“其核心是人、资金、机制的问题，其中人的问题又是重中之重。”全国人大代表、德力西集团董事局主席胡成中说。对此，他建议国家相关部门在以下方面予以引导扶持：
加大技术帮扶力度，充分利用好大专院校、科研院所资源，加大产、学、研融合力度，鼓励高校相关专业与企业“结对”，可以安排教师、研究生到企业进行挂职锻炼，让研究人员真正知道企业需要什么，加快科研成果的技术转化，让技术升级落地。
发挥各地、各行业商会和乡贤联谊会等组织机构平台在引进人才与技术方面的桥梁纽带作用。商会、乡贤联谊会等社会组织，利用本身的组织能力、行业影响力等，搜集所在企业有关技术转型方面存在的具体困难，对接相关行业专家，设置专门联络人员。

加强中小城市、小城镇的软硬环境建设。根据当地产业门类，利用产业集聚效应，合理规划生产、生活、交通枢纽等核心功能区布局，重点改善和推进交通、教育等基础建设。
加强技工人才队伍建设。高科技的产品，离不开高素质技术工人的创造。改革职业教育的考试方式，把动手能力作为主要考核目标；推进技术工人技能评审，让更多的工人关注技能提升；鼓励、资助企业建立职工学校，定期开展培训，以职业技能进行技工等级的内部评定，提高技工个人荣誉感和社会认可度。
加强对企业技改扶持资金补贴的管理和机制调整。对于申报各类技术创新的企业，应加强监管和资质审查，把有限的资金真正划拨给认真实践技术创新的企业。

With the decrease of labor resources and the intensification of international competition, China’s manufacturing enterprises are facing greater challenges of transformation and upgrading. We will strengthen the development of soft and hard environment in small and medium-sized cities and small towns. We will strengthen the construction of skilled workers. High-tech products are inseparable from the creation of high-quality technical workers.
