粮食安全是“国之大者”。“近年来，国家不断加强现代粮食产业和流通体系建设，粮食产业发展和市场流通工作取得显著成就，但依然存在一些问题和短板。”全国政协委员，广西壮族自治区工商联副主席、广西双英集团董事长杨英介绍。
构建现代粮食产业和流通体系，对推动地方经济实现高质量发展至关重要。就此，杨英提出以下建议：
一是完善仓储物流设施园区功能，加大基层仓储物流设施建设。集中力量补短板，优化提升仓储物流设施。建设集粮食仓储、运输、货运代理、加工、交易、整理、配送、检验检测、市场信息等功能于一体的粮油综合产业园，布局综合经营、规模较大、运作规范、功能完善的区域性粮食集散中心。强化基层现代粮食物流仓储、运输、装卸、加工等基础设施配套，综合考虑区域粮食产量、生产集中度、服务半径、交通运输条件等因素，针对各地对收纳、储备、中转等不同粮食仓储需求，配合优质品种的收购储存需要，推动产粮县（区）中心库、区域重点乡镇粮库改造升级，实现高效收粮、优质储备。
二是支持地方粮食企业延长产业链实现高质量发展。发挥企业经营主体作用，整合现有国有粮食企业，优化企业组织构架、改革企业运营模式，支持粮食企业联合发展，向收购、仓储、物流、加工、销售等一体化发展。鼓励和支持特色粮油加工龙头企业实施兼并重组，改变企业规模小、技术水平低、产品同质化的现状；鼓励和支持用粮企业与国有粮库联合开展绿色储粮、科学储粮技术创新；支持加大主食产业化发展力度，研究开发螺蛳粉等特色系列产品、米粉制品等，带动一二三产融合发展，形成“小米粉大产业”发展模式。数字化转型网www.szhzxw.cn
三是支持乡镇基层粮库衔接乡村振兴进行提质升级。针对乡镇基层粮所设施老旧、利用率低等问题，探索政策性粮食收储、服务乡村振兴、物资储备“三位一体”的新模式。通过引进新的运营实体和合作伙伴，拓宽服务范围，为新型农业经营主体和农户提供粮食产后服务，为农村电商提供仓储物流服务，为加工企业提供仓储保管服务，为城乡居民提供粮食配送服务。

Building a modern grain industry and distribution system is crucial to promoting high-quality development of the local economy. In this regard, Yang Ying put forward the following suggestions:
First, improve the functions of warehousing and logistics facilities park, and increase the construction of grassroots warehousing and logistics facilities. Focus on strengthening weaknesses, optimize and improve warehousing and logistics facilities. To build a grain and oil integrated industrial park integrating the functions of grain storage, transportation, freight forwarding, processing, trading, sorting, distribution, inspection and testing, market information, etc., and a regional grain distribution and distribution center with comprehensive management, large scale, standardized operation and perfect functions. Strengthen basic infrastructure for modern grain logistics, warehousing, transportation, loading and unloading, processing, taking into account regional grain output, production concentration, service radius, transportation conditions and other factors, in response to different local grain storage needs for storage, storage, transit and other grain storage needs, with the purchase and storage of high-quality varieties. We will encourage and support leading grain and oil processing enterprises with special characteristics to implement mergers and reorganizations, and change the status quo of small scale, low technical level and product homogeneity. Encourage and support grain enterprises and state-owned grain depots to jointly carry out green grain storage and scientific grain storage technology innovation; Support to increase the industrialization of staple food development efforts, research and development of spiral rice noodle and other special series of products, rice noodle products, etc., promote the integrated development of the first, second and third industries, and form a “big rice noodle industry” development model.
Third, we will support the improvement and upgrading of grain depots at the township level in connection with rural revitalization. In view of the problems of old facilities and low utilization rate of grass-roots grain centers in towns and townships, a new model of “trinity” of policy-based grain collection and storage, service for rural revitalization, and material reserve was explored. Through the introduction of new operating entities and partners, broaden the scope of services, provide post-production services for new agricultural operators and farmers, provide warehousing and logistics services for rural e-commerce, provide warehousing and storage services for processing enterprises, and provide food distribution services for urban and rural residents.
