, the Hunan Provincial Party Committee issued a notice on the emancipation of the mind in the province, which caused strong social attention. In the notice of Hunan Provincial Party Committee, the most memorable are ten “twists” and ten “close eyes”.

The reason why I fully quote the content of “twist” and “stare” in the notice is because each one is full of picture in my mind, and I have seen too much at ordinary times.
Take Hunan as an example, in November last year, the secretary of the Hunan Provincial Party Committee made seven unannounced visits, and three times mentioned the problem of idle assets, such as the Yongzhou Economic Development Zone South China Plant extraction Technology Center project after completion of the perennial idle, Yiyang High-tech Zone invested hundreds of millions of yuan for enterprises to custom factories, but failed to achieve normal operation and rent after completion. The construction of Dongting Lake Museum has been suspended due to the large funding gap and other reasons.
“Only doing things, not accomplishing things”, “only opening, no ending”, such problems have a certain universality in the country. On January 15 this year, Xinhua News Agency reported three typical problems of regulating formalism to reduce the burden on the grassroots. Third, when the government also began to bear the pain of transformation, why is this? It requires careful analysis.
As the Central government has repeatedly stressed, the core issue of economic restructuring is to properly handle the relationship between the government and the market, make good use of the “invisible hand” and the “visible hand”, and promote a better combination of effective market and successful government. From the decision of the Third Plenary Session of the 18th CPC Central Committee on comprehensively deepening reform to the report of the 19th CPC National Congress, it is clearly pointed out that “the market should play a decisive role in the allocation of resources.” However, in recent years, in actual operation, this basic principle has not been really implemented. The government has done too many things in the name of “promising” and has interfered too much in micro-resource allocation, which, in my view, is the root cause of many of the current difficulties.
Of course, we must first affirm that many of the government’s promising measures are effective, for example, to solve the problem of “bottlenecks”, to enhance industrial safety at the national level, to strengthen the chain to supplement the chain, and to keep up with government funds when private investment declines. I have interviewed some scientific and creative companies, and some founders said that “I was forced to become an entrepreneur” because “the policy is too good to let me not have a try.” Looking to the future, we still need the government to act where it should.
But where is the proper boundary between productive government and efficient markets? My general feeling is that the Government is becoming more and more “promising” in all aspects, and the direction of “promising” in various departments is often very inconsistent. In other words, some of the government’s “success” comes at the expense of the “efficiency” of the market.
