生产线上,机械臂灵活地挥舞翻转;车间里,屏幕上记录产品信息的数字不断跳动;仓库内,智慧仓储24小时不间断地拣货、发运……眼下,越来越多的传统产业将数字技术嵌入生产各环节,带来提质增效的深刻变革。
今年政府工作报告提出,“大力发展数字经济”“加快传统产业和中小企业数字化转型,着力提升高端化、智能化、绿色化水平”。记者获悉,相关部门将完善支持数字化转型的政策举措,研究制定重点行业数字化转型路线图,推动数字技术与实体经济深度融合。
一、数实深度融合前景广阔

当前新一轮科技革命和产业变革蓬勃发展,数字经济和实体经济加速融合,新场景新应用不断涌现。
来自《关于2022年国民经济和社会发展计划执行情况与2023年国民经济和社会发展计划草案的报告》(下称“计划报告”)中的数据显示:2022年智能灌溉、智能温室、精准施肥等智慧农业新模式得到广泛推广;智能制造应用规模和水平进入全球领先行列,累计建成近2000家高水平数字化车间和智能工厂。
“人工智能、云计算、大数据、区块链等数字技术创新发展,加速推动经济社会产业各领域数字化、网络化和智能化转型持续升级,在赋能传统产业变革的过程中产生新的业态,带动现有产业的跃升。”在中国电子信息产业发展研究院未来产业研究中心韩健所长看来,当前促进数字经济和实体经济深度融合具备良好的基础,融合发展动能有望进一步释放。
——支撑传统产业向数字化、智能化转型的“数字底座”不断夯实。我国已建成全球规模最大、技术领先的网络基础设施,算力总规模位居世界第二。今年将新建开通5G基站60万个,总数将突破290万个。
——数字化转型保持高速发展态势。工业互联网作为数字经济和实体经济深度融合的关键路径,已全面融入了45个国民经济大类。中国信通院的研究预计,2025年工业互联网产业规模将超过2万亿元。
“整体来看,场景需求驱动数实融合持续深化,行业数字化标杆示范效应逐步显现。我国数实融合正向基础更牢、结构更优、动力更足方向迈进。”韩健说。
二、数字化转型支持举措将完善
数实融合更广阔的空间将进一步打开。计划报告中,“加强数字化转型顶层设计”“完善支持数字化转型的政策举措”“组织实施数字化转型工程,助力实体经济高质量发展”等一系列具体举措跃然纸上。
信息化与工业化深度融合是数字经济和实体经济融合发展的重点领域。工信部部长金壮龙表示,我国工业经济规模大、数字经济规模位居全球第二,融合发展前景广阔,将以数字技术创新突破和应用拓展为主攻方向,加大信息化和工业化的融合发展。

三、持续拓展融合深度和广度
业内人士表示,数字技术全面融入实体经济需要提速,要发挥好我国产业体系比较完整的优势,抓住全球产业结构和布局调整过程中孕育的新机遇,拓展数字经济和实体经济融合的深度和广度。
京东集团技术委员会主席曹鹏认为,我国数实融合仍面临一些问题亟待突破,比如数据作为新型生产要素的价值还未得到充分释放,消费互联网快于产业互联网,中小企业数字化转型面临不敢、不会困境等。
曹鹏认为,在工业领域需进一步推动装备数字化,加快工业互联网创新发展,深入实施智能制造、智慧能源等工程,加快生产性服务业数字化转型,培育供应链金融、服务型制造等融通发展模式。鼓励大企业开放数据、技术等生产要素资源,针对不同行业场景和企业类型设计数字化转型“路线图”,提供开发应用性强、见效快的数字化“工具箱”,提升传统企业“上云用数赋智”水平。
中国信通院院长余晓晖以工业互联网为例表示,工业互联网带动传统工业体系变革作用逐步显现。下一步在深化工业互联网在制造各行业应用的同时,加快向矿山、能源、医疗、交通、物流等行业融合推广。推进5G全连接工厂、工业互联网平台、标识解析等与各工业园区深度结合,开展“工业互联网+园区”,推动工业园区和产业集群数字化转型与智能化发展。
