一、深刻领悟——充分认识数字化转型的重要意义
当前,我们迎来了世界新一轮科技革命和产业变革同我国转变发展方式的历史性交汇期,数字化转型既是全球经济大势所趋,也是推动我国经济发展动力变革、效率变革、质量变革的重要途径。2019年我国数字经济增加值规模达到35.8万亿,占GDP比重36.2%,数字经济正在成为推动国内经济发展的主引擎。2020年以来新冠肺炎疫情为数字化进程按下快进键。习近平总书记关于发展数字经济的重要讲话重要指示批示精神顺应历史和时代发展的潮流,深刻阐述了数字化转型的意义和内涵,指明了产业数字化、数字产业化的方向,为我们抓紧布局数字经济提供了根本遵循、增强了前进动力。
数字化转型是利用“云大物移智链”等数字技术推动企业转变组织架构、商业模式、企业文化全方位的变革,是价值不断转移、再创造的过程,通过物理世界的数字化和数字世界的赋能化,实现数据驱动,打造数字生态,为客户创造更高价值。数字化转型离不开企业现有的土壤,必须结合行业特征和企业核心能力,集成创新、合作共赢,是一项艰巨性、长期性、系统性工作。
煤炭是我国现代能源体系的“压舱石”,煤炭行业数字化、智能化发展是实现煤炭工业高质量发展的强大动力。2020年国家发改委等八部委联合印发《关于推进煤矿智能化发展的指导意见》,明确提出要推动智能化技术与煤炭产业融合发展,提升煤矿智能化水平。新型基础设施建设的不断完善、新一代信息技术的纵深发展以及其他行业成功应用的经验借鉴都为煤炭行业数字化转型、智能化发展带来无限可能。

二、系统思考——科学谋划数字化转型发展路径
中国煤科是全球唯一一家为煤炭行业提供全产业链服务的科技创新型企业,肩负数字化转型引领煤炭行业科技进步的使命,拥有完善的科研体系、高素质的人才队伍和一体化的服务能力,具备全产业链布局带来的数据优势,打造智慧矿山排头兵,以数字化转型推动我国煤炭工业智能化转型升级、高质量发展责无旁贷。中国煤科高度重视数字化转型工作,成立了集团公司加快推进数字化转型工作领导小组,系统谋划数字化转型发展路径。
确立“1245”总体发展思路,凝聚数字化转型发展共识。2018年中国煤科通过“十三五”规划修编确立了“1245”总体发展思路,为集团公司的发展明确了方向。结合“十四五”规划的编制,中国煤科进一步深入学习习近平总书记关于国企改革发展、数字化转型的指示批示精神,深度思考集团公司未来的发展路径,将“1245”深化为“树立‘以科技为基础,以人才为根本,以市场为导向,以客户为中心,引领行业进步’一个发展理念,确立‘创新驱动、聚焦主业’两大战略,推动‘核心业务向科技创新转型、科学研究向行业进步转型、产业发展向数字经济转型、装备制造向智能服务转型’四大转型,实施‘资源配置市场化、产业发展专业化、经营管理网络化、营销模式一体化、绩效管理结果化’五大举措”,更加适应时代变革,更加凸显数字化转型对中国煤科实现“建设具有全球竞争力的世界一流科技创新型企业”愿景的重要性,已在集团公司形成高度共识。
践行创新驱动,发展智慧矿山产业带动集团公司全面数字化转型。中国煤科贯彻落实“1245”总体发展思路,以创新驱动为引领,筹划组建并做实做优智慧矿山板块,统筹调动科技创新力量向智慧矿山领域集中,充分配置内部优势产业、资金、人才资源,广泛开展外部合作,突破前沿、关键、共性、“卡脖子”技术及数字化转型核心技术,打造煤炭工业“智慧大脑”,对内为智能装备、设计建设、创新示范等板块数字化赋能;对外以客户为中心,提供智慧矿山一体化解决方案,为客户和行业赋能,引领行业科技进步。
