“破解安全困境是我们共同面临的时代课题，新形势下，安全行业到了必须自我革新、自我突破、自我升级的时刻，亟需以新思路强化‘数字安全屏障’关键能力建设。”说起自己的主业，全国政协委员、360集团创始人周鸿祎侃侃而谈。
一、将“大模型”打造成新质生产力工具
中央经济工作会议召开之后，周鸿祎便深入思考会议强调新质生产力的深意。“在我看来，发展新质生产力，科技创新是核心驱动力，而民营企业始终是最具活力的科技创新主体之一。在新的时代背景下，民营企业应充分发挥科技创新优势，以科技创新推动产业创新，成为发展新质生产力的新阵地。”周鸿祎对中华工商时报记者说。
2023年，大量科技公司及研究机构敏锐捕捉前沿技术，纷纷入局人工智能大模型（以下简称“大模型”）研发赛道。抓住人工智能的“牛鼻子”，加快形成新质生产力，一时间，各种类型的大模型持续推出，360集团也在行列之中。
作为兼具数字安全和人工智能能力的民营科技企业，360集团研发出千亿规模通用大模型“360智脑”。 “我始终认为，在产业数字化的战略背景下，中国发展大模型的关键是抓住场景红利，将大模型向产业化、行业会、垂直化，深度定制方向发展。”周鸿祎介绍,为此，360集团过去一年持续探索大模型在企业级场景的落地应用，率先推出企业级大模型解决方案。截至目前，“360智脑”大模型已在金融、政务、税务、企业服务等10余个核心行业落地。

2023年，360集团联合生态伙伴成立大模型产业联盟，通过大模型产业上下游对接覆盖，对我国生成式人工智能大模型的快速落地和规范应用起到示范作用。面向生态伙伴，360集团开放“360智脑”API（应用程序编程接口），更多开发者可以基于“360智脑”API开展进一步的研发工作。
“2023年我们的主旋律是如何做大模型，2024年则是如何运用大模型。就像蒸汽机刚被发明的时候，都在造最好的蒸汽机，到了一定阶段都在用蒸汽机，把蒸汽机用在磨坊、农场、煤矿等场景，才真正带来了工业革命。”今年全国两会，周鸿祎在去年的基础上，对大模型发展做出更深入地思考和建议，提出多层面推进大模型研发应用，引导大模型安全化、垂直化、普惠化发展，将其赋能新型工业化落地落实。
二、释放安全能力，推动数字安全普惠化
不论在数字安全领域取得怎样的成果，周鸿祎认为，让安全技术赋能更多的城市和企业，让社会真正享受到安全红利，这才是360集团的发展动力和目标。而这，正是360集团当下需要面对的重要课题。 这些年，360集团在网络攻防一线探索了一套数字安全的“中国方案”，突破了行业“卡脖子”难题。
“但在多个城市调研的时候我们发现，这套‘中国方案’无法平移到城市治理和产业场景中。”周鸿祎已经不止一次在采访中表示，传统安全的集成思维和卖货思维导致安全客户、厂商乃至行业陷入“三输”困境，也就是客户花了钱没效果，安全厂商做不大，行业无法规模化发展。安全产业的发展无法满足新时代新需求，也就无法充分释放安全能力。
“去年年底，我在世界互联网大会上呼吁，要把网络安全发展成新型数字基础设施和公共服务平台,推动数字安全的普惠。”周鸿祎说，“360基于‘安全即服务’理念推出新一代安全产品360安全云，把360服务国家的安全能力全部云化，通过SaaS（软件即服务）服务体系开放给城市和企业使用。”
从“卖盒子”让客户一次次掏腰包购买安全产品，到变为基础设施和公共服务平台，让城市和企业省钱省力，360集团要让社会看到实实在在的安全效果，努力实现数字安全“一个都不能少”。
在工信部的指导下，2023年，360集团帮助超过160万家中小微企业数字化转型。同时，360安全云参与工信部“一起益企”中小企业服务行动，为广大中小微企业送上免费安全服务大礼包，帮助他们提振发展信心、恢复发展活力、增强内生动力。
在大模型技术重构全球数字产业的同时，大模型安全问题也成为世界前沿课题。在周鸿祎看来，安全有可能成为大模型未来竞争中的关键指标，他带领360集团迎面挑战。在过去一年的实践中，360集团已经累计帮助谷歌、META等厂商修复AI框架漏洞200余个，影响全球超过40亿台终端设备。此外，360集团首创大模型安全风险评估体系“AISE”，致力于为国产大模型发展做好安全保障。
三、重构行业价值，做网络强国坚定守护者

As a private technology enterprise with both digital security and artificial intelligence capabilities, 360 Group has developed a general large-scale model with a scale of 100 billion “360 Wisdom Brain”. “I always believe that under the strategic background of industrial digitalization, the key to the development of China’s large model is to seize the scene dividend and develop the large model in the direction of industrialization, industry meeting, vertical and deep customization.” Zhou Hongyi introduced that to this end, 360 Group has continued to explore the application of large models in enterprise-level scenarios in the past year, and has taken the lead in launching enterprise-level large model solutions. Up to now, the “360 Smart brain” large model has been implemented in more than 10 core industries such as finance, government affairs, taxation, and enterprise services.

From “selling boxes” to letting customers buy security products again and again, to becoming an infrastructure and public service platform, so that cities and enterprises can save money and labor, 360 Group wants to let the society see real security effects, and strive to achieve digital security “not one less”.
Under the guidance of the Ministry of Industry and Information Technology, 360 Group helped more than 1.6 million micro, small and medium-sized enterprises to digitally transform in 2023. In the past year’s practice, 360 Group has cumulatively helped Google, META and other manufacturers repair more than 200 AI framework vulnerabilities, affecting more than 4 billion terminal devices around the world.
