 “近年来,我国消费者信心、消费意愿以及消费能力大幅提升,消费信贷行业迎来黄金发展期,社会公众对消费信贷的认知度与接受度大幅提升。”全国政协委员、天津市工商联副主席、恒银金融科技股份有限公司党委书记兼董事长江浩然表示,消费是拉动经济增长的“三驾马车”之一,当前我国消费信贷行业面临着一系列问题和挑战,建议创新打造消费信贷的商业模式,加快完善自律管理的体制机制,推动消费信贷行业持续健康发展。

据了解,2023年7月底,国家发展改革委发布《关于恢复和扩大消费的措施》,要求加强金融对消费领域的支持。2023年10月,国家金融监督管理总局发布《关于金融支持恢复和扩大消费的通知》,提出“满足居民合理消费信贷需求”“降低消费金融成本”等要求,更好地为实体经济服务。

在创新打造消费信贷的商业模式方面,江浩然建议,将消费信贷作为政策工具之一,针对特定区域和消费场景,创新探索将发放满减消费券改为消费信贷免息券的方式,实现在同等财政资源投入的前提下,获得更好的消费拉动效果;支持从业机构适度运用信贷资产证券化、金融债、信贷资产转让等方式开展低成本融资,促进消费信贷增量扩面,降低金融消费者的综合融资成本。

针对如何加快完善自律管理的体制机制,江浩然建议,鼓励和倡导行业机构与专家、学者合作,对合理信贷进行量化研究,就衡量标准形成行业与社会共识;鼓励从业机构提供先进的信贷管理工具,推动消费信贷与互联网技术紧密结合,引导消费者提高主动信贷管理的意识和能力;支持组建行业舆论治理联合工作小组,进一步提升信贷管理的效率和质量;鼓励行业机构积极开展金融科普教育,充分借助互联网平台的技术和内容优势,将消费者权益保护工作全面融入日常。

对于如何积极营造健康向上的舆论环境,他建议,国家金融监管部门、网信部门推动相关法律法规体系建设,正面宣传消费信贷行业在促进消费、扩大内需等方面的重要价值,联合构建消费信贷行业舆论环境整治的长效机制,重点加强对相关网络自媒体平台的治理,加大依法监督与处罚力度。

In view of how to speed up the improvement of the system and mechanism of self-regulation management, Jiang Haoran suggested that industry institutions should be encouraged and advocated to cooperate with experts and scholars to conduct quantitative research on reasonable credit and form a consensus between the industry and society on measurement standards; Encourage practitioners to provide advanced credit management tools, promote the close integration of consumer credit and Internet technology, and guide consumers to improve their awareness and ability of active credit management; Support the establishment of joint working groups on industry public opinion governance to further improve the efficiency and quality of credit management; Encourage industry institutions to actively carry out financial science education, make full use of the technology and content advantages of the Internet platform, and fully integrate the protection of consumer rights and interests into daily life.