一是促进研发数字化转型。成立中央研究院,组建矿山大数据研究院、智能矿山研究院等专业研究机构,搭建集成研发系统(IPD)、实验室“一张网”管理数字化平台,推动科技研发协同高效、高端实验室共建共享共用。二是推进设计开发数字化转型。积极应用BIM、CIM、GIS等数字化技术,搭建三维协同设计平台,促进勘察、设计、建设、运营等各环节的信息共享和业务协同,“十四五”末设计开发数字化成果交付率达到90%。三是推动生产制造数字化转型。发展智能制造、高端制造,打造煤机装备、钻机装备、安全仪器仪表、选煤装备智能制造基地,广泛应用产品全生命周期管理系统(PLM)、车间制造执行系统(MES)、供应链管理系统(SCM),提升核心产品上云能力。四是发展服务数字化转型。通过“上云用数赋智”大力发展服务型制造,为客户提供综合集成和全生命周期服务。积极践行经营管理平台化和营销模式一体化的发展理念,推动商业模式创新,将集团公司打造成为一体化方案服务商和数字化平台运营商。
提升数字治理能力,完善基础平台建设。以两化融合管理体系推进数字化转型闭环的管理机制,强化数据治理,建设元数据、主数据系统和企业服务总线,构筑1个统一数据平台以及基础、数据、运营、决策4层架构,建设9大应用系统。强化数据驱动,打造商业智能BI系统,以释放数据价值为目标,促进数据的深度挖掘和有效利用,实现用数据说话、用数据管理、用数据决策。加快新型基础设施建设,建设大数据中心和工业互联网平台,加快数据资产积累,提升人工智能、大数据、边缘计算等数字技术在行业场景的应用能力,开发全面感知、实时互联、分析决策、自主学习、动态预测、协同控制的矿山智能系统。
三、探索实践——集团公司数字化转型成效初显
中国煤科紧扣行业安全、高效、绿色、智能发展方向,坚持创新驱动,以发展智慧矿山产业为突破口,加快数字化转型,在推动企业高质量发展、引领行业进步等方面取得了初步成效。
自主研发,形成智慧矿山建设一体化解决方案。早在2014年中国煤科在黄陵一号煤矿开创了“一人巡视,无人值守”的生产模式,服务矿方建立了我国第一个“无人化采煤”工作面,掀起全行业学习黄陵模式的热潮。通过不断加大自主研发力度,2019年中国煤科在第十八届中国国际煤炭采矿技术交流及设备展览会上发布了智慧矿山建设一体化解决方案,受到了社会各界广泛关注。一体化解决方案基于数字前沿技术,具有主动感知、自动分析、深度学习的功能,可形成智慧矿山建设的最优决策模型,能够实现对煤矿设计、生产、运营等各个环节的安全、高效、智能化控制,推动了煤炭行业数字化、智能化进程。所属中央研究院、西安研究院、上海煤科等单位在“煤矿大脑”“透明矿井”“智能开采”“智能掘进”“智能运输”“矿山物联网”“智能安全保障”“绿色矿山与智能洗选”“智能制造”等领域不断取得突破性进展,持续提升智慧矿山建设一体化解决能力。在2020年9月山东召开的全国煤矿智能化建设现场推进会上,中国煤科展示的16种煤矿智能化的最新成果,获得王勇国务委员的肯定。
践行能源安全新战略,打造智慧矿山示范样板。中国煤科贯彻落实习近平总书记提出的能源安全新战略,与山西省合作,在山西转型综改示范区签约智慧矿山创新基地项目,以全国智慧矿山创新基地(一期)示范生产线为落脚点,全力推进“全国智慧矿山创新产业基地”建设,打造智慧矿山和煤机智能制造高地;与陕西省签署战略协议,积极推进在智慧矿山、智能制造、能源互联网等方面的产业合作;编制巴拉素智能化煤矿建设顶层规划、小保当智慧煤矿建设整体解决方案,为千万吨级矿井建设全面植入智能化基因,在煤炭行业树起智能化建设新标杆。
协同共生,构建“产学研用”创新生态圈。中国煤科率先提出煤矿智能化标准体系框架,为行业建设提供标准支撑。与中国煤炭学会共同发起,联合国家能源集团等30余家企事业单位成立煤矿智能化创新联盟;与中国移动、华为、百度、中国电科4家世界知名企业联手,启动智慧矿山建设战略合作;与中国联通、中国矿业大学(北京)组建地下空间5G技术创新应用联合实验室。通过强强联合,合作共赢,构建智慧矿山创新生态圈,推动数字前沿技术深度融入智慧矿山建设,加速突破智慧矿山关键核心技术。
